Speaking to the press on the sidelines of the National Assembly on the afternoon of June 8, Chairman of the Economic Committee Vu Hong Thanh said that when the National Assembly summarized Resolution 31 on stopping investment in two nuclear power plants in Ninh Thuan, the Economic Committee also recommended reconsidering the investment policy in the electricity sector.

There is almost no room left for hydropower development.

Regarding the reality of power source development in recent times, Mr. Vu Hong Thanh said that the "massive" development of wind power and solar power has affected the system supply. This renewable energy source needs to be developed at a certain level, accounting for a certain proportion of the total investment, but cannot be developed massively.

“Recently, Minister of Industry and Trade Nguyen Hong Dien said that solar power can only be produced if there is sunshine and wind. Meanwhile, that area does not have the load to transmit electricity. To have transmission, there must be planning, a plan, and an investment strategy. If we invest massively and then do not invest in the transmission system, it will not work,” the Chairman of the Economic Committee analyzed.

Mr. Thanh also pointed out the fact that if Vietnam's economic growth rate recovers to around 6-7% as in previous years, the power shortage will occur more often than it is now.

Mr. Vu Hong Thanh said that regarding the current power shortage, the Economic Committee “has reported everything”. The Economic Committee has clearly pointed out the “addresses” of delays in power source projects invested in by energy corporations, including the Electricity, Oil and Gas, Coal and Minerals Group.

In the context of implementing the National Power Development Plan for the period 2021 - 2030 and vision to 2050 (Power Plan 8), there will be many problems to ensure electricity supply.

Regarding hydropower development, this source has currently exploited up to 80% of its capacity, so there is almost no room left for hydropower development in the future.

Meanwhile, upstream, some countries also build hydropower and dams for irrigation. Downstream, hydropower has no room for development.

The development of coal-fired thermal power must be placed in relation to Vietnam's commitments at COP26 (on reducing net emissions to zero by 2050). Therefore, dealing with coal power is also a matter of consideration.

Mr. Thanh added that there will be a special topic on energy monitoring conducted by the Committee on Science, Technology and Environment in the near future.

Need for comprehensive reassessment of electricity supply and demand strategy

Delegate Do Thi Lan (Quang Ninh delegation) said that the issue of electricity shortage and ensuring electricity supply was raised by her at the discussion session to respond to voters' petitions.

" I am concerned about whether the electricity supply plan meets the needs of socio-economic development or not? And in fact, this has clearly shown that the concerns are correct," said Ms. Lan.

The female delegate from Quang Ninh province pointed out that the hot season has just begun, the economy has recovered but many businesses are still affected and lack orders. Some sectors have difficulties in production and business, but such a serious electricity shortage is also very worrying.

"Power outages are not just for 1-2 hours, they happen all day and all night, so they seriously affect people's lives and the economy and society," Ms. Lan noted.

According to delegates, although the Government has a policy of developing renewable electricity, along with coal and gas thermal power, the plan to connect and use renewable electricity is still slow.

The operation of the thermal power system also shows that it is not proactive, still lacking and there is no strategy to ensure for the coming years.

“This reality raises the question of what strategies and plans are in place to meet the country’s current and future electricity needs. The Power Plan 8 has been approved, but the action plan is being developed. How will it be implemented to overcome this situation in the short and long term?” , delegate Do Thi Lan asked.

She expressed her wish for a comprehensive and feasible plan from the Government, in which the Ministry of Industry and Trade, as the focal point, needs to be proactive.

Delegate Do Thi Lan suggested that the Government should comprehensively reassess the implementation of the strategic plan for electricity supply and demand for production and socio-economic development, and find specific solutions to overcome the power shortage. Even with climate change or other unusual and extreme situations, there must be solutions to deal with them.

"Power Plan 8 sets out specific targets and tasks on how to reduce coal-fired thermal power and renewable energy to ensure COP 26 commitments. It requires forecasts, roadmaps and very feasible plans to avoid the current passive situation," delegate Do Thi Lan noted.
