That is the content of Resolution 144/NQ-CP of the regular Government meeting in August 2023, just issued by the Government.
The Resolution clearly states: In September and the fourth quarter of 2023, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to continue to promote a high sense of responsibility, solidarity, unity, close coordination, resolutely, seriously, synchronously and effectively implement the tasks and solutions set out in the Resolutions and Conclusions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Government and the direction of the Prime Minister.
Focus on prioritizing growth promotion associated with macroeconomic stability, controlling inflation, ensuring major balances of the economy; focus on removing difficulties and obstacles for production and business; maintain political stability, ensure social order and safety and social security; promote the implementation of medium and long-term solutions, especially the 3 strategic breakthroughs and 6 key tasks in the Resolution of the 13th National Party Congress; strive to achieve the highest level of tasks and targets of the 2023 socio-economic development plan; in which, focus on implementing the following contents:
Ministries, agencies, and localities, especially their leaders, based on their assigned functions, tasks, and powers, proactively carry out tasks, solutions, and handle work according to their assigned authority and functions and tasks, focusing on directing and prioritizing growth, especially the three driving forces: consumption, export, and investment; promoting industrial growth, especially the processing and manufacturing industry; ensuring close and effective coordination between ministries and agencies in the political system.
Grasp the situation to promptly and effectively respond to emerging situations with policies. Regularly monitor, listen, and evaluate the impact of policies in a receptive spirit, promptly providing appropriate solutions to feedback from people and businesses.
Promote decentralization and delegation of authority in conjunction with appropriate resource allocation and strengthen inspection, supervision and control of power. Continue to tighten administrative discipline and order; resolutely and thoroughly overcome the situation of evasion, shirking of responsibility, hesitancy, fear of mistakes, fear of responsibility, and not daring to advise and propose work handling.
Continue to proactively, promptly and effectively implement the Party's guidelines and the State's policies and laws; pay special attention to implementing the Laws and Resolutions of the National Assembly; ensure close connection between law making and law enforcement; promptly complete, carefully prepare, and ensure the progress and quality of reports, submissions, projects and documents serving the 8th Central Conference of the 13th tenure and the 6th Session of the 15th National Assembly (October 2023).
Focus on more actively implementing key tasks on disbursing public investment capital, implementing the Socio-Economic Recovery and Development Program, national target programs; promoting economic growth drivers; resolutely and effectively implementing fiscal, monetary, trade, investment and other policies to promote growth associated with maintaining macroeconomic stability, including policies on unblocking credit sources, mobilizing resources; exempting, reducing, and extending taxes, fees, charges, etc.; reforming administrative procedures, improving the investment and business environment, creating all favorable conditions for people and businesses.
Speed up progress and ensure quality of investment in building a synchronous and modern infrastructure system.
Focus on developing the domestic market and boosting exports. Continue to closely monitor price and inflation developments in the world, promptly warn of risks and factors causing domestic inflation; effectively and flexibly perform the role of regulating and stabilizing prices of State-managed goods.
Proactively develop a plan and roadmap for synchronous and specific price adjustment, associated with the appropriate level and timing of adjusting State-managed goods; at the same time, carefully assess the impact and have plans to minimize negative impacts on the poor and vulnerable groups affected by price adjustments of essential goods.
Speed up progress and ensure quality of investment in construction of synchronous and modern infrastructure systems, especially important national projects, key transport projects, key industrial, construction, trade and service projects; work on establishing, appraising and approving national, national sector, regional and provincial plans and resolutely implementing approved plans.
Direct the complete removal of obstacles and difficulties in the implementation of Project 06, ensuring close and effective connection between administrative procedure reform and national digital transformation according to the direction of the Prime Minister in Official Dispatch No. 452/TTg-KSTT dated May 23, 2023 and Notice No. 238/TB-VPCP dated June 22, 2023; report to the Prime Minister on the implementation situation and results before October 30, 2023.
The Ministries of Construction, Natural Resources and Environment, Labor - Invalids and Social Affairs, and Science and Technology, based on their assigned scope, functions and tasks, urgently report and propose to the Prime Minister on the establishment of trading floors for real estate (including land use rights), employment, and science and technology.
Timely and effectively implement solutions to ensure textbooks and teaching staff for the 2023-2024 school year
The Ministries of Education and Training, Home Affairs, Finance and People's Committees of provinces and centrally-run cities shall promptly and effectively implement solutions to ensure textbooks and teaching staff for the 2023-2024 school year according to the direction of the Prime Minister in Official Dispatch No. 747/CD-TTg dated August 16, 2023.
