Clean water criteria "makes it difficult" for new rural communes to improve

Hanh Thuan Commune (Nghia Hanh District) is one of the localities registered to reach the advanced new rural commune (NTM) level by 2025. Based on the new set of criteria for building advanced NTM communes in the 2021-2025 period, Hanh Thuan Commune has so far achieved 11/19 criteria.

There are still criteria that have not been met such as: production organization and quality of living environment, security and order, multi-purpose hall of junior high school,... In which, the criteria of production organization and quality of living environment are the most difficult problem.

Chairman of the People's Committee of Hanh Thuan Commune, Pham Van Tam, explained that the locality has a large area and households live far apart, so it is very difficult to build a centralized water supply project at the commune or inter-commune level because the investment cost is large and maintenance and repair are expensive.

At the same time, a survey of the demand for clean water from the centralized water supply system showed that not many households registered. People in the commune all use well water.

"To complete this criterion, the commune proposes that relevant departments and branches consider applying the rate of households that have invested in and used clean water through self-equipped water filters or consider allocating the budget to build clean water works," Mr. Tam suggested.

Nghia Hanh district is striving to have 7 communes achieving advanced NTM standards by 2025. Difficulties in clean water criteria are barriers in many localities of the district.

According to Chairman of Nghia Hanh District People's Committee Dinh Xuan Sam, to implement this criterion, large investment resources are needed. At the same time, management agencies must have appropriate solutions. People also need to contribute and raise awareness so that the project can be put into use effectively after completion.

While many communes are struggling with the above criteria due to the lack of centralized water supply works, in some other localities that are building advanced new rural areas, although centralized water supply works have been built, there is still a lack of clean water.

A typical example is in Tinh Long commune (Quang Ngai city). In this commune, there are 2 rural water supply projects, providing water for about 350 households, with a total investment of nearly 15 billion VND.

The projects were invested in from 2011-2012 and have now stopped operating, many items are damaged and degraded.

“The whole commune has nearly 2,000 households, most of whom use well water. However, there are some areas where groundwater is contaminated with alum, near rice fields and cemeteries, so people hope that authorities at all levels will have a solution to re-operate the clean water project. The locality has repeatedly proposed repairing the above two projects but there is no funding yet.”- Chairman of Tinh Long Commune People's Committee Nguyen Anh Tuan said.

Need drastic intervention

In the 2021-2025 period, Quang Ngai strives to bring 33 communes to the advanced NTM finish line, but so far only 8 communes have met the standards. Through review, it is shown that many localities are facing difficulties because they have not reached the rate of households using clean water according to standards from the centralized water supply system.

Criterion No. 17.1 of the New Rural Criteria for the 2021-2025 period stipulates that communes meeting advanced New Rural standards must have at least 55% of households using clean water from a centralized water supply system.

This is considered a big challenge for communes that are implementing and completing the criteria, because most centralized water supply projects are small-scale, fragmented, unsynchronized, do not meet the needs, and are not very effective.

In fact, in Quang Ngai, there are currently 133/513 concentrated rural clean water supply works in a state of ineffective operation and non-operation.

Director of the Department of Agriculture and Rural Development of Quang Ngai province, Ho Trong Phuong - Chief of the Office of the Provincial New Rural Development Program Coordination, said that the criterion of centralized clean water is a difficult criterion to implement in most communes registered to reach the advanced New Rural Development target.

In fact, many clean water projects have to stop operating after a short time of being put into use due to damage, lack of maintenance, and repair, causing great waste. In addition, the characteristics of many rural areas with sparse and scattered populations make investment costs high, making it difficult to attract private investors.

Mr. Phuong said that to achieve this criterion, it is necessary for local authorities and functional agencies to take drastic measures to gradually remove difficulties in indicators and criteria for domestic water for rural people.

“To ensure clean water criteria for new rural and advanced rural communes, Quang Ngai province will build a number of inter-district and inter-commune water supply plants. At the same time, focus on investing in water supply pipeline systems to serve households in densely populated areas along inter-district and inter-commune roads,” informed the Director of the Department of Agriculture and Rural Development of Quang Ngai province.
