Bien Hoa 1 Industrial Park, Bien Hoa City, Dong Nai was established in 1963, 61 years ago, with the name Bien Hoa Industrial Park.
This is the first industrial park in the South and is also identified as the oldest industrial park in Vietnam. In 1975, Bien Hoa Industrial Park was renamed Bien Hoa 1 Industrial Park.
Then, in 2008, Dong Nai proposed to the Government to change the function of Bien Hoa 1 Industrial Park to protect the water environment of Dong Nai River. On October 7, 2009, the Prime Minister agreed to the policy of changing the function of Bien Hoa 1 Industrial Park into Bien Hoa 1 Commercial and Service Urban Area.
By the end of January 2021, the Prime Minister had approved the removal of Bien Hoa 1 Industrial Park from the planning of industrial parks in Vietnam. However, due to policy problems and lack of funding, the project has been delayed for more than 15 years.
At the end of February 2024, the People's Committee of Dong Nai province approved the project to convert the function of Bien Hoa 1 industrial park into an urban - commercial - service area and improve the environment.
According to the People's Committee of Dong Nai province, the roadmap for relocating enterprises to implement the project of converting the functions of Bien Hoa 1 industrial park will be completed before December 2025. However, the relocation work faces many difficulties due to compensation for site clearance as well as stabilizing operations for enterprises and workers.
Dong Nai Provincial People's Committee has proposed a plan to apply incentives for corporate income tax, land use fees, value added tax, import tax, and land allocation for social housing construction... for businesses that must relocate.
It is known that Bien Hoa 1 Industrial Park currently has 76 operating enterprises with more than 21,000 employees.
Of which, the number of workers in FDI enterprises is over 6,000 people and the number of workers in domestic enterprises is over 15,000 people.
According to the reporter's records, currently many enterprises in Bien Hoa 1 Industrial Park have proactively relocated to other industrial parks in Trang Bom and Long Thanh districts.
In the industrial park, many factories are still operating normally, but some factories have degraded.
Many road signs have also rusted and faded over time.
The main road area along Dong Nai river has the State Audit office built and put into operation.
In addition, a new police headquarters is being built right across from the State Audit Office headquarters.
The Project to Convert the Function of Bien Hoa 1 Industrial Park into Bien Hoa 1 Commercial and Service Urban Area has two projects: The Provincial Political - Administrative Center Project, with a scale of about 44 hectares, and the Bien Hoa 1 Service Urban Area Project with an area of more than 286 hectares.
The project aims to build a new civilized, modern and sustainable urban - service - commercial area, creating a unique local aesthetic. At the same time, it improves the environment and limits water pollution of the Dong Nai river system. In the project, the Dong Nai Provincial People's Committee determined that it would have to spend about 1,270 billion VND to support workers' lives, stabilize production, and pay for human resource training for businesses.
