General Secretary and President To Lam's working trip creates many historical marks

The working trip of General Secretary and President To Lam was a great success, comprehensive, achieved many substantive results, deepened and brought into depth the relations with Mongolia, Ireland, and France.

According to the special correspondent of the Vietnam News Agency, at noon on October 8, the special plane carrying General Secretary and President To Lam and the high-ranking Vietnamese delegation landed at Noi Bai International Airport, Hanoi, successfully concluding the state visit to Mongolia and Ireland, attending the 19th Francophone Summit and an official visit to the French Republic.

On this occasion, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son gave an interview on the results of the visit.

We respectfully introduce the interview content:

- General Secretary and President To Lam and the Vietnamese high-ranking delegation have just successfully concluded a state visit to Mongolia and Ireland, attended the 19th Francophone Summit and paid an official visit to the French Republic. Could the Deputy Prime Minister and Minister please tell us about the highlights and outstanding results achieved during this trip?

Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son : With a busy schedule of activities in Mongolia, Ireland, France, and the Francophone Summit, General Secretary and President To Lam and the Vietnamese delegation had nearly 80 rich and diverse activities on both bilateral and multilateral levels.

This is a working trip with many special "firsts": it is the first State visit of our Leader to Mongolia after 16 years, to Ireland after nearly 30 years of establishing diplomatic relations, to France after 22 years and also the first time the General Secretary and President attends the Francophone Summit.

The working trip of General Secretary and President To Lam and the Vietnamese high-ranking delegation was a great success with the following outstanding highlights:

Firstly, the leaders of the States, Governments and National Assemblies of the countries gave General Secretary and President To Lam and the high-ranking Vietnamese delegation a solemn, sincere, warm and thoughtful welcome with many exceptions, showing the high and special respect of the countries for Vietnam's position and prestige; demonstrating the deep political trust between Vietnam and the countries and the desire to jointly promote bilateral relations in depth, substance and effectiveness.

Notably, in the context of France organizing the Francophone Summit with 100 delegations of heads of state, leaders of countries and international organizations in attendance, French President Emmanuel Macron gave the General Secretary and President special attention with reception protocols higher than usual.

Second, the working trip is a strong step in implementing the foreign policy of the 13th National Party Congress, when our country is facing a new era, an era of the Vietnamese people's rise. The working trip of General Secretary and President To Lam has created many important historical marks in the relations with the three countries, with three Joint Statements on establishing the Vietnam-Mongolia Comprehensive Partnership, the Vietnam-Ireland Strategic Partnership in Higher Education and upgrading the Vietnam-France relationship to a Comprehensive Strategic Partnership; signing nearly 20 documents, including 7 cooperation documents with Mongolia in the fields of security, justice, transportation, education and local cooperation, 3 cooperation documents with Ireland on higher education, food system transformation, economy, trade and energy; With France, the two sides also signed nearly 10 cooperation documents between the governments, ministries, branches and localities of the two countries, opening up opportunities for bilateral cooperation in many new fields.

Promoting comprehensive cooperation with countries in many fields where both sides have strengths will contribute to deepening existing cooperation platforms, exploiting more potential cooperation areas, opening up new opportunities for cooperation between Vietnam and countries in many fields where Vietnam has needs and partners have strengths.

In addition, a number of universities and businesses also signed cooperation agreements such as the Education Cooperation Agreement between the Vietnamese Government and the French Government, the Cooperation Agreement with UNESCO on the establishment of a Research and Training Center, Airbus and Vietjet handing over new aircraft bearing the image of the 50th anniversary of Vietnam-France diplomatic relations...

Notably, the announcement by the General Secretary and President of the opening of the Vietnamese Embassy in Ireland after 30 years of establishing diplomatic relations will open a new stage of development in bilateral relations, meeting the expectations of the Vietnamese community in Ireland.

Another important highlight of this working trip is that Vietnam and France agreed to upgrade their relationship to a Comprehensive Strategic Partnership, affirming a breakthrough after more than 10 years of establishing and implementing the Strategic Partnership framework. This will be a solid basis and foundation to strengthen political trust between the two countries, bringing the Vietnam-France relationship to an increasingly deeper level, for the benefit of the people of the two countries and for peace and stability in the region and the world.

Third, at the 19th Francophone Summit, the General Secretary and President delivered an important speech at the Conference, strongly spreading the message of strong support for multilateralism, emphasizing the role of multilateral institutions, including Francophone, in promoting cooperation, responding to common challenges, as well as taking advantage of opportunities from the development of science and technology.

