"Living temporarily" for nearly 30 years
Living in dilapidated houses that have not been rebuilt or repaired for a long time makes the residents of Group 6 (Le Hong Phong Ward, Quang Ngai City, Quang Ngai Province) always feel insecure. Especially when there is heavy rain or storm, the people here are even more miserable; many households have to temporarily relocate for fear of their houses collapsing.
"The house is so badly damaged that we have to move to another place. The government won't allow us to repair it, so we have to use temporary support. We'll survive for as long as we can," said Ms. Phung Thi Ly (group 6).
Area 6 is known as a suspended planning area that has lasted for nearly 3 decades. In 1997, based on the local proposal, the Prime Minister approved the planning project of area 2 of the dyke surrounding Quang Ngai town (old).
In 2008, the People's Committee of Quang Ngai province approved the adjustment of the 2nd dike area into the Quang Ngai Provincial Administrative Center.
In 2015, the People's Committee of Quang Ngai province approved investment in a new urban area to serve resettlement in area 2 of the dike, along with traffic works along the dike route.
However, the resettlement project for the people was only partially implemented due to problems in compensation and site clearance. This left 160 households "stuck" for many years. The infrastructure was shabby, houses were not allowed to be repaired or rebuilt; there were cases of houses completely collapsing.
By 2023, the People's Committee of Quang Ngai City will adjust the planning of the 2nd dike area and approve the 1/500 details of the residential area of the dike into Thach Bich Green Park.
"We sincerely hope the project will be implemented so that we can resettle, stabilize our lives, and end the miserable days due to the suspended planning" - Mr. Kieu Loan (group 6) said.
On March 11, the People's Committee of Quang Ngai province sent a document to the Standing Committee of the People's Council requesting to withdraw the content submitted to the Provincial People's Council on the investment policy of the Thach Bich Green Park project on the grounds that the project has a large total investment and does not yet have enough resources to submit to the Provincial People's Council for decision at the present time.
Worried that the project would be stopped, the people of Group 6 went to state agencies to request a solution. At this time, Secretary of the Quang Ngai Provincial Party Committee Bui Thi Quynh Van affirmed that the Provincial Party Committee Standing Committee would not stop the Thach Bich Green Park project, but would continue to implement it on the basis of ensuring full legal procedures.
However, in September 2024, households in Group 6 gathered in front of the headquarters of the Quang Ngai Provincial People's Committee to express their petition about being affected by the suspended project since 1997 until now.
Government commitment
Faced with the above situation, Chairman of Quang Ngai City People's Committee Tra Thanh Danh unexpectedly received citizens to clarify issues of concern to the people.
Regarding the project of the province's centralized administrative center, Mr. Danh said that after reviewing, it was confirmed that the planning project and the project of the province's centralized administrative center will no longer be implemented.
This area has been updated in the 1/2000 zoning plan and the City People's Committee has approved the 1/500 detailed plan of the Thach Bich Park project. Currently, the City People's Committee is carrying out procedures to organize the implementation of the project.
The review also shows that since the decision to reclaim land for the entire area of the dike area of Quang Ngai town (the Prime Minister's decision to reclaim land in 1998) until before the approval of the detailed planning 1/500 of Thach Bich Park project, the People's Committee of Quang Ngai City did not handle the procedures for granting red books to households in this area.
According to Mr. Danh, not issuing red books to people using land, especially after the 2003 Land Law came into effect, is not in accordance with land law. The City People's Committee accepts responsibility for the shortcomings.
For households in need and requesting consideration of granting red books, the City People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with the Department of Urban Management and the People's Committee of Le Hong Phong Ward to study and review the provisions of the 2024 Land Law to advise the City People's Committee to respond, guide and answer citizens according to the law.
Regarding the issue of degraded regional infrastructure, affecting people's lives, especially the risk of insecurity during the rainy and stormy season, the City Urban Management Department is assigned to preside over and coordinate with the People's Committee of Le Hong Phong Ward and related units to promptly inspect and report to the City People's Committee for a temporary solution.
The Economic Department presides over and coordinates with the Urban Management Department and the People's Committee of Le Hong Phong Ward and relevant departments to update the 2024 disaster prevention and control response plan to ensure safety for people in this area.
Regarding the Thach Bich Green Park project, the Quang Ngai City People's Committee confirmed that it is still being implemented. The City People's Committee has submitted to the Provincial People's Council a resolution on project investment with a total area of over 8 hectares and an investment of about 900 billion VND. To date, the project has completed the approval of the detailed planning 1/500, approved the survey task and prepared a feasibility study report. It is expected that by 2027, site clearance will be completed and construction will begin within 15 months.
The Chairman of the People's Committee of Quang Ngai City requested the Management Board of the City's Construction Investment and Land Fund Development Project to urgently complete investment preparation procedures and implement the project according to the set schedule. Periodically on the 25th of each month, the City People's Committee's staff will issue a document informing the people in the area about the project's progress.
