HANDOVER 202/202 COLUMN FOUNDATION LOCATIONS
In Nghe An province, two key and urgent projects are being implemented, playing a particularly important role in national energy security, including: the 500kV Quang Trach - Quynh Luu transmission line project and the 500kV Quynh Luu - Thanh Hoa transmission line project.
These are two component projects of the 500kV line project, circuit 3, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total length of about 519 km. The project passes through 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong and Hung Yen.
The 500kV Quang Trach - Quynh Luu transmission line project is about 225.5km long, passing through the three provinces of Quang Binh, Ha Tinh and Nghe An. Of which, the transmission line through Nghe An province is about 82.33km long, including 167 column foundation locations, passing through the districts of Nam Dan, Nghi Loc, Dien Chau, Yen Thanh and Quynh Luu.
The 500kV Quynh Luu - Thanh Hoa transmission line project is about 92km long, passing through Nghe An and Thanh Hoa provinces. Of which, the transmission line through Nghe An province is about 17.5km long, including 34 column foundation locations, passing through Quynh Luu district and Hoang Mai town.

Recognizing the importance and urgency of the projects, in recent times, Nghe An provincial leaders have resolutely directed departments, branches, and localities to coordinate with investors to focus on implementing and completing related contents. Thereby, striving to complete the project before June 30, 2024 according to the direction of the Prime Minister.
On the afternoon of March 28, Chairman of the Provincial People's Committee Nguyen Duc Trung directly inspected the site at the foundation of column No. 407 in Dien Dong commune, Dien Chau district; the foundation of column No. 545 in Ngoc Son commune, Quynh Luu district and the foundation of column No. 29 in Quynh Vinh commune, Hoang Mai town.
At the scene, reporting to Chairman of the Provincial People's Committee Nguyen Duc Trung and the working group, representatives of the contractors said they were mobilizing vehicles, materials, machinery, and construction workers to ensure progress. Local leaders also reported on the work of clearing the ground for the column foundations and power grid corridors to serve the construction.
Accordingly, up to now, Nghe An province has mobilized the handover of all 202/202 column foundation positions and 79/203 column spaces to the investor for construction implementation; has completed the counting of 124/124 column spaces that must be compensated and supported.

The projects have basically completed the approval of the measurement map, have issued land recovery notices, are currently reviewing the land origin, pricing, etc. to approve the compensation plan; at the same time, to speed up the progress, they have made advance payments for compensation, and mobilized organizations and individuals to hand over the site to the contractor for the column foundation area.
At the scene, Chairman of the Provincial People's Committee Nguyen Duc Trung directly presented gifts to encourage workers and laborers working at the construction site; at the same time, requested the construction unit to allocate sufficient resources to speed up the construction progress, striving to complete the project on schedule as required by the Prime Minister.

STRIVE TO COMPLETE THE PROJECT ON SCHEDULE REQUIRED BY THE PRIME MINISTER
After inspecting the scene, at the headquarters of the People's Committee of Hoang Mai town, Chairman of the Provincial People's Committee Nguyen Duc Trung chaired a working session with leaders of three localities: Dien Chau, Quynh Luu and Hoang Mai town; leaders of relevant departments and branches; leaders of the National Power Transmission Corporation to listen to, remove obstacles and resolve recommendations.

The investor representative reported that the units have completed the construction of 40 column foundation positions and are currently constructing 162 column foundation positions. Regarding the columns, 3 column positions have been completed and 5 column positions are being constructed. By April 15, the foundation construction for the positions will be completed and the column erection is expected to be completed by mid-May 2024.
Leaders of 3 localities: Dien Chau, Quynh Luu and Hoang Mai town reported some difficulties in compensation and site clearance in the corridor of the line; at the same time proposed to issue standards for the corridor of the line; considered for 1 household in Quynh Trang commune (Hoang Mai town) to resettle on the spot...

Concluding the working session, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the two 500kV line 3 projects through Nghe An province are projects of special importance and urgency, receiving regular attention and direction from the Government and the Prime Minister.
Despite the tight deadline, localities in the province have tried and actively carried out the site clearance work, and have basically handed over 202/202 column foundation locations, measured and counted 203 column intervals and other tasks. In addition, departments and branches have actively carried out their assigned tasks, basically meeting the schedule.
The investor has been very active and determined, mobilizing local resources, local human resources, local machinery, and local materials to implement the project in the spirit of the Prime Minister: "overcoming the sun, overcoming the rain", "working through holidays and Tet", "only discussing work, not backtracking".
Thanks to that, the construction volume has been completed relatively well so far and we believe that the ability to meet the Prime Minister's requirement to complete the project before June 30 is feasible.

Emphasizing the large amount of remaining work and short time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Department of Natural Resources and Environment to prioritize, regularly monitor, urge and guide localities in removing obstacles and difficulties in compensation, site clearance and resettlement. In case of exceeding authority, report and advise superiors to resolve. Every 10 days, the Department reports on the progress of compensation and site clearance to provincial leaders.
The Department of Industry and Trade coordinates with departments, branches and localities to proactively and regularly update the construction progress to report to provincial leaders.
The Department of Agriculture and Rural Development continues to carry out the tasks of appraisal and advising the Provincial People's Committee to approve the plan for temporary use of forests for temporary roads and material storage areas for construction; closely follow the Ministry of Agriculture and Rural Development in submitting to the Prime Minister on the conversion of forest use to other purposes to implement the project.
The Department of Finance coordinates with relevant sectors and localities to promptly advise the Provincial People's Committee on other support plans for land and assets on land to serve the work of compensation and site clearance in accordance with regulations and actual situations.
For 3 localities: Dien Chau, Quynh Luu, Hoang Mai town, the Chairman of the Provincial People's Committee requested to strengthen the mobilization of people and land users to hand over the site of the route corridor, column spacing, and support investors to ensure construction progress and completion time before April 10, 2024.
In particular, the implementation of compensation and site clearance must comply with regulations, be public and transparent, and avoid complaints and lawsuits.
On the investor side, the head of the Provincial People's Committee requested to direct contractors to focus on constructing the handed-over locations, especially the column foundation locations, to ensure completion on schedule. On the other hand, proactively coordinate with localities in mobilizing, implementing compensation procedures, and site clearance; coordinate with departments, branches, and sectors to resolve arising issues. During the construction process, try to minimize the impact on people and the environment.
