Reviewing the route of the Lao Cai – Hanoi – Hai Phong railway construction investment project

At the meeting, the representative of the Railway Project Management Board of the Ministry of Construction informed about the adjustments to the route plan and the project's land clearance boundary compared to the pre-feasibility plan. Accordingly, the railway tunnel across the border between the new Lao Cai station and Ha Khau Bac station will be adjusted. From Lao Cai station to Bao Thang station, the tunnel option will be selected; the route will be adjusted to avoid 2 rare earth mines in Bao Thang; Sa Pa station will be on the same level as Sa Pa Airport; from Sa Pa station to the connection point to Yen Bai province, the adjustment will avoid 4 national defense land locations.

According to preliminary statistics, there are about 950 households that need to be resettled to serve the project implementation (photo above). It is expected to be arranged in 19 resettlement areas, with 12 urban areas, residential areas already built, 7 new planning points, and at the same time, combining the on-site resettlement plan for small households (clusters).

At the meeting, delegates focused on clarifying difficulties and obstacles in project implementation; at the same time, they proposed to the Railway Project Management Board additional contents on policies and mechanisms related to site clearance, resettlement construction, etc. so that the project can start construction on schedule.

Provincial Party Secretary, Chairman of the Provincial People's Committee Trinh Xuan Truong spoke at the meeting.

Speaking at the meeting, comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, proposed that the Railway Project Management Board of the Ministry of Construction promptly hand over the adjusted route before April 10 so that the province can publicize it to the people and businesses and proactively carry out the project's site clearance and resettlement arrangements.

Comrade Trinh Xuan Truong also requested that the four localities, namely Lao Cai city, Bao Thang, Bao Yen and Van Ban, where the project passes through, immediately carry out site clearance after adjusting the route; publicize the resettlement plan to soon hand over clean land for project implementation.
