On the afternoon of March 24, Le Hong Phong Cadre Training School, Hanoi City, organized a scientific workshop with the theme "Special mechanism in the Capital Law 2024: Scientific basis and practice".
The workshop was chaired and conducted by Associate Professor, Dr. Pham Minh Anh - Party Secretary, Principal, Chairman of the University's Scientific Council; Dr. Vu Loc An - Vice Principal, Vice Chairman of the University's Scientific Council; Dr. Le Phuong Linh - Deputy Head of the Faculty of State and Law.
Attending the workshop was Deputy Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Hoang Son.
Creating conditions for Hanoi to promote its potential and advantages
In the report, Dr. Vu Loc An - Vice Principal of Le Hong Phong Cadre Training School said that in order to create conditions for Hanoi to promote its potential and advantages, the Capital Law 2024 has been built with many new points, especially specific mechanisms to give more authority and resources to the Capital in management and development. The workshop was organized with the aim of clarifying the scientific and practical bases of the specific mechanisms in the Capital Law 2024; assessing the impact of these mechanisms on the development of the Capital. At the same time, proposing solutions to effectively implement the specific mechanisms, ensuring conformity with the practical context and sustainable development requirements of Hanoi.
At the workshop, experts, scientists, and teachers discussed, exchanged, commented, and analyzed the unique and outstanding mechanisms and policies of the Capital Law 2024 in a number of areas. Including issues related to the practical conditions of Le Hong Phong Cadre Training School, Hanoi City. At the same time, studying the Resolutions on the implementation of the Capital Law 2024 of the City People's Council; the difficulties and shortcomings in implementation.
In addition, analyze issues of decentralization and authorization to ensure the organization of the Capital government in the direction of streamlining, professionalism, modernity, effective and efficient operation. Hanoi People's Council has passed 17 resolutions and 1/4 individual documents.
Presenting the paper "Capital Law - Important legal basis for building Hanoi Capital to rise up in the new era", Head of the Legal Committee of Hanoi People's Council Duy Hoang Duong said that based on the Central's instructions, the construction of the Capital Law (amended) has determined the general goals and viewpoints.
Specifically, continue to perfect the legal basis; build a unique and outstanding mechanism; overcome difficulties, obstacles and shortcomings arising in the implementation of the Law on the Capital to build and develop the Capital with the position and role as a political, administrative, economic and cultural center, towards a smart, modern, green, clean, beautiful, secure and safe urban area; develop rapidly, sustainably and have a spreading effect to promote the development of the Red River Delta, the key economic region of the North and the whole country.
Regarding specific viewpoints: fully institutionalize the Party's policies and guidelines on the construction and development of the Capital in Resolution No. 15-NQ/TW, policies related to the development of the Capital in Resolution No. 06-NQ/TW, Resolution No. 30-NQ/TW and other relevant resolutions of the Party. Along with that, focus on closely following the 9 groups of policies proposed by the Government on the basis of summarizing the implementation of the 2012 Capital Law to standardize them in specific mechanisms and policies, truly having outstanding characteristics and institutional breakthroughs to promote the strengths of the Capital on the basis of summarizing the implementation of the 2012 Capital Law...
Based on the directive documents and work plans, the Capital Law Working Group has organized many meetings with relevant departments, branches and sectors to review and determine tasks, direct and give opinions on the content and process of drafting documents under the authority of the City in 2024 (including 35 legal documents and 4 individual documents); directing the City's departments and branches to urgently focus on drafting documents to promptly submit to the City People's Council meetings as planned.
The City has discussed and coordinated with the central ministries and branches assigned to develop 6 Government decrees to detail the contents assigned in the Capital Law; first of all, the Decrees that need to be issued in 2024 detail: (1) Organization and operation of the People's Committees of wards in Hanoi; (2) On the implementation of educational linkages between the City's public educational institutions and foreign educational institutions.
The City People's Committee has submitted to the City People's Council Resolution No. 22/2024/NQ-HDND regulating a number of expenditure contents and expenditure levels for drafting documents to implement the Law on the Capital to ensure resources for agencies and units assigned to draft documents.
Based on the plans of the Standing Committee of the People's Council, the City People's Committee, the specialized departments and branches of the City People's Committee coordinated. At the 19th and 20th sessions, the City People's Council passed 17 resolutions; Issued individual documents: The City People's Council passed 1/4 of the individual documents according to the plan. After the Resolution was issued, the City People's Committee issued documents to direct the implementation of the Resolutions of the City People's Council.

The Capital Law 2024 has many special, breakthrough and outstanding policies, which are a launching pad and a golden opportunity for the Capital to develop to new heights.
Special policies in the use of cadres, civil servants and public employees are stipulated by the Capital Law to ensure the promotion of the role and responsibility of cadres, civil servants and public employees in the mission of serving the people, building the capital Hanoi "Cultured - Civilized - Modern", becoming the center and driving force for regional and national development. The article analyzes the special mechanism in the Capital Law regulating recruitment, treatment, salary, working regime and other incentives to attract and retain talents and improve the efficiency of capital management.
Thus, the specific and outstanding policies in the Capital Law 2024 have created a solid legal framework to facilitate the attraction and retention of talent. At the same time, improving the quality of human resources to meet the requirements of sustainable development of the capital Hanoi, creating an environment and bringing many favorable opportunities for intellectuals and talented people to promote and contribute their intelligence to the development of the capital and the country.

Meanwhile, presenting the paper "Decentralization of power to the Capital in personnel work, organization of the payroll apparatus, attracting talents - From the perspective of the Capital Law and implementation organization", Associate Professor, Dr. Tran Thi Dieu Oanh (Academy of Public Administration and Management) said that among the breakthrough and outstanding policies to develop Hanoi, the regulations on the model of organizing the Capital government in the direction of streamlining, professionalism, modernity, effective and efficient operation along with the civil service and civil servant regime; attracting and promoting talented people and developing high-quality human resources; promoting decentralization and delegation of power are the most important policy highlights.
