According to the report, the work of evaluating and classifying the quality of cadres and civil servants has gradually become more substantial, more closely linked to work results and specific products, linking individual evaluation with collective and task performance results of localities, agencies and units.

Along with that, the handling of cadres and civil servants who violate discipline must ensure the principles of objectivity, fairness; publicity, strictness; accuracy, timeliness; correct authority, order and procedures according to regulations.

The dismissal and resignation of leaders and managers are strictly implemented according to Party regulations and the law, especially in cases of leaders and managers after being disciplined.

In addition to the achieved results, the management of cadres and civil servants still has limitations. Accordingly, the results of the evaluation of cadres and civil servants in some agencies and units do not accurately reflect the results, and have not created motivation for cadres and civil servants to make efforts and fully develop their capacity to perform their tasks and public duties.

The situation of avoidance, pushing, working half-heartedly, fear of responsibility, and not daring to work in some ministries, agencies, localities, and a number of cadres and civil servants, especially leaders and managers, still exists.

Inspection work in the field of civil servants and public service in some agencies and units is not regular and timely. The observance of discipline, administrative discipline, implementation of public ethics, working spirit and attitude in some agencies, units and some cadres and civil servants is not really serious.

To overcome the above shortcomings and limitations, in the coming time, the Government will continue to promote decentralization and delegation of power to increase autonomy and self-responsibility for ministries, branches and localities; and improve the quality of civil servant recruitment.

Along with that, it is necessary to unify the quality assessment of civil servant input; perfect and well implement the mechanism and policies to attract and promote talented people with good professional qualifications to work in State agencies.

Strengthening inspection and examination of public services, tightening discipline, administrative discipline and controlling power, improving the quality and effectiveness of public service performance of cadres and civil servants. Promoting the implementation of legal regulations on encouraging and protecting dynamic and creative cadres who dare to think, dare to do, dare to take responsibility for the common good.

In particular, strictly, promptly and resolutely handle and remove from the state apparatus cadres and civil servants who have degraded in political ideology, ethics, lifestyle, shirked responsibility, committed violations or failed to complete assigned tasks.
