Minister Nguyen Van Hung works with key press agencies on the draft Press Law (amended)

Attending the meeting were Alternate Member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh, and leaders of relevant Departments and Offices of the Ministry of Culture, Sports and Tourism.

On the side of key press agencies, there were General Director of Vietnam Television Nguyen Thanh Lam; Editor-in-Chief of People's Police Newspaper Pham Quang Khai and representatives of the leadership of Voice of Vietnam; Vietnam News Agency; Nhan Dan Newspaper; and People's Army Newspaper.

Speaking at the opening of the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung said that after the Ministry of Culture, Sports and Tourism took over the functions and tasks of state management of press and publishing from the Ministry of Information and Communications, the leaders of the Ministry of Culture, Sports and Tourism immediately held meetings with the Press Department and related Departments and Divisions on the issue of building the Press Law (amended). The Minister affirmed that building the Press Law (amended) is the main and most important task of the Press Department in the coming time.

To ensure the progress and quality of the draft Press Law (amended), and to ensure that the law, when promulgated, has a long "lifespan", the Minister requested that the work of drafting the Law must thoroughly grasp the latest viewpoint of the Party and State, which is that the Press Law must create development, open up new creative spaces, and the press must become a group of cultural industries.

The Minister emphasized the view that the Press not only acts as a bridge between the Party, the State and the People, propagating the Party and State's policies to the People, but also must actively contribute to the cause of building, defending the Fatherland and developing the country.

Affirming that amending the Press Law is a difficult issue, in the context of the explosive scientific and technological revolution, the stormy development of social networks, and artificial intelligence (AI) that is deeply affecting the entire economic and social life. In particular, in the context of planning, arranging, and streamlining the current apparatus, many new issues will arise in the construction of the Press Law (amended), the Minister requested that leaders of key press agencies contribute opinions that address the concerns and worries of current press activities.

According to the Press Department, Ministry of Culture, Sports and Tourism, the development of the Press Law (amended) aims to institutionalize the Party's policies and guidelines on the press, especially the orientation of the 13th National Party Congress: "Building a professional, humane and modern press and media" and the provisions of the 2013 Constitution.

Amending the Law ensures the consistency and uniformity of the legal system, legalizing clear issues that have been tested in practice; reviewing and clearly defining the scope of issues that need to be amended and supplemented to overcome existing shortcomings, limitations and arising problems.

The draft revised law will focus on four major contents including: Strengthening the management of press activities; Improving the quality of journalists and leaders of press agencies; Promoting the development of the press economy; Regulating press activities in cyberspace.

The provisions of the Press Law (amended) will be stricter but still ensure a clear corridor for press agencies to develop; especially encouraging press agencies to develop multi-platforms and multi-services; promoting the press economy.

The amendment of the Law will also overcome the limitations of current regulations, clearly distinguish between newspapers and magazines to prevent "newspaperization" of magazines, specify the contents and concepts to have appropriate regulatory regulations; Overcome the situation of "privatization" of newspapers, newspapers operating not in accordance with their principles and purposes; Clearly define the responsibilities and authority of local state management agencies on the press.

At the same time, create an environment for scientific journals to develop healthily; not be transformed into regular newspapers and magazines; overcome shortcomings and inadequacies in the management of representative offices and resident reporters in the past.../.
