The content of the document clearly states that the leaders of the Department of Construction have not strictly implemented the direction of the Provincial Party Committee on the orientation of selecting, arranging and assigning department-level leaders when implementing the organizational structure arrangement.

Dak Nong Provincial People's Committee requested the Department of Construction to organize a review of relevant collectives and individuals and report to the Provincial People's Committee through the Department of Home Affairs.

Dak Nong Provincial People's Committee also requested the Department of Construction to strictly implement the arrangement of heads of departments with vacant heads, ensuring compliance with the direction and orientation of the Provincial Party Committee in Official Dispatch No. 2152.

At the same time, the province requested to review the entire process of implementing personnel work in arranging the organizational apparatus, take responsibility for the implementation results, and report to the Provincial People's Committee before April 2.

Previously, Mr. Ha Xuan Binh submitted a petition to the Dak Nong Provincial People's Committee regarding the arrangement of department-level leaders at the Department of Construction after the merger. Among them was the transfer of Mr. Binh from department head to deputy department head, while the Department of Construction still had a vacant department head.

After that, the Dak Nong Provincial People's Committee assigned the Department of Home Affairs to set up an inspection team to handle Mr. Binh's petition. On March 21, the Dak Nong Provincial Department of Home Affairs reported the results of the inspection of the petition of Mr. Ha Xuan Binh.

The inspection results show that after merging with the Department of Transport, the Department of Construction has 8 departments and has arranged 7 department heads.

As for the Department of Transport, Vehicle and Driver Management, the Department of Construction did not select a chief but assigned Mr. Nguyen Dung, Deputy Head of the Department of Transport, Vehicle and Driver Management, to be the deputy in charge. Meanwhile, Mr. Binh was transferred from the head of the department to the deputy head of the department.

The Department of Home Affairs recommends that the Provincial People's Committee criticize and draw lessons from the leaders of the Department of Construction; direct the Department of Construction to strictly arrange department heads for departments with vacant department heads according to regulations.

The Department also recommended reviewing the entire process of implementing personnel work in arranging the organizational structure and taking responsibility for the implementation results.

The case of transferring the department head to the position of deputy: Proposal to criticize the Dak Nong Department of Construction. The Department of Home Affairs of Dak Nong province has just proposed that the People's Committee of this province criticize and seriously draw lessons from the leaders of the Department of Construction because of mistakes in the organization of staff after the merger.
