Waiting wearily
Mr. Pham Ngoc Minh (Son Dung commune, Son Tay district, Quang Ngai province) has over 1 hectare of land that was recovered to construct the Dakdrinh hydroelectric reservoir. The project has been storing water and operating since June 2014, but to date, Mr. Minh has not received any compensation.
“My family has had a very difficult time. We lost our land, there is nothing to cultivate, no areca or acacia. It has been 12 years now,” Mr. Minh shared.
Similarly, Mr. Phan Thanh Phong (Son Dung commune) also does not know when he will receive compensation. More than 1 hectare of his family's cultivated land was confiscated and has long since become part of the hydroelectric reservoir, but compensation money has not been seen yet.
"While other households have received full payment, bought land to plant trees, and started a business, my family still has to wait. Every time we meet with voters and have a dialogue, all levels and sectors promise to resolve the issue, and it's still the same now," Mr. Phong said indignantly.
It is known that the Dakdrinh hydropower project has a capacity of 125 MW, built in Son Tay district (Quang Ngai province) and Kon Plong district ( Kon Tum province).
The project has been in operation for more than 10 years, but currently there are 45 plots of land with a total area of 9.5 hectares of 21 households in the Dakdrinh hydropower reservoir that are still stuck and have not received compensation or support.
Government explanation
Regarding this issue, Mr. Dinh Truong Giang - Vice Chairman of Son Tay District People's Committee said that most of the problems are illegal land sales and transfers, borrowing other people's names to receive money for career conversion.
For example, Mr. A is the landowner who transferred the land to Mr. B but did not ensure the time and regulations of the law. Mr. B is the person whose name is on the plan to receive money for trees and crops, not a local resident, not directly producing on agricultural land, but asked Ms. C to be the person whose name is on the land recovery decision of the District People's Committee.
“There are also many other extremely complicated and sensitive cases, with the ultimate goal of receiving career conversion support money. That is the reason why compensation and support for people related to the Dakdrinh hydropower project has not yet been completed,” Mr. Giang informed.
According to the Vice Chairman of the People's Committee of Son Tay district, recently, the district has directed the Compensation, Support and Resettlement Council of the Dakdrinh Hydropower Project to coordinate with other units to resolve the issue. However, the process of verifying the origin of the land encountered many difficulties, the land was transferred in a complicated manner, without documents, transferred to many people, many times... so the verification work between the relevant parties was prolonged.
Currently, the District People's Committee has directed the Compensation Council to coordinate with specialized agencies, the People's Committee of Son Dung commune and related households to review and verify all related records and land origins to publicly post and classify.
In case households have valid purchase and sale documents, ensuring compliance with regulations at the time of implementation and no complaints or lawsuits, the Compensation Council shall submit to the District People's Committee for consideration of the policy of separating the plan, preparing a dossier ensuring compliance with regulations for approval and payment of compensation and support.
Any land plots in dispute between the buyers and sellers will be mediated. If there is agreement, the location and land type will be approved, a plan will be developed for approval and payment will be made to the people.
Any land plots that are disputed between the buyers and sellers and are not in accordance with the law will be directed to court. For the land plots affected by the Dakdrinh hydropower project, compensation and support have not been implemented yet for the above reasons. It will be implemented according to the provisions of the 2024 Land Law and the compensation unit price according to current regulations.
Mr. Tran Hoang Tuan - Permanent Vice Chairman of Quang Ngai Provincial People's Committee affirmed that compensation and site clearance for Dakdrinh hydropower project is the responsibility of the locality. Therefore, Son Tay district must determine which files are eligible to pay, which files are not guaranteed to be returned and guide citizens to complain to higher authorities or file a lawsuit in court.
