Network operators must process information about unregistered SIMs within 1 day

The Department of Telecommunications (Ministry of Information and Communications) requires that network operators must immediately take measures to ensure that non-registered subscriber numbers are no longer on users' subscriber lists.

Mr. Nguyen Phong Nha, Deputy Director of the Department of Telecommunications, said: Looking up 1414, in addition to returning a list of subscriber numbers, also returns information related to individuals (full name, ID number, etc.), so to ensure the confidentiality of personal information (according to the provisions of Decree 13/2023/ND-CP, Decree 49/2017/ND-CP), currently, network operators only allow information to be looked up within each network operator.

How to check subscriber information by sending the syntax TTTB + citizen ID number/ID card to 1414.

In the past, in order to ensure information confidentiality, individuals and organizations could only check the information of their own subscriber numbers, not the information of other subscribers according to the provisions of Decree 49/2017/ND-CP. Based on the discussion and agreement with the proposals of the network operators, the Ministry of Information and Communications (MIC) has requested telecommunications enterprises to study and change the lookup syntax from TTTB to TTTB + document number (citizen identification card) sent to 1414. At the same time, the network operators are required to send a list of subscriber numbers whose document numbers are registered in the returned message.

All network operators have established a process for receiving, verifying and handling user feedback when they discover that they are using a strange SIM card (these processes have been posted by the network operators on their websites or you can contact the customer care center of the network operators (Viettel: 1800 8098; Vinaphone: 18001091; MobiFone: 18001090; VNM: 0922789789; Gmobile: 0598247247; Itelecom: 0877087087; ASIM: 1900 1900; Mobicast: 19002155; Vnsky: 19005222) for detailed instructions.

At the same time, in order to ensure the rights of users and consistency in the implementation process, the Department of Telecommunications requests that telecommunications enterprises, within 1 day from the time of receiving official feedback from users about the subscriber number that they do not use (after looking up subscriber information via 1414), must immediately take measures to ensure that the reported subscriber number is no longer in the list of subscriber numbers of users.

"Telecommunications businesses have complied with the requirements of the management agency. As of March 31, after 1 month of implementation, businesses reported receiving more than 6 million lookups (TTTB + document number), from which about 1,000 customers reported (about having subscriber numbers no longer in use/registered) about about 1,200 subscriber numbers. From there, businesses have removed the subscriber numbers from the list of numbers that customers reported, sent text messages asking about 1,200 reported numbers to verify and clarify; implemented one-way and two-way blocking of about 200 numbers", said Mr. Nguyen Phong Nha.

The Ministry of Information and Communications has instructed that from April 15, 2024, mobile telecommunications enterprises will be fully responsible if new SIMs that are not in compliance with regulations appear on the market. In case of detecting violations (such as SIMs with subscriber information in the channel, etc.), the Ministry will organize inspections to strictly handle violations (including reviewing and stopping new development). At the same time, the Ministry of Information and Communications will consider issuing written reminders to the heads of enterprises and report to the Prime Minister for consideration of disciplinary action.

The Telecommunications Department recommends that when using SIMs that are not registered in accordance with regulations, users should proactively look up subscriber information, not buy SIMs at points other than the telecommunications service points of the enterprise (or officially authorized by the enterprise), proactively check information (via the syntax TTTB + document number sent to 1414), request the network operator to handle the subscriber numbers they are no longer using/not registered, and coordinate with enterprises to update and re-register subscriber information when receiving notification from the mobile telecommunications enterprise.