The People's Committees of provinces and centrally run cities shall report on the results of the implementation of the 120 trillion VND credit program for preferential loans to develop social housing, workers' housing, and renovate and rebuild apartment buildings, and send them to the State Bank of Vietnam and the Ministry of Construction for synthesis and monthly reporting to the Prime Minister according to the direction in Official Dispatch No. 6745/VPCP-CN dated August 31, 2023 of the Government Office.
Develop a propaganda plan, publicly post at the One-Stop Department, in residential areas, cultural houses... about the benefits, effectiveness, guidance and support for people to use the public services "Birth registration - Permanent residence registration - Issuance of health insurance cards for children under 6 years old" and "Death registration - Deletion of permanent residence registration - Funeral allowance"; coordinate with relevant ministries and agencies to remove difficulties and obstacles and promote the implementation of public services in the area.
Ministries and agencies: Public Security, Justice, Health, Labor - Invalids and Social Affairs, Vietnam Social Security urgently upgrade to overcome the shortcomings of the interconnected public service software, specialized professional software of each agency to ensure smooth and effective connection with the interconnected public service software, to be completed in September 2023.
Research, report and propose mechanisms and policies for the state to invest in a number of modern laboratories on semiconductor technology.
The Ministry of Planning and Investment shall preside over and coordinate with agencies and localities to continue to closely monitor developments in the country and the world, strengthen analysis and forecasting, promptly update growth plans and scenarios, and propose solutions to strive to achieve the highest results in the set socio-economic development targets and tasks.
Research and propose strong enough incentive policies to attract foreign enterprises and investors with potential, scientific and technological level, large-scale FDI projects, strongly impacting exports, employment, processing and manufacturing industries. Coordinate with relevant agencies to focus on handling and resolving difficulties, especially regarding mechanisms, incentive policies, legal procedures, land... to accelerate the implementation of investment projects in Vietnam, promptly report to competent authorities when necessary.
Urgently organize the final appraisal before September 20, 2023 on the Pre-Feasibility Study Report of the Gia Nghia - Chon Thanh Expressway project implemented under the PPP method.
Coordinate with ministries, agencies and localities to continue researching and proposing solutions to increase the mobilization of investment resources for subjects and areas facing many difficulties; in which priority is given to ethnic groups facing many difficulties, ethnic groups with specific difficulties, poor women and children, and particularly difficult areas in border communes, coastal and island communes, communes in ethnic minority and mountainous areas.
Research and report to the Government and the Prime Minister to issue mechanisms and state policies to invest in a number of modern laboratories on semiconductor technology and study the possibility of assigning them to universities, research institutes, etc. to operate.
Evaluate the implementation of policies on tax, fee, charge and land rent exemption, reduction and extension.

Focus on effectively implementing and evaluating the implementation of policies on tax, fee, charge and land rent exemption, reduction and extension in the past time, especially the policy of reducing value added tax by 2%; on that basis, proactively research, promptly propose and report to competent authorities on policies on exemption, reduction and extension that need to be applied in the coming time.
Urgently propose to the Prime Minister to assign additional development investment expenditure estimates from increased revenue, cuts, and savings of the central budget in 2021 to implement 03 expressway construction projects: Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, Chau Doc - Can Tho - Soc Trang according to Resolution No. 521/NQ-UBTVQH15 dated June 14, 2022 of the National Assembly Standing Committee.
Closely monitor bad debt situation, ensure safety of credit institutions system
The State Bank of Vietnam shall preside over and coordinate with agencies and localities to closely monitor the situation, operate monetary policy proactively, flexibly, promptly and effectively, closely and synchronously coordinate with fiscal policy and other macroeconomic policies to further prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy and social security.
Manage credit growth to meet capital needs for the economy, direct credit to production, business, and priority sectors; promptly complete credit regulations, policies, and lending conditions with more open, convenient, feasible, and reasonable procedures, greatly increasing people's and businesses' access to credit and capital absorption of the economy, contributing to limiting "black credit". Continue to strive to reduce lending interest rates; monitor the implementation of Circular No. 02/2023/TT-NHNN and Circular No. 03/2023/TT-NHNN to promptly guide and remove arising problems (if any).