The General Secretary and President also joined leaders of Francophone countries in adopting the "Villers-Cotterêts Declaration" with a strong commitment to continue promoting multilateralism for peace, friendship, solidarity and sustainable development.

We also took full advantage of this opportunity to promote relations with other countries and international organizations, thereby introducing the great potential for trade and investment cooperation with Vietnam, especially in the fields of science and technology. At the Conference, Vietnam was mentioned many times in the discussions and was considered a model of development in the Francophone Community.

During the conference, many leaders of the State and Government of Francophone countries and international organizations proactively met and contacted the General Secretary and President to express their desire to cooperate with Vietnam, hoping that Vietnam would share experiences in economic and social development; promote political-diplomatic cooperation, economics, trade, education and training, culture, people-to-people exchange, etc., and strengthen coordination on regional and international issues of mutual concern, both bilaterally and multilaterally.

These outstanding marks during the entire working trip of General Secretary and President To Lam once again affirmed the correctness of the foreign policy of independence, self-reliance, multilateralization, diversification, proactiveness and activeness in comprehensive and extensive international integration in the spirit of the 13th National Party Congress; not only promoting bilateral relations but also demonstrating Vietnam's role and responsibility towards international issues.

- With these outstanding results, could the Deputy Prime Minister and Minister please tell us how Vietnam will coordinate with its partners in the coming time to implement the important cooperation contents that have been signed with other countries and approved at the Francophone Summit?

Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son : Following the spirit of the joint statements and the results achieved by the senior leaders of Vietnam and other countries during this working trip, in the coming time, Vietnam and other countries will promote the implementation and concretization of the results achieved in the following main aspects:
Firstly, continue to enhance political trust through maintaining delegation exchanges at all levels, especially at high levels, through the channels of the Party, State, Government, National Assembly and people-to-people exchanges with Mongolia, Ireland, France, as well as promoting solidarity and friendship with Francophone members; effectively maintain existing cooperation mechanisms between Vietnam and each country; and at the same time study the possibility of establishing new, effective cooperation mechanisms between ministries, branches and localities.

Second, continue to create momentum, promote cooperation, implement joint statements on strengthening/upgrading relations, and agreements in specific fields reached with other countries. With Mongolia, it is necessary to implement specific measures to realize the Joint Statement on the Vietnam-Mongolia Comprehensive Partnership; promote bilateral trade; enhance the exchange of policies and solutions for the development of the agricultural sector of both sides; coordinate to remove difficulties in logistics transportation; promote cooperation in research and development of high-tech science, digital technology, innovation and information and communication; study the ability to supply and receive labor in the industries and fields that the labor markets of both sides need.

With Ireland, relevant agencies of the two countries will discuss and promote cooperation to implement the Joint Statement on strengthening the Vietnam-Ireland partnership, further promoting cooperation in higher education, agriculture and energy, high technology, digital transformation, etc.

The early opening of the Vietnamese Embassy in Ireland will bring the homeland closer to overseas Vietnamese, bring Vietnam closer to Irish society, and be a driving force for Vietnamese people to integrate smoothly and deeply into Irish society and actively turn towards the country. With France, relevant ministries, sectors and localities need to further promote cooperation between the two countries in the fields of politics, defense and security cooperation, trade and innovation, sustainable development and self-reliance, and promote people-to-people exchanges to put the Vietnam-France Comprehensive Strategic Partnership into practice.

Third, with the Francophone community, Vietnam needs to continue to strongly promote economic pillars, especially the digital economy in the Francophone space, while taking advantage of the great potential of the Francophone community to promote cooperation in trade, investment, agriculture, energy, sustainable tourism, science and technology cooperation, innovation, creativity, tripartite cooperation to support Africa, etc., thereby increasing Vietnam's connection and participation in the Francophone community.

Fourth, to further promote community work, citizen protection and make better use of the role of the Vietnamese community in other countries to promote friendship and cooperation between the two countries, relevant ministries, branches and agencies need to focus on research, review and soon have appropriate solutions in a timely and thorough spirit and deploy more drastic measures to meet the legitimate aspirations of the Vietnamese community abroad in general and in the three countries in particular.

The working trip was a great success, comprehensive, achieved many substantive results, deepened and deepened relations with Mongolia, Ireland, and France on the basis of consolidating the traditional foundation of friendship, demonstrating the foreign policy of independence, self-reliance, multilateralization, diversification of relations, being a friend, a reliable partner, a responsible member of the international community, contributing to peace, stability, cooperation and sustainable development in the region and the world./.
