"Need to create space to promote creativity and literary development"

Management activities must create a space to promote creativity, develop literature, and inspire authors on the basis of protecting political and ideological foundations, preserving cultural values, customs, and traditions, and linking them with the country's development.

This is the request of Deputy Prime Minister Tran Hong Ha at the meeting to listen to the report on the proposal to build a decree on literary activities, on the afternoon of April 11, at the Government Headquarters.

Promote literature and reading culture to develop together

Appreciating the process of drafting the decree, the Deputy Prime Minister said that during the drafting process, it is necessary to institutionalize the viewpoints, policies and major orientations of the Party and State towards the field of literature; clearly pointing out the limitations and shortcomings facing culture and arts in general, and literature in particular.

From there, the Ministry of Culture, Sports and Tourism discussed with specialized agencies to have a comprehensive scope of regulation on issues such as composition, copyright protection, criticism, theory...; digital transformation management in the field of literature; forms of promotion; clarifying concepts, terminology, classification of literary genres...

Along with organizing literary competitions and awards, the Deputy Prime Minister noted the need to diversify forms of honoring and promoting valuable works; combining copyright protection with the protection of inventions and innovations, including cyberspace.

In addition to literary creation camps, the Deputy Prime Minister suggested ways to encourage creation through training activities on political theory and policies of the Party and State.

“The decree needs to clarify the responsibilities and state management organization at the central and local levels in literary activities,” the Deputy Prime Minister said, and suggested “ordering” the Vietnam Writers Association to carry out activities to promote the development of literature and reading culture.

The Deputy Prime Minister assigned the Ministry of Justice to clarify the procedures for drafting a Decree on literary activities according to the procedures prescribed in the Law on Promulgation of Legal Documents 2015 (amended and supplemented in 2020). The Ministry of Culture, Sports and Tourism shall consider the name of the decree, ensure comprehensiveness of content, and at the same time provide specific regulations for the management and development of literature.

Promoting the value of Vietnamese literature

Previously, according to the report of the Ministry of Culture, Sports and Tourism, Vietnamese literature over the past years has developed comprehensively and strongly, deeply imbued with the spirit of national humanity and democracy; inheriting and promoting traditional values ​​and national identity; at the same time, selectively absorbing the quintessence of human culture, contributing to building the spiritual foundation of society. Many generations of writers have created works with the mission of being closely associated with each historical period and the development process of the nation; expressing the soul, intelligence, personality and Vietnamese people.

Vietnamese literature today has achieved diversity in terms of creative teams, topics and creative methods, in line with the political orientation, the ideological foundation of the Party, the direction of the State towards the country's literature, arousing and promoting the historical values, fine traditions of the Vietnamese people and fighting against the wrong thoughts of hostile forces.

The role of literary theory and criticism has been promoted, affecting many aspects of creative activities, orienting tastes and improving the aesthetic level of the public. Research work has many innovations, science, absorbing and creatively applying theoretical foundations and experiences of the world. Literary creation camps and literary awards have contributed to creating a favorable environment for creativity and honoring valuable works.

Over the past ten years, activities to introduce and promote literature have achieved positive developments both domestically and internationally; meeting the aspirations of international friends to learn about Vietnamese literature and culture, contributing to completing the vast picture of human literature.

Literary works translated into Vietnamese are increasingly rich in genres and themes, helping Vietnamese readers gain a more comprehensive and profound approach to world literature, while creating conditions for Vietnamese literature to integrate with world literature.

Notably, cyberspace has created a new method of publishing literary works, facilitating easy access for the public and enhancing the exchange between writers, theorists, critics and readers.

Besides the achieved results, the State management of literature is still inadequate, especially at the grassroots level. Awareness of the role of literature at many leadership and management levels is still inadequate, leading to low investment efficiency in literature.

Meanwhile, literary activities are regulated by many different laws, but there are still contents that have not been regulated by a separate legal document. Some areas of writing on political topics, the renovation process, history and revolutionary war have not met requirements and expectations; there is a lack of works with ideological and artistic depth, of great stature reflecting the history and present of the country...

Minister of Culture, Sports and Tourism Nguyen Van Hung emphasized that the development and promulgation of the decree on literary activities aims to focus on a number of policies to encourage and promote literary development such as the mechanism for assigning tasks of literary composition, theory, and criticism; literary composition camps; organizing literary competitions and awards; introducing and promoting literature; translating literature; popularizing literature to the public, promoting the value of Vietnamese literature...

At the meeting, opinions focused on clarifying the legal basis, procedures, and the necessity of issuing the decree; stating that the drafting of the decree on literary activities will complete a favorable and comprehensive legal corridor for the development of literature and art.

Some opinions suggest that literary activities should be viewed as a field of the cultural industry, not only involving literary creation but also criticism, dissemination, and public development.

However, the decree needs to take into account new related issues such as: Literature on the Internet; ensuring that all people can participate in creative activities and enjoy literature, especially vulnerable groups; the appearance of literary works created by artificial intelligence...
