Digital transformation helps make admissions transparent

In the 2025 enrollment season, in addition to registering for the high school graduation exam using an account provided on the system of the Ministry of Education and Training (MOET), candidates can use their VNeID account to log in (via the National Public Service Portal) and register.


At the first meeting of the Steering Committee for Science and Technology Development, Innovation, Digital Transformation, Administrative Reform and Project 06 of the Ministry of Education and Training, which recently took place, Mr. Pham Quang Hung - Director of the Department of Science, Technology and Information (Ministry of Education and Training) said: Registration for high school graduation exams, registration for university admission, payment of admission fees, confirmation of admission online... have been implemented and succeeded right from the first year (2022). Each year, about 1 million candidates participate. From 2023 to present, each year, about 750,000 final-year candidates under the policy do not have to apply for a certificate of local residence to enjoy preferential policies in graduation consideration, admission to ethnic boarding schools, universities and pre-university schools for children of ethnic minorities.

In particular, in 2025, according to the new high school graduation exam regulations, independent candidates will be allowed to register for the exam online, which will help the online registration rate to approach 100%. In addition to registering with an account provided on the Ministry of Education and Training system, candidates can use their VNeID account to log in (via the National Public Service Portal) and register, thereby increasing convenience for candidates.

At the same time, the Ministry of Education and Training has also established a Steering Committee and completed phase 1 of the pilot implementation of the digital report card model for primary schools. After the pilot phase 1, the Ministry of Education and Training has determined the technical model in the direction of a centralized database. Currently, the Ministry has provided guidance on the mass implementation of digital report cards for primary schools and on the pilot implementation of digital report cards for secondary schools, high schools and continuing education.

At this meeting, the leaders of the Ministry of Education and Training directed a number of contents that need to be focused on in the coming time, namely: Integrating human resource training content to serve digital transformation in general and Project 06 in particular into the Project on developing high-quality human resources to serve high-tech development; completing the connection and data sharing between the two databases on labor, employment and vocational education institutions; piloting digital diplomas in the education system; promoting the reduction and elimination of unnecessary administrative procedures...

The content of data sharing is of interest to vocational schools, candidates, and learners. For a long time, schools have had difficulty recruiting students due to a lack of high school student data. To meet the enrollment quota, vocational schools have had to directly "knock on the door" of high schools to serve the enrollment work. The desire of vocational schools in recent times is that data related to high school graduates will be shared with vocational education units.

More specifically, while the Project "Career education and orientation of students in general education for the period 2018-2025" sets a target of striving for at least 40% of junior high school graduates to continue studying at vocational training institutions at elementary and intermediate levels; for localities with particularly difficult socio-economic conditions, it is at least 30%. Striving for at least 45% of high school graduates to continue studying at vocational training institutions at college level; for localities with particularly difficult socio-economic conditions, it is at least 35%. But in reality, vocational schools do not have data on high school students, so it is very difficult to propagate and provide career guidance to learners.

Previously, since 2018, the Ministry of Labor, War Invalids and Social Affairs (formerly) has sent a document requesting the Ministry of Education and Training to coordinate and share enrollment information data, thereby helping learners have more choices of colleges and intermediate schools in addition to registering for university. At that time, a representative of the former General Department of Vocational Education said that the request for coordination was to support young people to have more choices of majors suitable to their abilities. At the same time, it was requested that the Ministry of Education and Training issue regulations on the amount of high school level cultural knowledge that learners must accumulate to study at the college level.

According to representatives of vocational schools, managing/sharing the common enrollment data system of the Ministry of Education and Training will bring many obvious advantages, helping to expand access to candidates, optimize the enrollment process and increase transparency and fairness.
