Officially started the super project Ring Road 4

On the morning of June 25, the Hanoi People's Committee held a groundbreaking ceremony for the Ring Road 4 - Capital Region project in Song Phuong commune, Hoai Duc district (at the intersection between Ring Road 4 and Thang Long Avenue).

In addition to the main bridge in Song Phuong commune, Hanoi City also held groundbreaking ceremonies at 3 other bridges including the southern intersection at Km45+700 Tam Hung commune (Thanh Oai district), the intersection with the old National Highway 1A at Km52+600 Van Binh commune (Thuong Tin district) and the intersection between Ring Road 4 and National Highway 2 in Thanh Xuan commune (Soc Son district).

Prime Minister Pham Minh Chinh, Secretary of the Hanoi Party Committee Dinh Tien Dung, Chairman of the Hanoi People's Committee Tran Sy Thanh and delegates officially performed the groundbreaking ceremony for the Ring Road 4 project - Capital region.

Bac Ninh organized the groundbreaking ceremony at Km35+200 of the Noi Bai - Ha Long expressway connecting section, Khac Niem ward, Bac Ninh city. Hung Yen chose Van Giang district as the starting point for the Ring Road 4 project passing through the province.

The Capital Region Ring Road 4 Project is 112.8km long (including 103.1km of Ring Road 4 and 9.7km of connecting route). The total investment of the project is VND 85,813 billion. The construction period is from 2023 to 2027.

The project passes through 3 provinces: Hanoi, Hung Yen, Bac Ninh with 7 component projects. Each province is responsible for one land acquisition project and one parallel road project through its province. The expressway overpass project will be invested under the BOT method and managed by Hanoi.

The groundbreaking result is just the initial victory.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh said that the Party and State have identified strategic infrastructure development in general, including transport infrastructure, as one of three strategic breakthroughs for socio-economic development, which is being actively implemented nationwide.

The target is to have 3,000km of expressway in the period from 2021 to 2025; so in 5 years, we have to do twice as much as in the past 20 years. Since the beginning of the term, we have put into operation, constructed, and started construction on over 3,470km of expressway. If we strive well, are more determined, make more efforts, and act more decisively, we will achieve the set target by 2025.

The investment in the construction of Ring Road 4 - Capital region creates new development space for the entire Capital region, especially meaningful for Hanoi City, Hung Yen and Bac Ninh provinces, where the route passes through.

"We are very impressed with Hanoi's daring to decentralize and assign the task of site clearance to districts, bringing about very successful results. In particular, the relocation of tombs is extremely difficult, but Hanoi has organized it very methodically, done very well, resolutely and with determination. At the same time, I highly appreciate the inspection and supervision of local leaders, the Secretary of the Hanoi Party Committee, and the Provincial Party Committees of other provinces in the project implementation as well as site clearance," said the Prime Minister.

The Prime Minister suggested closely following progress, reviewing work, and strengthening leadership to speed up project progress and ensure requirements are met.

Prime Minister Pham Minh Chinh also noted that today's groundbreaking results are only an initial victory, the work ahead is still very large.

The Prime Minister requested Party committees at all levels, the Government, relevant agencies and the People to closely follow the progress, review the work, arrange time and resources, and strengthen leadership to speed up the project's progress and ensure the set requirements.

At the same time, localities must continue to pay attention to completing site clearance work, resettling and stabilizing accommodation for people; preparing construction materials and waste disposal sites for the project; and enhancing construction capacity.

Hanoi achieved over 84% land clearance

Chairman of Hanoi People's Committee Tran Sy Thanh said that immediately after the project was approved for investment, Hanoi City and Hung Yen and Bac Ninh provinces focused on implementing the task with many creative and flexible solutions, suitable to the practical situation in the localities.

Accordingly, the Hanoi People's Committee has coordinated with the People's Committees of Hung Yen and Bac Ninh provinces to issue a Master Plan for organizing the implementation of the Project, linking the tasks and progress of each work item, ensuring connectivity and synchronization during the implementation process, as a basis for carrying out inspection, supervision and urging the implementation of tasks.

“With the determination and drastic and synchronous participation of the entire political system at all levels, the consensus and support of the local people, up to now, after 1 year and 9 days, the Ring Road 4 Project - Capital Region in Hanoi has ensured all conditions for construction to start, meeting the set schedule (before June 30, 2023). In particular, the site clearance work for the entire route has been completed by over 80%, of which Hanoi City has achieved over 84% (higher than the planned level of 70%)”, said Mr. Thanh.

The Chairman of Hanoi said that such success was achieved thanks to promoting the role of the leader, mobilizing the combined strength of the entire political system, creating consensus and support from the people, with the spirit of taking the results of the Project implementation as a "measure" of the leadership and direction capacity of Party committees and authorities at all levels; at the same time, recognizing and clearly identifying this as the responsibility and prestige of the City.

Mobilizing the participation in a practical, in-depth, daring to think, daring to do, daring to take responsibility of the Party Committee, the government, the Fatherland Front, and socio-political organizations from the City to the grassroots. Thereby creating an effect, spreading the aspiration to build a civilized, modern, and cultural capital to every cadre, party member, and citizen.

Second, increase decentralization and authorization to the grassroots, especially at the district, commune, and ward levels, with the spirit of reducing the number of focal points. The level that is closest to reality and better serves the people's needs will be assigned to that level to implement.

The city has authorized districts to carry out site clearance, compensation, and resettlement support; at the same time, regularly inspect, urge, and remove obstacles in the process of implementing the Project. Districts have organized the signing of emulation agreements to accelerate progress every day, minimizing the time for processing administrative procedures of the Project. The city has directed the implementation of a separate document reception line for the Ring Road 4 Project and ensuring the time for processing procedures from 24 to 48 hours at each agency and unit.

Third, by separating site clearance work into an independent project, from practical experience in implementing projects in the area, Hanoi City has identified site clearance work as the "key of the key" stage.

Right from the stage of preparing the project construction documents, the City proposed to separate the site clearance work into an independent project, from which the compensation, support and resettlement work would no longer depend on the specialized technical factors of the project, and at the same time, the site clearance would be carried out immediately after the red line boundary was approved.
