On the morning of October 18, Deputy Minister of Information and Communications Pham Duc Long gave a report on the topic 1 on "Digital transformation - driving force for development" at the Training Course for planning cadres of the Executive Committee of the Ho Chi Minh City Party Committee, term 2025-2030.

At the reporting session, Deputy Minister Pham Duc Long imparted basic knowledge about digital transformation (DT) to the students of the class.

According to the Deputy Minister, digital transformation is currently being strongly implemented by countries around the world, with each having its own approach and path. In particular, Vietnam's approach is digital transformation for all people, comprehensively.

Specifically, this is a people's revolution, carrying out comprehensive transformation in all fields and aspects of life; taking people as the center, taking the country's outstanding development as the destination.

Digital transformation will be based on three pillars: digital government, digital economy, digital society and carried out in five areas, including politics, economics, society, culture, and environment.

To ensure success, Deputy Minister Pham Duc Long said that first of all, we must have a correct understanding of digital transformation.

More specifically, we must understand that transformation is the main goal; if we focus on technology but forget about transformation, it is the wrong approach; Digital Transformation is more of an institutional revolution than a technological revolution.

In particular, the leaders of the Ministry of Information and Communications put forward core requirements to ensure the success of digital transformation in Vietnam. That is, digital transformation must be a pillar integrated into all socio-economic development plans.

Governments at all levels must consider digital transformation an important task. Leaders must want to do it, do it directly, and be proficient in using it.

"If the leader does not want to do it or follows the trend, then he should not do it, because then it is not only ineffective but also a waste of money and time," Deputy Minister Pham Duc Long expressed.

The Deputy Minister also proposed that it is necessary to include the results of digital transformation implementation in the evaluation of officials, especially leaders.

Also at the report, Deputy Minister Pham Duc Long outlined the most basic features of digital transformation, such as digital infrastructure, digital data, digital human resources - digital talents; ensuring information security...

In particular, the Deputy Minister of Information and Communications emphasized that digital transformation will help solve many millennium-old problems of the state apparatus, such as solutions to the problems of growth motivation; resource depletion; the gap between rural and urban areas; bureaucracy; corruption, negativity and harmonious development.