There are solutions to continue to promote the disbursement of credit packages of 40 trillion VND to support interest rates, 120 trillion VND for social housing loans, 15 trillion VND for the forestry and fishery sectors. Urgently review and adjust the risk coefficients for different real estate segments according to authority; review regulations related to lending and investing in corporate bonds to be consistent and in line with the policy of developing the corporate bond market according to Resolution No. 33/NQ-CP dated March 11, 2023 of the Government.
Focus on handling weak commercial banks, report to competent authorities in September 2023. Closely monitor the bad debt situation, ensure the safety of the credit institution system; urgently report to competent authorities in September 2023 the plan to handle Saigon Joint Stock Commercial Bank, without further delay.
Coordinate with the Ministry of Public Security in using the National Population Database under Project 06 to have appropriate unsecured lending mechanisms and policies, contributing to limiting "black credit".
Resolutely implement solutions to ensure electricity supply for production, business and people's lives.
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to proactively deploy drastic and strong solutions to ensure energy security, effectively implement the 8th Power Plan; resolutely implement solutions to ensure electricity supply for production, business and people's daily life in the last months of 2023, 2024 and the following years.
Urgently complete the contents and report on the transfer of the National Power System Control Center (A0) to the Ministry of Industry and Trade in accordance with the direction of Deputy Prime Minister Tran Luu Quang in Notice No. 355/TB-VPCP dated August 26, 2023, and send it to the Ministry of Planning and Investment to complete the appraisal report. Proactively and synchronously deploy solutions effectively, absolutely not allowing shortages or interruptions in the supply of gasoline and oil for the domestic market in any situation.
Diversify export markets, promote trade promotion to develop and expand new, potential markets, and take full advantage of the recovery of large, traditional markets to export key product groups, especially agricultural products.
The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to focus on directing agricultural production, ensuring national food security in all situations, opening up markets for agricultural products, taking advantage of favorable opportunities in international markets to boost agricultural exports. Prepare well for the Rice Festival in Hau Giang province.
Direct and urge localities to implement measures to prevent, combat and reduce damage caused by natural disasters, especially storms, floods, landslides, flash floods, riverbank and coastal erosion; ensure the safety of irrigation dams, especially vulnerable dams and reservoirs that have had incidents during recent floods.
Implement more drastic, strong and specific solutions to remove difficulties and obstacles, promoting the development of the real estate market.
The Ministry of Construction shall preside over and coordinate with agencies and localities to implement more drastic, strong and specific solutions to remove difficulties and obstacles, promote the safe, healthy and sustainable development of the real estate market according to Resolution No. 33/NQ-CP dated March 11, 2023 of the Government. Closely coordinate with the State Bank of Vietnam, agencies and localities to effectively implement the Project "Investing in the construction of at least 01 million social housing units for low-income people and industrial park workers in the period of 2021 - 2030" and the credit package of 120 trillion VND.
The Ministry of Transport shall preside over and coordinate with agencies and localities to accelerate the progress of strategic, important national transport projects and inter-regional projects; coordinate with the Ministry of Natural Resources and Environment, ministries, agencies and localities to ensure adequate supply of construction materials for key, important national projects; coordinate with ministries, agencies and localities to focus on reviewing and investing in completing service roads and connecting intersections to maximize the effectiveness of expressways already put into operation. Urgently develop a set of standards on expressways to submit to competent authorities for promulgation in October 2023.
Research on integrating and synchronizing driver's license data to serve traffic violation fine payment on VNeID; research on implementing traffic violation fine payment under the authority of traffic inspectors on VNeID.
Complete the land price calculation guide
The Ministry of Natural Resources and Environment shall improve the quality and effectiveness of forecasting and timely warning of extreme and dangerous weather and hydrological phenomena. Complete the guidance on land price calculation according to the direction of the Prime Minister. Urgently submit to the Government the adjustment of local land use plans in September 2023 to submit to the National Assembly at the 6th Session.
The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with agencies and localities to complete and submit to the National Assembly the Law on Social Insurance (amended). Continue to focus on implementing social security policies; pay attention to, care for and support policy beneficiaries, people with revolutionary contributions, vulnerable groups, and poor households; organize the Mid-Autumn Festival 2023 for children to ensure safety, health, practicality, and economy; pay attention to children in special circumstances, orphans, poor households, ethnic minority areas, remote areas, border areas, islands, and children affected by the COVID-19 pandemic.
