
The General Department of Logistics, under the Ministry of National Defence , established in 1950, is the leading logistics agency in the military. Its functions include advising, directing, and organizing the provision of material resources, clothing, accommodation, medical care, health care, and mobility for troops in their daily lives and work.
The General Department of Logistics comprises functional agencies responsible for logistics planning, military supplies, military medicine, barracks, fuel, transportation, and several other subordinate units.
The General Department of Engineering, under the Ministry of National Defense, was established in 1974. Its function is to advise and assist the Central Military Commission and the Ministry of National Defense in leading and directing technical support work in the People's Army and the Self-Defense Militia.
The General Department of Engineering also assists the Minister of National Defense in performing the function of state management regarding technical support; directing technical matters in the People's Army and the Militia; and managing and commanding subordinate agencies and units.
In addition to the two aforementioned general departments, the Ministry of National Defence also has the General Department of Defence Industry and the General Department of Defence Intelligence.
On January 22, Deputy Prime Minister Nguyen Hoa Binh signed decisions of the Prime Minister appointing personnel to the Ministry of National Defense. Accordingly, the Prime Minister transferred and appointed Lieutenant General Tran Minh Duc, Head of the General Department of Engineering, to the position of Head of the General Department of Logistics and Engineering.
Lieutenant General Do Van Thien, Political Commissar of the General Department of Logistics, assumes the position of Political Commissar of the General Department of Logistics and Technical Services. Major General Luong Van Kiem, Deputy Commander of Military Region 3, assumes the position of Commander of Military Region 3.
