Determined to improve service to people, businesses, and investors in administrative reform, improving the investment and business environment, Prime Minister Pham Minh Chinh has just issued Official Dispatch No. 22/CD-TTg on a number of key tasks and solutions to reduce administrative procedures, improve the business environment, and promote socio-economic development. It clearly states that ministers, heads of ministerial-level agencies, government agencies, and chairmen of provincial and municipal People's Committees are required to proactively and synchronously organize the implementation of tasks and solutions assigned in the Government's resolutions and the Prime Minister's directives on socio-economic development, while focusing on effectively implementing a number of key tasks and solutions to more strongly and drastically promote administrative procedure reform, and improve the business environment substantially and effectively.
Ministries, agencies and localities focus on thoroughly reviewing, cutting down and simplifying regulations and administrative procedures related to investment, production, business and people's lives, ensuring a reduction of at least 30% of administrative procedure processing time and at least 30% of business costs (compliance costs); abolishing 30% of unnecessary business conditions; implementing business-related procedures in the electronic environment, ensuring smoothness, continuity and efficiency.
The Government Office shall preside over and coordinate with agencies and localities to develop and submit to the Government for promulgation a Resolution approving the Program to reduce and simplify administrative procedures related to production and business activities in the period of 2025 - 2030, to be completed before March 31, 2025.
Implementing the Prime Minister's direction, Quang Ninh continues to identify promoting administrative procedure reform, creating a favorable and transparent environment to serve people, businesses and investors as a key and continuous task, thereby contributing to promoting local economic growth.
Quang Ninh is currently piloting a one-level public administrative service center under the Provincial People's Committee, implementing non-territorial administrative procedure settlement, optimizing administrative procedure settlement processes, promoting procedure digitization, and reusing online administrative procedure results to create the most convenience for people and businesses. The Quang Ninh Provincial Public Administration Service Center is reorganized on the basis of merging provincial and district-level public administrative centers and commune-level receiving and returning results departments. The center has its headquarters in the province and 13 branches located in districts, towns, and cities. In addition, 156 receiving and returning results departments in communes, wards, and towns are still maintained to ensure service to people at the grassroots level.
Currently, there are 1,717 administrative procedures in the province, of which: 1,319 are at the provincial level, 275 are at the district level, and 123 are at the commune level. Departments, branches, and sectors continue to promote restructuring of the settlement process, decentralization, and maximum authorization for officers to appraise and approve records according to the "5-step on-site" and "5-step electronic environment" processes; 100% of administrative procedures have procedures developed to ensure clear identification of people, work, and processing time. Annually, administrative procedures are reviewed to reduce processing time by 30 to over 60% compared to regulations.
Quang Ninh sets a target of 14% economic growth in GRDP in 2025. Therefore, promoting administrative reform and improving the investment and business environment are extremely important solutions to promote socio-economic development, thereby contributing to the completion of the goals that Quang Ninh has set for this year.
