Expected targets not achieved

The draft report of the Provincial People's Committee predicts that by 2025, out of 53 component indicators of 24 targets (the Party building target is not included in the report), 6 component indicators will be exceeded, 20 indicators will be met, and 26 indicators will not be met.

The indicator of the rate of poor households subject to social protection is not assessed because according to the poverty standards for the period 2022 - 2025, there is no longer the concept of the rate of poor households subject to social protection, so there is no basis for assessing this indicator.

Regarding the 26 component targets that were not achieved (belonging to 15 targets according to the Resolution of the 22nd Provincial Party Congress), the Department of Planning and Investment said that most of them were economic growth targets and targets related to growth targets, such as: economic structure, GRDP per capita, average income per capita, average labor productivity growth rate, budget revenue, number of tourists by 2025...

Regarding the 5-year socio-economic development target (2025 - 2030), in the specific economic target, the draft proposes an average GRDP growth rate of more than 8%/year.

The economic structure by 2030 for the agriculture, forestry and fishery sector will account for about 9 - 9.5%; industry - construction will account for about 37.5 - 37.8%; services will account for about 36 - 37%.

Explaining the socio-economic development indicators for the period 2025 - 2030 proposed in the draft report, according to Mr. Nguyen Quang Thu - Director of the Department of Planning and Investment, the main basis is Decision No. 72 dated January 17, 2024 of the Prime Minister approving the Planning of Quang Nam province for the period 2021 - 2030, with a vision to 2050.

For example, by 2030, the proportion of urban population supplied with clean water through centralized water supply systems will reach 100%; by 2030, attracting more than 15 million visitors and having 16 doctors/10,000 people, 48 hospital beds/10,000 people; or the average budget revenue target will be more than 10%/year; total export turnover will increase by an average of more than 15%/year...

Meanwhile, the relevant sectors proposed lower targets, with a large difference compared to Decision 72 dated January 17, 2024 of the Prime Minister. Accordingly, Mr. Thu suggested that the sectors need to continue to discuss to unify and standardize the socio-economic development indicators for the period 2025 - 2030.

For the goal of becoming a fairly developed province in the country

The draft assessment report shows that trade and service activities have recovered strongly after the pandemic and gradually developed stably, achieving an average growth rate of nearly 4.9% per year in the 2020-2025 period.

With this assessment, Mr. Dang Phong - Director of the Department of Finance said that the service industry has the highest growth score, affirming that the choice of shifting the economic structure towards increasing the proportion of the service and tourism industry of Quang Nam is correct.

Accordingly, Mr. Phong suggested that it is necessary to evaluate the results of this economic restructuring more clearly, in order to have a basis for continuing to choose to shift the economic structure towards increasing the proportion of the trade and service sector in the coming term.

Determining a higher industrial proportion as in the draft will not be consistent with the current economic restructuring; the trend is certainly to choose trade and services.

The selection of orientation and determination of socio-economic development targets for the period 2025 - 2030 of Quang Nam is favorable when simultaneously implementing the concretization of Decision 72 dated January 17, 2024 of the Prime Minister.

However, Chairman of the Provincial People's Committee Le Van Dung reminded the sectors that this is only one content, the basis for research and consultation on documents submitted to the Provincial Party Congress; if we stick to it completely, we will not meet the requirements.

Analyzing the reasons why many targets set out in the Resolution of the 22nd Provincial Party Congress (term 2020 - 2025) are expected to not be achieved, Chairman of the Provincial People's Committee Le Van Dung said that, compared to many localities, Quang Nam's development potential is still very large.

The advantages of development space along the coast, airports, seaports, road traffic, medicinal herbs, etc., if effectively exploited and invested in, the province's economy will recover and develop strongly. Many investors are also eager to invest in Quang Nam, this is a great opportunity for the province.

“In the period of 2025 - 2030, there will be many opportunities for Quang Nam to invest in better economic development. Sectors focus on researching and calculating data, indicators, and advising on development orientations that are close to the reality of the province, because the very big goal is to build Quang Nam into a well-developed province in the country by 2030” - Chairman of the Provincial People's Committee Le Van Dung said.

Suggesting more about the direction of determining socio-economic development targets for the new term, according to comrade Le Van Dung, increasing the proportion of the trade and service sector higher than the draft proposal is completely reasonable.

Regarding social targets, the province is determined that by 2030, there will be basically no more temporary houses, no more poor households, 100% of households will have electricity; prioritize investment resources to care for the development of education and training, healthcare, people's health care and spiritual culture in society; the implementation of 3 national target programs...
