The Law on Forces Participating in Protecting Security and Order (SOT) at the Grassroots Level was passed by the 6th Session of the 15th National Assembly and will take effect from July 1, 2024. The establishment of a force participating in protecting SOT at the grassroots level aims to bring about positive and effective impacts in State management of SOT.
This force will play an important role in supporting the Commune Police in performing the task of ensuring security and order, supporting the grasp of the local situation, participating in building the movement of the whole people to protect national security, promptly resolving incidents related to security and order right on the spot, right at the grassroots level. These will be the "extended arms" supporting the Police force in ensuring security and order at the grassroots level.
Speaking at the ceremony, Senior Lieutenant General Luong Tam Quang, Minister of Public Security, emphasized: Our Party and State always pay attention to building, developing and promoting the role of mass forces participating in protecting security and order at the grassroots level.
“Implementing the motto of taking the grassroots as the center, building communes, wards, towns, villages, and residential groups into solid "fortresses" to ensure security and order, and not being passive and surprised in any situation. It is necessary to regularly pay attention to, guide and foster political, legal, and professional training for the forces participating in protecting security and order at the grassroots level,” Senior Lieutenant General Luong Tam Quang suggested.
According to Senior Lieutenant General Luong Tam Quang, this is a force that accompanies the People's Public Security force, close to the people, serving the people, playing a very important role right at the grassroots level; contributing to maintaining security and order, political and social stability, serving local socio-economic development. Fast, correct, timely and accurate information will help leaders and commanders resolve issues effectively right at the grassroots level. The Ministry of Public Security uses an information channel, a mobile utility network, meeting the standards and criteria for security and safety of communication between the grassroots level and the police force of wards and communes.
In addition to the 12 localities chosen as the ceremony locations, including: Lao Cai, Son La, Hai Duong, Nghe An, Quang Nam, Dak Lak, Khanh Hoa, Binh Duong, Ho Chi Minh City, Ba Ria - Vung Tau, Can Tho, Ca Mau. All remaining localities nationwide have also completed the construction and submitted to the Provincial People's Committee a plan to organize the launching ceremony on the same day, July 1.
Also at the ceremony, Mr. Nguyen Duc Trung, Chairman of Nghe An Provincial People's Committee, said that up to now, Nghe An province has directed the review and establishment of 3,797 security and order protection teams in all hamlets and villages.
On June 7, 2024, the People's Council of Nghe An province issued a resolution stipulating the establishment criteria, number of members; support and compensation levels; regimes and policies for security and order protection teams in the province. The total annual support paid to this force is more than 197 billion VND.
