Spacious office
These days, when you go to the headquarters of the newly formed communes, wards and towns according to the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Hai Duong in the 2023-2025 period, you will see a bustling and urgent construction site scene.
The old offices were given a new coat of paint, making them more spacious and beautiful in preparation for welcoming officials and civil servants from the merged communes and wards and serving the large number of people coming to do administrative procedures after the merger.
In Thanh Quang commune, Nam Sach district (Hai Duong), Mr. Nguyen Xuan Thao, Party Secretary and Chairman of the Commune People's Committee, is supervising workers installing and completing the last sanitary equipment and door screws in the office area of the commune's officials and civil servants.
The current Thanh Quang commune headquarters will be used as the Quoc Tuan commune headquarters after the merger of Thanh Quang and Quoc Tuan communes. The names of the Party Committee, People's Council and People's Committee headquarters of Thanh Quang commune will be removed and re-named as the Party Committee, People's Council and People's Committee headquarters of Quoc Tuan commune to prepare for the merger day.
"The commune has invested about 3.7 billion VND to renovate the office building, hall and "one-stop shop" department, urgently completing it to ensure the best conditions to serve cadres, civil servants and people when the commune first comes into operation from December 1," said Mr. Thao.
While the new commune is preparing a spacious office to welcome the new residents, civil servants and officials in the old commune are also working and preparing to pack documents and belongings to move to the new headquarters.
Thanh Khe Commune, Thanh Ha District (Hai Duong) will be merged into Thanh Ha Town and use the town's current headquarters. Near the merger date, the commune has purchased many metal boxes for officials and civil servants to store documents and belongings in preparation for moving to the new commune.
Ms. Tran Thi Hoan, Chairwoman of the Thanh Khe Commune Women's Union, said: "Other officials and civil servants also took advantage of the time to both handle work and meet with people. On their day off, they also went to the headquarters to clean up documents and belongings. Everyone is excited about moving to a new town and working at a new place," Ms. Hoan shared.
That is also the general atmosphere during the preparation days in commune-level administrative units implementing the 2023-2025 phase arrangement in Hai Duong.
Complete the tasks
8:00 a.m. on December 1 will be a special Sunday morning in 57 communes, wards, and towns implementing the arrangement and merger in Hai Duong.
28 new communes, wards and towns after the official arrangement came into operation, simultaneously organizing the first meeting of the People's Council at the commune level to elect new commune leaders.
Up to now, the preparations are ready. The plan for arranging and assigning cadres, civil servants, and non-professional workers in the new commune-level administrative units has been agreed upon.
Kinh Mon town has only Hoanh Son commune merged into Duy Tan ward to form the new Duy Tan ward, using the current headquarters of the ward.
Speaking with Hai Duong Newspaper reporters, Mr. Dao Quang Thoi, Party Secretary and Chairman of Duy Tan Ward People's Council, said that preparations for the new Duy Tan Ward People's Council meeting on the morning of December 1 have been completed.
"The personnel plan has been approved. The contents presented at the new ward People's Council meeting, from the submissions, draft resolutions to each ballot, have also been carefully prepared for the important morning of December 1 to ensure convenience, democracy, and transparency when electing the new ward leaders and creating an exciting atmosphere on the merger day," said Mr. Thoi.
On November 30, Duy Tan ward will arrange vehicles for officials and civil servants to move things from the old commune to the new ward to ensure readiness to operate and serve people in the new administrative unit from December 1.
Currently, the People's Committees of communes, wards and towns subject to rearrangement in Hai Duong have also finalized debts and expenses to organize the handover to the new commune administrative unit according to regulations. At the same time, they have compiled statistics, inventoried, and prepared records and documents related to state management fields to prepare for the handover and reception between the old and new administrative units on December 1 as required by the People's Committee of Hai Duong province.
The Department of Home Affairs of Hai Duong province has submitted to the Provincial People's Committee for consideration and decision to change the name from village to residential area for communes merged into wards and towns in 6 districts in the province.
The engraving of seals for new commune-level administrative units after the merger has also been carried out to collect old seals and hand over new seals to new communes, wards and towns before the first session of the People's Council of the commune formed after the rearrangement.
All preparations have been gradually completed as required, Hai Duong is ready for the day of merging commune-level administrative units.
By the afternoon of November 27, localities with commune-level administrative units implementing the arrangement had basically completed the announcement of decisions to establish Party Committees in new administrative units on the basis of merging and consolidating Party Committees in old administrative units; appointing executive committees, standing committees and positions of secretaries and deputy secretaries of commune-level Party Committees for the 2020-2025 term in new administrative units.
The number of executive committee members of the new Party Committees shall not exceed the total number of existing members of the old Party Committees. The Party Congress at the commune level for the 2025-2030 term will elect a new executive committee with the number in accordance with regulations.
Most of the standing committees of district-level Party committees in localities have issued resolutions to introduce candidates for the positions of Chairman of the People's Council, Vice Chairman of the People's Council, Chairman of the People's Committee, and Vice Chairman of the People's Committee at the commune level to be elected at the first meeting of the People's Councils of new commune-level administrative units on the morning of December 1 according to regulations.
The work of strengthening the Fatherland Front and socio-political organizations in localities has also been carried out in accordance with the procedures and instructions of superiors.
