Lesson 2: Overcoming difficulties and improving the quality of farmers' movements
BTO- The fourth industrial revolution has been affecting all areas of life, including agriculture and farmers. Compared to previous years, the lives of farmers in the whole country in general and Binh Thuan in particular have had many positive changes. However, according to the assessment of the Politburo in Resolution No. 46-NQ/TW, the activities of the Vietnam Farmers' Union are still limited and inadequate, and need to be overcome.
There are still many difficulties and challenges for farmers.
In late August 2024, along with several other localities across the country, Binh Thuan experienced heavy rains, causing flooding, which severely affected Ham My and Ham Thuan Nam communes. One day after the flood, Mr. Le Van Danh - a dragon fruit farmer in Phu Son village, Ham My commune, holding a sickle, waded through the water that was half submerged in the dragon fruit pole, sadly cutting off the white-branched dragon fruit buds.
Although he regretted the dragon fruit crop that had just been pulled out of the light, promising a bumper harvest, Mr. Danh had to leave it to take care of and restore the trees, while the buds that had been soaked in flood water would also be completely damaged. Silently watching his family’s assets and efforts go down the drain, this farmer “felt” more about the hardships of farmers who always had to “look to the sky, look to the earth, look to the clouds – look to the rain, look to the sun, look to the day and look to the night” when growing crops…
That is just a small example of the current difficulties of farmers. Also in Ham Thuan Nam, in the first months of 2024, drought and water shortage occurred. Many households and many areas of crops died due to drought. During the field inspection here, Chairman of the Provincial People's Committee Doan Anh Dung requested the District People's Committee to specifically identify areas that are guaranteed to be irrigated, areas at risk of drought and water shortage to adjust production plans and arrange crop structures suitable to water resources, ensuring effective production. At the same time, guide farmers to apply solutions to save water and use advanced irrigation for crops...
Mr. Nguyen Phu Hoang - Chairman of the Farmers' Association of Binh Thuan province, up to now, the production and living conditions of the majority of members and farmers have been relatively stable and developed. The Standing Committee of the Farmers' Association of the province regularly issues documents to propagate and mobilize cadres, members and farmers to actively prevent and control diseases on crops and livestock. Members and farmers strictly comply with the Party's policies and resolutions and the State's laws and policies. However , members and farmers are worried about production and farmers' lives are still difficult, such as high prices of fertilizers and pesticides. Prices of agricultural products such as dragon fruit are not stable. Especially in the first months of 2024, the drought and lack of water for daily life and production have caused difficulties in the lives of members and farmers in some places in the province. Pressures on farmers also include the trend of developing high-tech agriculture to enhance competitive advantages in domestic and international markets. However, most farmers still lack scientific information in production, preservation and processing of agricultural products.
Farmers are unemployed and there is still a lot of free time.
The gap between rich and poor and social class stratification is increasingly evident in rural areas, especially between rural and urban areas...
The limitations and difficulties in the activities of farmers' associations at all levels in the province were also mentioned by the Standing Committee of the Binh Thuan Provincial Party Committee. That is, the content and methods of operation have not been strongly innovated. Along with the failure to arouse the potential and creativity of farmers. The implementation of the representative role, grasping and reflecting the thoughts, aspirations, difficulties and problems of farmers has not been timely; social supervision and criticism activities have not met the requirements. The development of the farmers' movement has not been uniform, at times and in some places the effectiveness is not high. A part of farmers' awareness, qualifications and capacity are still limited, life is difficult, the poverty rate among farmers is still high, especially in remote areas, ethnic minority areas. The cause of the above limitations is recognized, mainly due to the awareness and responsibility of some Party committees and organizations at all levels is not adequate and appropriate. Resources for association activities and support for farmers are still limited. Some association organizations have not been proactive and timely in advising, and have not been resolute in organizing and implementing tasks. At the same time, the coordination between the association and agencies and organizations is still formal, lacking focus and key points. A number of association officials have limited capacity, are slow to innovate, lack enthusiasm, are not close to the grassroots, do not have enough prestige to lead the farmers' movement, and do not meet the requirements of the new period.
Farmers promote their role as subjects
Resolution No. 46-NQ/TW of the Politburo has set the goal of innovating and improving the quality of the farmers' movement, building a strong Vietnam Farmers' Union. At the same time, it plays a good representative role; encourages and motivates farmers to raise their awareness, responsibility, qualifications, actively participate in developing ecological agriculture, modern countryside, civilized farmers, improve material and spiritual life, contribute to the cause of building and defending the Fatherland, developing the country to be more and more prosperous and happy.
In Binh Thuan, the Provincial Farmers' Association said that in recent years, although the situation of agriculture, farmers and rural areas has faced many difficulties, with the attention, leadership and close direction of Party committees at all levels, the support and assistance of authorities at all levels, and the spirit of solidarity, initiative and creativity, the associations at all levels have focused on building a strong association in all three aspects: politics, ideology and organization. Thereby, attracting nearly 17,000 members, bringing the number of members to about 150,000 people.
In addition, the Association at all levels has organized many consulting, service, vocational training activities, supporting farmers to develop production and business. Notably, the movement "Farmers compete in good production and business, unite to help each other get rich and reduce poverty sustainably". In the past 5 years alone, the whole province has had 5 outstanding farmers nationwide; 12 agricultural products recognized as national typical products and 358 households with income over 1 billion VND/year, 3,703 households with income over 500 million VND/year; creating on-site jobs for more than 62,800 workers; providing capital, plant varieties, adopted children and production experience for 15,730 poor farming households...
In addition, in the new rural construction movement, farmers in the whole province have contributed over 100 billion VND, 124,000 working days, and donated over 9,000 m2 of land to join the locality in building civil works and infrastructure... Thanks to that, the appearance of the countryside has changed significantly, and the material and spiritual life of farmers has been improved.
For example, the Farmers' Association of Ham My Commune, Ham Thuan Nam District is considered one of the typical examples of the district in association activities. Accordingly, the activities of branches and groups are maintained regularly in conjunction with the work of developing and improving the quality of members, always focusing on residential areas. In July 2024, the Farmers' Association of the commune established the "Good Farmers in Production and Business" Club with 16 members. Thereby, it aims to create a forum for farmers to exchange, learn and exchange experiences in science and technology, animal and plant varieties, etc. At the same time, it promotes and mobilizes members to participate in the movement of building new rural areas, the whole people protect national security. Previously, in 2023, the commune implemented the "Security Light" model in Phu My village, installing 7 cameras to ensure security and order in residential areas.
These results are also one of the contents related to the guiding viewpoint of Binh Thuan Provincial Party Committee on strengthening the responsibility of the Farmers' Association in representing, protecting the legitimate and legal rights and interests and promoting the ownership of farmers. Along with that, encouraging and supporting farmers to perform well their role as the subject and center of the process of developing agriculture, collective economy and rural economy. The goal is to make agriculture one of the three pillars of the provincial economy.
