Speaking at the conference, National Assembly Chairman Tran Thanh Man affirmed that in recent times, Hai Phong has achieved achievements that many other localities have not been able to do in the same context and institutions.
The National Assembly Chairman emphasized that the implementation of the urban government model and the arrangement of administrative units are in line with the reality and development trends of the city; creating conditions to concentrate resources on land and population, expand space for planning, focus on expanding production, and effectively promote potentials and strengths for socio-economic development.

This also contributes to streamlining the apparatus, reducing staff, improving the effectiveness and efficiency of local government operations; saving budget expenditures, contributing to improving the lives of cadres, civil servants and people; ensuring national defense; maintaining social order and safety in the new situation.
To effectively implement the resolution, the National Assembly Chairman requested Hai Phong to organize synchronous and effective implementation, perfecting the urban government organization model in accordance with the spirit of the resolution.
Quickly consolidate the government system at all levels after the reorganization, ensuring unity and connectivity in state management. Focus on training and fostering cadres and civil servants to meet the requirements of tasks in the new situation.
The National Assembly Chairman also requested the simplification of administrative procedures, especially those related to changes in documents and records of people and businesses after the reorganization. Thoroughly resolve any problems and recommendations arising during the implementation process.
At the same time, ensure the legitimate rights of cadres, civil servants, and workers, especially those affected by staff streamlining or job reorganization.
“The most important thing is that the rearrangement of administrative units must achieve: The local economy and society develop more, businesses are served more conveniently, the material and spiritual life of the people is better; traditional cultural values are preserved, transmitted and promoted more effectively,” National Assembly Chairman Tran Thanh Man stated.

The National Assembly Chairman noted that Party committees at all levels, the government, the Fatherland Front, and organizations of the city need to thoroughly grasp and effectively implement the direction and wishes of General Secretary To Lam when he visited Hai Phong on November 14: Hai Phong needs to accelerate quality urbanization to match the role and position of a centrally-run city and must proactively link regions, building Hai Phong into a smart, modern city, a model city in terms of experience and livability.
Promoting the tradition of “Loyalty – Determination to Win”, the spirit of creativity and pioneering, the National Assembly Chairman believes that Hai Phong will continue to maximize its potential, strengths and resources; reform, innovate, dare to think, dare to do, dare to break through to develop even more strongly.
National Assembly Chairman Tran Thanh Man presented the National Assembly's resolution on the arrangement of district and commune-level administrative units of Hai Phong City in the 2023-2025 period to leaders of districts, towns and cities.
Receiving the profound and comprehensive direction of the National Assembly Chairman, Hai Phong City Party Secretary Le Tien Chau affirmed: "Hai Phong will supplement and complete programs and plans to effectively implement the National Assembly's Resolution on the organization of urban government in Hai Phong City and the Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of the city in the period of 2023 - 2025".
Mr. Le Tien Chau said that both resolutions will take effect from January 1, 2025. Accordingly, Hai Phong City will organize a one-level urban government model and a two-level administrative model; there will be no People's Councils in districts and wards.
At the same time, Hai Phong will rearrange district and commune-level administrative units to establish Thuy Nguyen city and An Duong district under the city; reduce 50 commune-level administrative units (equivalent to 23% of the total number of commune-level administrative units in the city, the second largest reduction in the country).
