Speaking further to the press on the sidelines of the conference, Deputy Minister Pham Ngoc Thuong said that the Ministry of Education and Training had received information from the Ministry of Public Security that it had just cracked a case and arrested subjects trading in high-tech devices for the purpose of cheating in exams. "This year, we have coordinated with units of the Ministry of Public Security to thoroughly train and disseminate information on identifying high-tech cheating devices. The spirit is to prevent the use of high technology to cheat in exams," Mr. Thuong emphasized.
Major General Le Minh Manh, representative of the Ministry of Public Security, discussed at the conference on organizing the 2023 high school graduation exam.
Speaking at the conference, Major General Le Minh Manh, Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention (A05) - Ministry of Public Security, said that through reviewing groups related to the purchase and sale of audio and video recording devices, disguised communication devices that can be used to cheat in exams, the Ministry of Public Security found that the subjects buying and selling these devices are mainly parents and students. Therefore, the Ministry of Public Security has coordinated with relevant agencies to verify, clarify and handle these subjects according to the law.
Major General Manh said that the methods and tricks of cheating in exams are not new, mainly using devices such as miniature headphones, camouflaged devices to receive and transmit signals, communicate such as watches, buttons, earrings, computers... then transmit information and images to the outside for the purpose of seeking support and solving exam questions.
Every year, warnings are issued, but they are becoming more sophisticated. The Ministry of Public Security has trained local police in identifying and preventing them, but it also recommends that the Department of Education and Training train officers directly in charge of invigilation. If any unusual problems are discovered, they should promptly discuss with the authorities to handle any arising situations. It is necessary to pay close attention to items that can be disguised as cheating devices, such as watches, glasses, pens, etc. Exam sites must strictly implement regulations on arranging places for candidates' belongings at least 25 meters away from the exam room.
Delegates attending the conference on organizing the 2023 high school graduation exam held yesterday (June 15).
In addition, through inspection and review of some examination sites, the representative of the Ministry of Public Security said that there are still some factors that can affect the security and safety of the examination. Specifically, at the examination storage area at some sites, the devices are still connected to wifi or have wifi transmitters. The camera system at some sites is still connected to the internet outside... "Therefore, the examination sites need to disconnect all or remove these connectors. The examination booths and examination rooms also need to seal the network terminals, and disable the entire camera system," said Major General Le Minh Manh.
In addition to ensuring the safety and seriousness of the exam, the Ministry of Public Security is also reviewing information online, promptly detecting and correcting cases of providing false information that affects the exam in exam-related groups with many students and parents.
Why does the Ministry of Education and Training not regulate the list of handheld calculators?
Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that the Ministry of Education and Training has consulted with all parties and decided not to issue a list of types of handheld calculators allowed in the exam room because the market for these devices fluctuates constantly, making it difficult to come up with a specific list. In addition, Mr. Chuong said that high school graduation exam students are old enough and aware enough to know which types of calculators meet the standards to bring in. Therefore, the Ministry of Education and Training this year did not provide specific instructions on this item.
