After inspecting the honor guard and offering flowers and incense to commemorate President Ho Chi Minh, National Assembly Chairman Vuong Dinh Hue and the delegation listened to the leaders of Nghe An Provincial Police report on the situation and outstanding results in 2023 and the first months of 2024.
Speaking to the officers and soldiers of the Provincial Police, on behalf of the Party and State leaders and the working delegation, National Assembly Chairman Vuong Dinh Hue sent to the entire People's Police force of Nghe An province his warm regards and best wishes on the occasion of the Lunar New Year 2024.
The National Assembly Chairman informed all officers and soldiers of Nghe An Provincial Police about the socio-economic situation of our country in 2023 with important and quite comprehensive results in all fields, although the situation and context were more difficult and challenging than expected.
Contributing to the implementation of the country's common tasks, National Assembly Chairman Vuong Dinh Hue assessed the very important contribution of Nghe An province.
“In recent times, Nghe An province has promoted its potential and advantages and made important progress, achieving many positive results in many fields. In particular, 2023 can be said to be a year of quite comprehensive success, quite outstanding for Nghe An province compared to the general level of the whole country,” emphasized National Assembly Chairman Vuong Dinh Hue.
Comrade Vuong Dinh Hue expressed his joy and agreement with the assessment that in 2023, the national security situation in the province was increasingly stable and was considered the most peaceful in many years. This is a very key factor, contributing to the socio-economic development of the province.
The National Assembly Chairman warmly congratulated Nghe An Provincial Police on being honored for the 9th consecutive year with the Excellent Emulation Flag from the Prime Minister and on February 7, being awarded the title of Hero of the People's Armed Forces by the Party and State.
Regarding the tasks for 2024, comrade Vuong Dinh Hue commented: Nghe An province has actively implemented solutions to promote socio-economic development and promote investment attraction. These are advantages, creating new opportunities and fortunes.
However, with the characteristics of being an important and strategic area for national security and order, Nghe An Provincial Police need to further promote the sense of responsibility and determination to strive to excellently complete assigned tasks, so that the national security situation in the province becomes increasingly stable and secure.
In particular, the National Assembly Chairman requested that Nghe An Provincial Police always deeply understand and thoroughly grasp the principle of ensuring the absolute and direct leadership in all aspects of the Party; the unified management of the State; and the supervision of the People over all activities of the People's Police force.
Continue to thoroughly grasp, seriously and effectively implement the Resolution of the 8th Central Conference (13th tenure) on the strategy to protect the Fatherland in the new situation, especially fully recognizing the role of the People's Public Security force in protecting the role and leadership of the Party; protecting the Party's ideological foundation; and fighting against erroneous and hostile arguments.
“The People's Public Security force must be the core force and truly the sword and shield to protect the Party, protect the regime; protect, maintain peace, stability and develop the country,” the National Assembly Chairman said; at the same time, he noted that in the work, it is necessary to strengthen coordination with sectors, levels and localities, especially with the Army, to contribute to creating a safe and stable environment to serve the socio-economic development of the province.
Nghe An Provincial Police need to continue to thoroughly grasp and effectively implement the Party's resolutions and directives; the State's policies and laws on ensuring security and order; promptly implement new laws promulgated by the National Assembly such as: Law amending and supplementing a number of articles of the Law on People's Public Security; Law on Forces participating in protecting security and order at the grassroots level; Law on Identification.
National Assembly Chairman Vuong Dinh Hue also noted that Nghe An Police focuses on doing a good job in Party building; building a truly clean, strong, disciplined, elite, modern People's Police force, meeting the requirements and tasks in accordance with the spirit of Resolution No. 12 of the Politburo in the direction of "A strong Ministry, a strong province, a comprehensive district, and a grassroots commune".
"I have high expectations and full confidence that the provincial police will become the leading unit in implementing resolutions and laws," said the National Assembly Chairman.
At the same time, it is necessary to continue promoting the exemplary role of leaders and commanders at all levels; strengthen political and ideological education for cadres and party members; strictly implement the 6 teachings of President Ho Chi Minh to the People's Public Security; as well as the advice of General Secretary Nguyen Phu Trong: "Every police officer and soldier must have a warm heart, a cool head, steady feet, clean hands and know how to respect honor".
Along with that, step up the prevention and fight against corruption, negativity, and waste; resolutely prevent, repel, and strictly handle cadres, party members, and soldiers who have degraded in ideology, politics, ethics, and lifestyle, and show signs of "self-evolution" and "self-transformation" in conjunction with promoting the study and following of President Ho Chi Minh's ideology, ethics, and lifestyle.
Recognizing and praising the spirit of proactively attacking and suppressing criminals using hot weapons to rob banks in Cua Lo, National Assembly Chairman Vuong Dinh Hue requested Nghe An Police to continue to step up the fight against crime; strive to complete and exceed the targets assigned by the National Assembly, the Government and the Ministry of Public Security; effectively promote the core role in building a movement for the entire people to protect national security; promote mass mobilization work associated with building a solid people's security and people's security posture; promptly detect conflicts and disputes arising among the people to advise and resolve them thoroughly right at the grassroots level, not creating hot spots in security and order; at the same time, pay attention to promoting mass mobilization work, social security, taking care of cadres, soldiers, people in difficult circumstances, and families with meritorious services.
In the immediate future, it is necessary to thoroughly grasp and strictly implement Directive No. 26-CT/TW dated November 23, 2023 of the Secretariat on organizing the Giap Thin New Year in 2024; continue to promote the spirit of "staying awake so that people can sleep well, staying awake so that people can have fun, taking the joy and happiness of the people as our joy and reason for living"; maintain political security and social order and safety, especially in border areas and islands; serve the people to enjoy a healthy, safe, economical and warm New Year in their homeland of Nghe An.
In the coming time, National Assembly Chairman Vuong Dinh Hue requested Nghe An province to effectively implement Resolution No. 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045. Accordingly, the National Assembly Chairman said that the National Assembly will summarize and evaluate Resolution No. 36 of the National Assembly on a number of specific mechanisms and policies of Nghe An and will issue a new Resolution to implement Resolution No. 39 of the Politburo with a stronger, more complete spirit, and a very breakthrough legal framework for Nghe An to organize implementation.
The National Assembly Chairman suggested that the arrangement of administrative units at commune and district levels should be well implemented; accordingly, it is necessary to do a good job of political and ideological work for cadres, including the People's Public Security force.
Comrade Vuong Dinh Hue also suggested that the Ministry of Public Security choose Nghe An as a unit to study the typical case of building contents for the national target program on drug prevention and control when the Ministry of Public Security, the Government, and the National Assembly have a policy on promulgating this very important national target program.
With the glorious tradition of "Forgetting oneself for the country, serving the people" of the heroic People's Public Security force and the achievements it has achieved, National Assembly Chairman Vuong Dinh Hue believes that Nghe An Provincial Public Security will continue to maintain the spirit of solidarity, creativity, and excellently complete all assigned tasks; actively contribute to the cause of building and developing the province; contribute to building the People's Public Security force as an important, trustworthy, and absolutely loyal armed force of the Party, State, and People; contribute to building Nghe An province to be increasingly prosperous and strong, on par with other provinces and cities in the country.
