Due to the impact of storm No. 2, from July 22 to 24, the province is forecast to have moderate to heavy rain and thunderstorms, with rainfall ranging from 100 to 200 meters. Heavy rain may cause flooding in some newly planted and direct-sown rice areas in some localities where rice is sown at the end of the crop calendar.

Many newly planted rice areas were affected by heavy rain before the storm.

By July 22, the whole province had planted 98.2% of the winter-spring rice area. The unplanted area was concentrated in some localities of Tien Hai district, the low-lying area of ​​​​Kien Xuong district. Due to the influence of the northern edge of the tropical convergence zone through the North Central region combined with high-altitude wind convergence, from July 14 to 7:00 a.m. on July 20, the province had moderate rain, heavy rain, and some places had very heavy rain and thunderstorms; the average rainfall was nearly 190mm, some places were higher such as: Vu Hoa (Kien Xuong) 208mm; Hung Ha town 294.3mm, Minh Hoa (Hung Ha) 237.8mm; Me Linh 236.2mm, Dong Cac (Dong Hung) 240mm; Trung An (Vu Thu) 261.2mm. The heavy rain coincided with high tides and flood discharge from hydroelectric reservoirs, making drainage difficult.

According to the agricultural sector's report, heavy rain affected the growth and development of 6,790 hectares of newly planted rice, of which 560 hectares had to be replanted or cared for after recovery.

In Vu Thu district, heavy rain caused many areas to be flooded, especially low-lying areas and direct-sown areas. Nearly 1,000 hectares of crops were affected, mainly newly planted rice.

Cultivating 5 sao of rice by direct sowing method, due to continuous heavy rains, all 5 sao of rice fields of Mrs. Vu Thi Soi's family in Van Lam village, Duy Nhat commune were flooded. Mrs. Soi said: Although the local government actively drained the water, due to being submerged in water for a long time, the rice plants were washed away, many areas had rotten stems and were difficult to recover. Partly due to heavy rains for many days, partly due to farmers sowing directly, the rice plants were still short and could not withstand flooding. To restore production, I bought seedlings to replant in time for the season.

To proactively respond to and overcome the consequences caused by heavy rain, the Department of Agriculture and Rural Development promptly issued documents directing and guiding affiliated units and localities.

Ms. Nguyen Thi Nga, Deputy Director of the Department of Agriculture and Rural Development, said: The agricultural sector requests the People's Committees of districts and cities to direct specialized departments and units, People's Committees of communes, wards and towns, agricultural cooperatives and households to continue applying local drainage measures for flooded low-lying areas, classify flooded rice areas to have appropriate treatment measures. Use the amount of spare seedlings that have been sown and proactively soak and incubate short-term varieties (TBR-1, Huong com 4, Dai thom 8, Nep 97...) to replant flooded areas that cannot recover. For rice areas with white roots and fresh growing points after drainage, clean the rice leaves, splash water to wash the leaves to remove moss and mud from the leaf surface, facilitating photosynthesis; spray biological products such as KH, ET, super phosphate, Pennac P to help plants recover quickly, proactively prevent and eliminate golden apple snails.

Irrigation management units assign officers and workers to be on duty 24/7 at construction sites.

Mr. Nguyen Van Tuyen, Head of Minh Tan Pumping Station (Hung Ha) said: Since the heavy rains from July 14 to 21, we have arranged 100% of our staff to be on duty, ready to operate the pumping station when instructed, and take turns to continuously check and monitor the voltage and heat dissipation of the pump motor; remove duckweed, trash, and obstacles in front of the screen doors to prevent blockages, ensuring the pumps operate safely, effectively, and drain water to the maximum. In the face of unfavorable forecasts from storm No. 2, we continue to have 100% of our staff on duty to proactively and promptly drain water, minimizing flooding.

Not only at pumping stations, currently, two irrigation works exploitation companies continue to assign forces to work 24/7 at sluices to operate drainage, urgently lowering the water level in the fields to prevent flooding for newly planted rice and crops.

At 3:00 p.m. on July 21, the whole province was operating 8 pumping stations.

Mr. Do Manh Hung, Chairman of the Board of Directors of Nam Thai Binh Irrigation Works Exploitation Company Limited, said: The company has organized zoning, identified areas at risk of flooding and has specific response plans suitable to the terrain characteristics, forecasted rainfall and capacity of drainage works. We also directed staff and workers to organize 24/7 duty at the works, proactively monitor water levels, close irrigation sluices, open drainage sluices, and thoroughly drain buffer water in the system to prevent flooding when heavy rains occur.

In addition to protecting the rice crop, the province has 681 aquaculture cages on the river. All households raising fish in cages on the river have been informed about the storm and its impact, and have been instructed to reinforce anchors, mooring lines, and add steel wires to the raft buoys.

Mr. Nguyen Van Tuy, Tan My village, Quynh Ngoc commune (Quynh Phu) said: My family currently has 16 fish cages. After learning about storm No. 2, due to many years of experience in dealing with storms, my family quickly reinforced the cages, mooring lines, cage buoys, and reinforced the shields at the top of the cages to limit the flow rate; evacuated tools, equipment, supplies, and food, minimizing possible damage.

Storm No. 2 is still complicated and has extreme impacts, so people need to closely monitor the weather and recommendations of authorities to protect crops and livestock, and minimize damage caused by natural disasters.
