Hanoi aims to become Asia's leading science and technology center
On February 26, at the Hanoi City People's Committee Headquarters, a conference was held in which the City worked with scientists to implement Resolution 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution 03/NQ-CP dated January 9, 2025 of the Government to develop science, technology, innovation and training of high-quality human resources, promoting economic growth of the capital Hanoi.
According to information at the Conference, implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on "Breakthrough in science, technology, innovation and national digital transformation" (Resolution No. 57-NQ/TW), the Standing Committee of the Hanoi Party Committee has developed an Action Program to implement the Resolution. The city has proactively and synchronously deployed tasks and solutions to promote the development of science, technology, innovation and digital transformation in the area.
In the Action Program, the City sets the goal of developing science, technology, innovation and digital transformation to become the driving force for the socio-economic development of the Capital. Building Hanoi into a leading center for innovation, scientific research, technology transfer and development in the country, towards becoming a center for science, technology and innovation in Southeast Asia in a number of fields; state management in the digital environment, connecting and operating smoothly between agencies in the political system; developing a digital economy, digital society, and digital citizens among the leading groups in the country.
Some specific targets include: by 2030, Hanoi will become the leading center of science, technology and innovation in Southeast Asia, creating a strong driving force for the socio-economic development of the capital and the whole country. The proportion of the digital economy will reach at least 40% of the total regional product (GRDP).
Over 50% of enterprises have innovation activities. Attract 1-2 large technology corporations to invest in research and production activities in Hanoi, promoting the development of the high-tech industry.
Local innovation index is among the top 3 localities nationwide. Forming a synchronous innovation ecosystem, ensuring effective connection between businesses, research institutes, universities and state management agencies.
Complete digital infrastructure, expand 5G coverage throughout the city, and gradually develop a smart urban model.
Encourage research, development and application of advanced technologies, including artificial intelligence (AI), big data, blockchain, semiconductor technology and new technology fields to serve the digital transformation process.
Vision to 2045: Hanoi becomes Asia's leading center of science and technology, leading the development of the knowledge economy and innovation in the region. The proportion of the digital economy reaches at least 50% of GRDP, creating a solid foundation for sustainable economic growth. Continue to attract 2-3 leading technology corporations in the world to set up research and development headquarters in Hanoi. Turn the capital into an attractive destination for high-tech enterprises.
Experts give advice for the development of science and technology in the capital
Sharing at the Conference, Dr. Nguyen Quan, former Minister of Science and Technology, highly appreciated the City's initiative and promptness in taking action. However, the City needs to specify the goals and identify breakthroughs.
Dr. Nguyen Quan believes that the city needs to choose key products in science and technology, choose a few key science and technology products that the city has strengths in, such as microchips, AI chips, etc.
In addition, the City can also select a number of units to pilot all pilot mechanisms. Based on the pilot results, the model can be replicated in other units.
In particular, Hanoi needs to take advantage of the Capital Law (amended) to conduct controlled pilot testing.
Sharing this view, Professor, Doctor Tran Tho Dat, Chairman of the Science and Training Council, National Economics University, said that Hanoi's goals need to demonstrate strategic vision, leadership, feasibility and long-term vision.
Highlighting the role of high-quality human resources, Associate Professor, Doctor Huynh Quyet Thang, Director of Hanoi University of Science and Technology, said that in order to achieve sustainable double-digit growth, creativity and entrepreneurship are very important and it starts with students with creative products.
With the advantage of having many universities, colleges, and research institutes in the area - this is an important source of intelligence for the process of innovation and development of the capital. Therefore, Hanoi must be a pioneer in the field of venture capital, investment in creative startups. In particular, it is necessary to create a favorable environment and have funds to promote creative startups.
From a business perspective, FPT Corporation General Director Nguyen Van Khoa said that Resolution 57 is truly a revolution in science and technology. Therefore, the capital must truly be a pioneer. "Pioneering a revolution will be very difficult and risky, but the results will be great. This requires Hanoi to maintain its spirit," Mr. Nguyen Van Khoa expressed.
On that basis, FPT representative suggested that the City should focus on private enterprises, especially science and technology enterprises; assign enterprises big problems, strategic problems based on the actual requirements of the City. To do this, the city needs to have policies on capital mobilization and tax incentives.
Hanoi will have more mechanisms to connect with scientists.
Speaking at the meeting, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that the Resolution of the 17th Congress of the City Party Committee identified promoting the development of science, technology and innovation as one of the three strategic breakthroughs for sustainable development of the capital in the 2020-2025 period, with a vision to 2030 and a vision to 2045.
In particular, the birth of Resolution 57-NQ/TW is not only an opportunity, but also a necessary condition for Hanoi to realize its aspiration of developing the capital into a leading center of science, technology and innovation in the region.
To effectively implement the Resolution, based on existing potentials and advantages, the City will continue to have ties and connection mechanisms with scientists. At the same time, the Capital Innovation Network model will be implemented in the near future.
According to Chairman of Hanoi People's Committee Tran Sy Thanh, in order to realize the aspiration of developing Hanoi into a leading center of science, technology and innovation in the region, actively contributing to the cause of industrialization and modernization of the country, Hanoi sets the following goals by 2030: Building Hanoi into a leading center of science, technology and innovation in Southeast Asia, creating a strong driving force for the socio-economic development of the capital and the whole country.
Vision to 2045: Make Hanoi become Asia's leading center of science and technology, leading the development of the knowledge economy and innovation in the region. Build the City's innovation system to reach international standards, becoming a key driving force to promote socio-economic development, enhancing Hanoi's competitiveness in the international arena.
To achieve the above goals, the City needs the support and participation of experts, scientists, research organizations and the business community to continue perfecting mechanisms and policies, creating breakthroughs in the development of science, technology, innovation and digital transformation.
Chairman of the City People's Committee Tran Sy Thanh affirmed that the City always listens and hopes that experts and scientists will contribute many creative and dedicated ideas, feasible solutions and join in building the Capital to become the leading center of science, technology and innovation in the region. Based on the experts' comments, the City will consider and select to submit to the Standing Committee of the City Party Committee as a basis for revising and perfecting the Action Program.