Closely monitor the situation of workers who have lost their jobs, quit their jobs, reduced working hours, suspended labor contracts or unpaid leave to have timely support solutions, ensuring stable lives for workers. Urgently report to competent authorities about the labor exchange.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with agencies and localities to urgently and resolutely promote innovation in tourism promotion; review, research and adjust the target of welcoming international visitors in 2023 in accordance with the actual situation to further promote tourism recovery and development; promote the development of new tourism products with high added value, strengthen the implementation of promotion, advertising and stimulus activities to attract international tourists to Vietnam in late 2023 and the first months of 2024; strengthen the management of prices of tourism services, accommodation and food in key tourist areas.
Early research and announcement of high school graduation exam plan from 2025
The Ministry of Education and Training shall preside over and coordinate with agencies and localities to urge, inspect and coordinate with localities in effectively overcoming the situation of local surplus and shortage of teachers in localities, inadequacies between levels of education, and failure to ensure sufficient teacher quotas according to regulations, especially teachers to implement the new general education program. Direct, guide and inspect localities in implementing the Plan of tasks and key solutions for the 2023-2024 school year.
Early completion of the Planning of the network of higher education and pedagogical institutions for the period 2021 - 2030, with a vision to 2050, and the Planning of the system of specialized educational institutions for people with disabilities and the system of centers supporting the development of inclusive education for the period 2021 - 2030, with a vision to 2050 to submit to the Prime Minister in the fourth quarter of 2023.
Seriously and effectively implement the Resolution of the National Assembly Standing Committee to supervise the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks; prepare to organize the appraisal of textbooks for grades 5, 9, and 12 according to regulations; promptly research and announce the High School Graduation Exam Plan from 2025 to ensure compactness, efficiency, practicality, reduce pressure, reduce costs, and create social consensus.
Finalize the draft Report to the National Assembly on the roadmap and plan for reforming wage policy
The Ministry of Home Affairs shall preside over and coordinate with relevant agencies and localities to receive comments from the Politburo to complete the draft Report to the National Assembly on the roadmap and plan for reforming wage policies, and report to the Government and Prime Minister before September 16, 2023.
Continue to implement decentralization and delegation of authority according to Resolution No. 04/NQ-CP dated January 10, 2022 of the Government; coordinate with agencies and localities to promote streamlining of staff associated with restructuring according to job positions and improving the quality of cadres, civil servants and public employees.

Urge ministries and agencies to promptly issue or submit for issuance documents detailing laws, resolutions and ordinances to overcome the situation of slow and unpaid issuance of legal documents. Take the lead in synthesizing and reviewing outstanding documents detailing laws, resolutions and ordinances to date, clarify the causes, responsibilities and propose solutions to thoroughly overcome them, and report to the Government at the Special Session on Law Making in September 2023.
Research, complete and optimize the shared electronic civil status registration and management system, ensure digital signature of birth certificates, death certificates and ensure efficiency in implementing interconnected administrative procedures in Project 06, overcome the situation of unsynchronized records in the system for officers receiving and processing records to resolve administrative procedures.
Research, develop, and perfect the VNeID application integrating social management utilities and applications serving people.
The Ministry of Public Security shall preside over and coordinate with agencies and localities to proactively grasp and closely forecast the situation, promptly advise the Party and State leaders on policies and solutions to ensure national security and interests. Do a good job of ensuring internal political security, cultural and ideological security, information security, economic security, cyber security, social security, and security in strategic areas. Absolutely protect the safety of key targets, projects, important political, cultural and social events of the country, and international delegations visiting Vietnam.
Focus on suppressing all types of crimes and social evils, especially crimes in the fields of finance, currency, and violations of the law related to "black credit". Speed up the investigation of key cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negatives. Implement drastic solutions to ensure traffic order and safety, urban order, fire prevention and fighting, management of foreigners, management of weapons, explosives and supporting tools; proactively deploy forces and means to be ready to participate in response to rescue and prevention of natural disasters.
Strengthening technology solutions, transmission lines to ensure information technology infrastructure, removing obstacles to ensure the issuance of electronic visas (e-visas) is convenient, smooth, and timely; saving costs for visa applications. Building and perfecting solutions to apply the National Population Database in assessing the creditworthiness of borrowers. Researching, developing, and perfecting the VNeID application integrating social management utilities, applications serving people and businesses to carry out administrative procedures in the electronic environment according to the assigned tasks in Project 06, Directive No. 05/CT-TTg dated February 23, 2023 of the Prime Minister.
