Born and raised in his hometown of Na Cuom, Mong An commune, Binh Gia district, Lang Son province, a mountainous area with many difficulties, comrade Canh is a shining example of the Tay ethnic people's studious spirit. With the dream of becoming Uncle Ho's soldier, in September 2015, Canh passed the entrance exam to the Political Officer School and always tried his best to study and practice, cultivate good moral qualities, achieving high results in all school years, every year achieving the title of Advanced Soldier and graduating with the rank of Lieutenant (September 2020).

After graduating, he was given the decision by his superior to hold the position of Deputy Political Commissar of Company 10, Battalion 6, Regiment 95. During his work, as Deputy Political Commissar of the Company, Secretary of the Youth Union of Company 10, Canh was an enthusiastic Youth Union officer in his work, actively participated in Youth Union activities and youth movements in the unit, and was highly appreciated by superiors at all levels.

In July 2022, Senior Lieutenant Hoang Xuan Canh was appointed by the Party Committee and the unit commander to the position of Political Commissar of Company 3, Battalion 4, Regiment 95, Division 325. Senior Lieutenant Hoang Xuan Canh shared: “Faced with this great honor, I always worry about the need to strive and train more to not disappoint the trust of leaders at all levels. Since then, I have always tried hard at work, proposing to the Party cell policies and measures to lead the unit to successfully complete all assigned tasks.”

In 2025, Company 3 was assigned the task of training new soldiers. Senior Lieutenant Hoang Xuan Canh carried out well the instructions of the leaders at all levels, which was to carry out "3 together" with the soldiers: Eating, living, and working together with new soldiers, creating a close relationship like a sister, being fair like a brother, and understanding like a friend.

For example: Platoon 8 has a new soldier Nguyen Van Binh, who when he first joined the army showed signs of depression, often cried and had little contact with his comrades. Senior Lieutenant Hoang Xuan Canh promptly discovered, caught hold of and met to encourage him. With the concern of the Company's Political Commissar, Binh shared his family's difficulties: His father had an accident and was paralyzed in both legs, only helping with housework; his mother sold household electrical appliances or delivered goods and also had thyroid cancer, often having to undergo radiation therapy.

To help Binh feel secure in his work, Senior Lieutenant Hoang Xuan Canh often met, talked and shared his joys and sorrows and helped Binh build future directions. Thanks to that, Binh understood, had a strong mindset, had a strong determination and made progress; in life, he became sociable with his teammates, in studying, working and training, he was diligent and diligent in studying. Through the shooting test at target No. 4, Binh achieved excellent results; in the cultural and artistic activities of the unit, Binh was also an active and enthusiastic member.

Senior Lieutenant Ly Manh Tri, Political Commissar of Company 4, Battalion 4, shared: "We learned a lot from Senior Lieutenant Hoang Xuan Canh about working style and responsibility at work. Notably, the Party Cell of Company 3 under the advice and leadership of comrade Canh always promoted well and maintained the effective operation of working groups and teams, especially the 3-person group, the group of civil affairs soldiers, the security soldiers, the psychological - legal consulting group, promptly corrected incorrect and ineffective manifestations; strictly maintained the living regime (the 3-person group had daily activities, the group of civil affairs soldiers, the security soldiers, the psychological - legal consulting group had activities every Thursday evening), reported to help commanders at all levels grasp the ideological situation of the troops in the unit promptly and fully, thereby having measures in the management and maintenance of troops".

In 2024, Senior Lieutenant Hoang Xuan Canh was honored to be elected as a grassroots Emulation Fighter and was awarded the title of Promising Young Face of the Corps in 2024 by the Commander of the 12th Corps Command. Company 3 achieved the title of Determined to Win Unit at the Corps level.
