At the policy dialogue session, ministries, sectors and the Government answered questions from domestic and foreign investors about policies and plans for industrial transformation towards sustainable development. Specifically, green economy, circular economy, digital transformation, etc.

Mr. Tran Quoc Phuong - Deputy Minister of Planning and Investment said that in general, the Government has had many different policies, in which special attention is paid to innovation. The policy to promote industrial transformation with the emphasis on dual transformation is digital and green transformation going hand in hand and to be successful, promoting innovation is an urgent requirement.

The Government has just issued two decisions, including: Approving the Strategic Project for the Development of the Semiconductor Industry; and the Project for Training High-Quality Human Resources for the Semiconductor Industry and Chip Manufacturing. These are two important and key decisions to move into a stronger transition phase in innovation, digital and green transformation.

“For green transformation, there are now specific criteria to define what a green enterprise, green project, and green product are. All of that determines the application of incentive and support policies for businesses that are undergoing digital and green transformation in the economy,” said the leader of the Ministry of Planning and Investment.

Discussing the policy institutions for industrial transformation, Mr. Le Xuan Dinh - Deputy Minister of Science and Technology said that the Prime Minister is directing the Ministry to develop a project to amend the Law on Science and Technology into the Law on Science, Technology and Innovation. From there, all instructions in industrial transformation and innovation development will be institutionalized into legal regulations.

Speaking at the policy dialogue session, the Prime Minister highly agreed with the delegates' opinions on the requirement for comprehensive industrial transformation in the city.

Accordingly, the aim is to build a civilized, modern city with a national, regional and international brand. The people will always be happier and more prosperous year after year, with harmonious development between nature and people, between economy, society and environment.

Prime Minister Pham Minh Chinh said that industrial transformation must both renew traditional industries and develop new industries with a broader concept, related to new fields such as: digital economy, green economy, sharing economy, circular economy, knowledge economy, night economy, cultural industry, entertainment industry, etc.

“Recently, the city has been issued a resolution by the National Assembly on a number of specific mechanisms and policies. At the same time, it is necessary to develop synchronous and modern infrastructure; focus on training high-quality human resources; and smart governance. In addition, there must be mechanisms and solutions to mobilize resources through promoting public-private partnerships. Ho Chi Minh City has the conditions to do this and must do it at all costs," Prime Minister Pham Minh Chinh emphasized.

According to the Prime Minister, industrial transformation in a new direction also requires the responsibility of the Government and ministries and branches. The Government and ministries and branches together with the city build institutions. Prioritize mechanisms and policies to continue promoting the city's resources; build a common strategy for the whole country.

For businesses, the Prime Minister called for a spirit of harmonizing interests, sharing risks, and harmonizing interests between the State, businesses, and people.

The Prime Minister hopes that partners will support Ho Chi Minh City and Vietnam in terms of financial incentives; gradually transfer technology so that Vietnam can participate in the global supply chain; contribute to human resource training; improve management capacity; and contribute to building and perfecting institutions.

Looking at the city's economy, Mr. Vo Van Hoan - Vice Chairman of Ho Chi Minh City People's Committee admitted that the city is facing challenges.

Specifically, the city's industry is developing unsustainably; processing and assembly still account for a high proportion; low added value; technology after more than 30 years of investment and development is now outdated; using a lot of resources; labor intensive; supporting industry develops slowly; the distribution of export processing zones and industrial parks is no longer suitable.

Some industrial zones are currently located in the core area of ​​the city. To overcome the above limitations; the transformation of the city's industry is extremely urgent and necessary.
