Many difficulties hinder disbursement of public investment capital
In 2024, Quang Ngai's total public investment plan is more than 6,900 billion VND. This capital is allocated to invest in 49 transitional projects, 2 projects preparing for investment, and 29 new projects. To date, the province has allocated nearly 5,700 billion VND to the projects, with the remaining 1,200 billion VND unallocated due to lack of revenue.
However, currently, the province's disbursement results have only reached 28.1% of the assigned capital plan, much lower than the national average (52.3%). The whole province still has nearly 3,700/5,700 billion VND allocated but not yet disbursed.
According to the Department of Planning and Investment of Quang Ngai, the disbursement rate of public investment capital in 2024 is low mainly due to problems with site clearance (GPMB) due to changes and adjustments in legal regulations.
In fact, many projects have previously completed compensation and site clearance procedures, but by August 1, 2024 (when the Land Law comes into effect), the procedures must be changed according to new regulations. The issuance of land prices is delayed, and there is no basis for preparing and submitting for approval compensation and site clearance plans.
The new legal regulations on bidding have come into effect, so the organization and implementation of contractor selection, especially equipment packages for medical projects, have encountered difficulties and delays...
The whole province currently has only 7 investors with disbursement rates higher than the national average (over 52%); 9 investors with an average rate of 30 - 51%; 10 investors with a disbursement rate of 1.6 - 29%.
Realizing that the disbursement of public investment capital is facing many difficulties, since September 2024, the Provincial People's Committee has organized many meetings to give opinions on transferring public investment capital from projects facing difficulties and unable to disburse to projects with good disbursement potential.
At the same time, submit to the Provincial People's Council to adjust and reduce the capital plan assigned in early 2024 for a number of projects and request to extend the implementation and completion time of the project from 2024 to 2025.
The Provincial People's Committee also established three working groups to urge disbursement for each project group, thanks to which the disbursement rate has increased since the working group came into operation.
Resolutely implement solutions
With the goal of increasing the disbursement rate of public investment capital in 2024 to 80%, Chairman of the Provincial People's Committee Nguyen Hoang Giang has directed the drastic implementation of tasks and solutions to promote disbursement of public investment capital in the last months of 2024 in the spirit of Official Dispatch No. 115/CD-TTg dated November 7, 2024 of the Prime Minister .
Accordingly, investors must maximize their responsibility in managing public investment capital, regularly organize site inspections to speed up construction progress; conduct acceptance tests and prepare payment records as soon as the volume is completed.
Do not allow harassment or difficulties for contractors in the process of preparing advance payment and payment documents; strictly handle cases of contractors violating contract progress and quality.
Proactively and decisively direct and assign competent staff to be present at the scene regularly. Focus on coordinating with localities to speed up the progress of compensation, site clearance and resettlement.
Make advances, recover advances, accept and pay investment capital in accordance with regulations and as soon as there is volume; ensure effective use, avoid loss and waste.
Urgently complete the acceptance and settlement of completed projects and those in the process of completing settlement documents and procedures; in case of late settlement within the prescribed time, the head of the unit must take responsibility and be handled according to regulations.
Strictly implement the reporting regime according to regulations; take full responsibility if delays in reporting and providing information affect the direction and administration of the Provincial People's Committee.
The Department of Natural Resources and Environment guides and resolves difficulties and obstacles; advises the Provincial People's Committee to resolve difficulties and obstacles related to new regulations taking effect of the 2024 Land Law and related Decrees, especially projects related to compensation and site clearance in accordance with the provisions of the law on land and related legal provisions.
Working groups to urge the disbursement of public investment capital in 2024 will strengthen inspection and supervision of project implementation progress to speed up the implementation and disbursement of public investment capital.
The People's Committees of districts, towns and cities are responsible for and proactively handle and resolve difficulties and problems in compensation, site clearance and resettlement to promptly implement projects.
Strengthen propaganda and mobilize people to implement the State's policies and guidelines on compensation and site clearance for project implementation.
