The 189th Submarine Brigade has the mission of combat training, combat readiness, training to master 6 Kilo submarines and master modern weapons and technical equipment; fully promoting the superior features of submarines to properly carry out the combat intentions of superiors; coordinating with forces to firmly protect the sovereignty of the sea and islands of the Fatherland.

Thoroughly grasping the resolutions and directives from above, the Party Committee and the Brigade Commander have proposed policies and solutions for leadership and implementation of tasks that are close to the practical situation of the unit. Party committees and commanders at all levels have promoted political education, helping soldiers clearly understand the position and importance of the sea and islands; the Party and State's policies, guidelines and countermeasures on the East Sea; the task of protecting the sovereignty of the sea and islands in the new situation and the honor and responsibility of the Navy.

Agencies and units focus on training and educating the tradition and qualities of "Uncle Ho's soldiers - Navy soldiers", building for soldiers a firm political stance and mettle, the will to overcome difficulties, heighten vigilance, identify the right partners and targets, and handle situations well to avoid being passive and surprised. In carrying out ideological work, Party cells have effectively implemented the "5 proactive" activities in ideological work (grasping ideology; assessing and forecasting ideology; orienting ideology; resolving ideology; fighting ideology); closely combining "building" and "fighting", between ideological work and organizational work and policy work; promoting the role of organizations in managing, educating and training soldiers.

In building exemplary Party committees and Party organizations at all levels in terms of moral qualities, the Brigade Party Committee has thoroughly grasped and strictly implemented resolutions and directives on Party building and rectification and the political system; resolutely prevented, repelled, and strictly handled cadres and Party members who degraded in political ideology, morality, lifestyle, and manifested "self-evolution" and "self-transformation". The entire Brigade promoted studying and following Ho Chi Minh's ideology, morality, and lifestyle in conjunction with the Campaign to Promote Tradition, Contribute Talents, and Be Worthy of Uncle Ho's Soldiers in the New Era, contributing to building the submarine sailor culture of "Honor - Responsibility, Courtesy - Discipline, Solidarity - Humility, Resilience - Determination to Win"...

The Brigade Party Committee also regularly trains and improves the qualifications, capacity, methods, working style and practical experience of secretaries and committee members at all levels; strictly maintains the Party's regimes and lifestyle, promotes the spirit of self-criticism and criticism, and the fighting spirit of cadres and party members. In building a cadre team, especially campaign and strategic cadres to meet the requirements of tasks in the new situation, the Brigade Party Committee has promoted democracy, carried out cadre work strictly and in accordance with principles; proactively reviewed, took votes of confidence, and supplemented the planning of command and management cadres. Party committees and commanders at all levels have done a good job of evaluating, training, using, transferring and appointing; and paid attention to training and improving the qualifications of newly graduated cadres. Thanks to that, the staff at all levels ensures sufficient quantity, has a reasonable structure, and quality is improved (100% have university and postgraduate degrees; every year 100% of staff complete their tasks well and excellently).

In the spirit of: "Improving the effectiveness and efficiency of inspection, supervision, party discipline and strictly controlling power", the Brigade Party Committee has strengthened inspection, supervision and strictly maintained party discipline. The Brigade Party Committee directed party committees at all levels to strictly implement regulations, decisions, rules, procedures and instructions from above on inspection and supervision work according to the motto "supervision must be expanded, inspection must be focused and key". The inspection and supervision focus on party organizations, agencies and units with low quality of task completion; cadres and party members showing signs of violations; attaching importance to inspection and supervision of party organizations and key cadres in positions prone to negativity... The process of ensuring strictness, objectivity, and correcting principles, focusing on prevention and containment has helped party organizations and party members clearly recognize their strengths and weaknesses and take timely measures to overcome and correct them.

The solutions for Party building in the past term have helped the officers and soldiers of the 189th Submarine Brigade to always actively compete in studying, contributing, building and fostering the tradition of "Solidarity, discipline, secrecy, determination to win". Those solutions are valuable lessons for the 189th Navy Submarine Brigade to continue to inherit and promote, contributing to building a strong and comprehensive unit "Exemplary, typical", excellently completing all assigned tasks.

The Brigade Party Committee has successfully completed its tasks for 5 consecutive years (2020-2024) and was awarded the Flag of Merit by the Central Military Commission; the Brigade has achieved comprehensive strength as "Exemplary and typical", was awarded 2 Emulation Flags by the Government (2022, 2023), 3 Emulation Flags by the Ministry of National Defense (2020, 2021, 2024), the Navy was awarded the Emulation Flag for leading the Emulation Movement to Win in the period 2019-2024 and many other noble awards.
