Kinhtedothi- On March 27, the People's Committee of Lao Cai province held a meeting to evaluate the implementation of 10 key tasks of Lao Cai province in 2025 and site clearance for key projects.

Provincial Party Secretary, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong chaired the meeting.

Reporting on the results of implementing 10 key tasks in 2025, Mr. Dinh Van Dang, Chief of Office of the Provincial People's Committee, said: as of March 27, 2025, the accumulated state budget revenue reached VND 2,975 billion, equal to 30.3% of the central budget estimate, equal to 19.2% of the provincial budget estimate, equal to 150.7% of the same period. Disbursement of public investment capital as of March 21, 2025 reached VND 1,405/5,903 billion, equal to 24% of the plan.

Disbursement of capital for national target programs reached 101,709/1,638,216 million VND, equal to 6.2% of the assigned plan (development investment capital 8.01% and career capital 4.4%).

The province has also proactively focused on accelerating the progress of key projects in the area: Lao Cai - Hanoi - Hai Phong standard gauge railway; Sa Pa airport; border bridge across the Red River in Bat Xat area and connecting infrastructure; Lao Cai - Vinh Yen 500kV line; Bat Xat 220kV transformer station; Bat Xat - Bao Thang 220kV line/Lao Cai 500kV transformer station...

Regarding the task of investing in the construction of technical infrastructure for industrial parks and clusters: The infrastructure project of Vo Lao Industrial Park has completed the planning work, handed over the planning boundary markers in the field; completed land procedures, including the decision to reclaim 200 hectares of land, currently adjusting and supplementing the land use planning; expected to submit to the Provincial People's Committee for approval of the investment policy in July 2025 after receiving documents from investors.

There are currently 42 investment projects in Dong Pho Moi Industrial Park. Currently, the Department of Construction is working with specialized agencies to agree on the location and area of resettlement areas according to regulations; has agreed on the policy on the plan to arrange production space to relocate businesses in the industrial park.

Thong Nhat 1 Industrial Park has been approved for investment policy and investors. Currently, the investor is making detailed planning, environmental impact assessment, fire prevention and fighting, project feasibility study report...

Regarding industrial projects, at border gate areas, agriculture and forestry still face difficulties and problems. Provincial leaders have organized many meetings and given specific instructions to provincial departments, branches and sectors to focus on removing and resolving them.

At the same time, a Working Group was established to remove obstacles for a number of investment projects in the province. Up to now, 126 projects with difficulties and obstacles according to Official Dispatch 112/CD-TTg have been resolved, and the remaining projects are being focused on.

Regarding the implementation of the task of building new rural areas, 4/11 communes are capable of completing the new rural commune standards and 3/7 communes are capable of completing the advanced new rural commune standards by 2024.

By March 27, 2025, Ta Van commune and Thanh Binh commune, Sa Pa town were recognized as completing new rural commune standards in 2024.

Lao Cai has started construction and completed procedures to prepare for the commencement of 6 social housing projects with a total of 4,669 units.

To eliminate temporary and dilapidated houses, localities have so far started construction on 9,181/11,024 houses (6,111 new houses, 3,070 houses repaired), reaching 83.2% of the plan for the 2024 - 2025 period, of which 6,455 houses have been completed.

Support for renovating houses for households whose houses have collapsed, fallen, completely washed away or are damaged and uninhabitable for 688 houses, of which 666 houses have been started and completed, and 22 houses have not been started.

Accelerating the implementation of Project 86, up to now, the issuance and exchange of 13/13 certificates for Bao Yen Forestry One Member Co., Ltd. and the decision to allocate and lease land to Van Ban Forestry One Member Co., Ltd. have been completed.

For Sa Pa Protective Forest Management Board, 2/8 files have been appraised and certified. The Provincial Forest and Environment Protection Fund has completed the draft of the forest environmental service payment plan and is seeking opinions from relevant agencies before issuing it.

Implementing Project 06, Lao Cai province still has 2 tasks to perform: developing a plan to collect "0 VND" fees for performing online administrative procedures within the scope of local settlement and digitizing civil status and land data, assigned provincial departments and branches to preside over implementation and report according to regulations.

Currently, the Provincial People's Committee has announced 570 internal administrative procedures; in the 2024 PAR INDEX, Lao Cai province ranked 21/63 provinces and cities nationwide. Digital transformation has completed 11/79 goals and 42/227 tasks.

Health care, education, and social security work are focused on and implemented effectively, poverty reduction has achieved good results.

National defense continues to be strengthened and maintained, territorial sovereignty and national border security are stable.

The security and order situation in the area is basically stable, no complicated incidents or security and order hotspots have occurred, and traffic accident criteria in the area have decreased.

Foreign affairs activities were promoted, especially in relations with Yunnan province (China).

Regarding the progress of key projects in the province, for the Lao Cai - Hanoi - Hai Phong Standard Gauge Railway Project, localities have completed 100% of field surveys and are completing the editing of maps and products; the Provincial People's Committee has agreed on a list of projects to build resettlement areas and assigned localities to carry out investment preparation work including 16 projects.

For the Sa Pa Airport Project, phase 2 has carried out the work of setting up boundary markers for land acquisition and clearance, conducting additional measurements and adjusting the current cadastral map; on March 25, 2025, the statistical and counting work began. To date, the work of preparing adjustment and verification documents has been completed, and submitted to the Ministry of Construction for appraisal since March 17, 2025.

The Lao Cai - Vinh Yen 500 kV transmission line project started construction on March 16, 2025; the foundation and pole sections have been handed over to 100/100 locations; the Lao Cai provincial corridor has a decision approving the compensation, support and resettlement plan; payment has not been made and the site has not been handed over to the investor because the contract has not been re-signed; in the province, there are 2 bidding packages that have completed contractor selection and are under construction.

Speaking at the meeting, Secretary of the Provincial Party Committee and Chairman of the Lao Cai Provincial People's Committee Trinh Xuan Truong acknowledged the efforts and sense of responsibility of the provincial departments, branches, districts, towns and cities in implementing the 10 key tasks in 2025.

Through the reports and speeches of delegates attending the meeting, the Chairman of the Provincial People's Committee directly gave opinions on each task and requested agencies, units and localities to proactively review, grasp the situation, promptly propose solutions to remove obstacles and difficulties, and ensure the set progress.

At the same time, it is necessary to be flexible in direction and management, overcome all challenges to successfully complete the goals, tasks and socio-economic development plans for 2025 and the 2020-2025 term.
