Kinhtedothi-Highly appreciating the efforts of the Party Committees of the Northern Delta Cluster's provinces and cities, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong emphasized the inevitable need to reform the apparatus and reorganize the political system, to adapt to the current development process.
This morning, November 15, at the National Convention Center (Hanoi), the Party Committee of the Bloc of Agencies - the Party Committee of the Bloc of Agencies and Enterprises (CQ&DN) of the provinces and cities of the Northern Delta Cluster held the 16th meeting - 2024 on "Implementation of Regulation 293-QD/TW dated March 23, 2010 of the Secretariat on functions, tasks, and organization of the Party Committee of the Bloc of Provincial and City Agencies in the current period".
Attending the Conference were: Standing Deputy Secretary of the Party Committee of Central Agencies Lai Xuan Lam, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, Vice Chairman of the Hanoi People's Council Pham Qui Tien, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Sy Truong.
Also attending were representatives of the Party Delegation of the People's Council, the Party Executive Committee of the People's Committee - Vietnam Fatherland Front Committee of the City, the Committees and Office of the Hanoi Party Committee; delegates of the Party Committee of the Bloc of Agencies, the Party Committee of the Bloc of Agencies and Enterprises, the Party Committee of the Bloc of Enterprises of the provinces and cities of the Northern Delta Cluster and the provinces and cities: Ho Chi Minh, Can Tho, Nghe An, Lang Son, Dien Bien, Quang Ninh.
Building strong and comprehensive Party Committees in all fields
On behalf of the host unit of the Conference, Secretary of the Party Committee of Hanoi City Agencies Doan Trung Tuan emphasized that in each period, in order to meet the requirements of innovation, national development and to consolidate and improve the quality and effectiveness of the Party organization model of the Agencies Bloc, the Central Party Secretariat has issued many directive documents, especially Regulation 293-QD/TW dated March 23, 2010.
The implementation of the Regulation has achieved remarkable results, in which the key role and necessity of the Party organization in the affiliated agencies and units have been clarified, helping to create unity in directing and implementing the Party's political tasks, and in formulating and implementing the State's policies and laws. At the same time, the organization has been gradually consolidated, specific tasks assigned, and the leadership and direction of the affiliated Party Committees and Party cells have been directed to advise and effectively organize implementation in all fields, contributing to the successful implementation of the political tasks set forth by the province and city.
The work of monitoring and grasping the situation of public opinion among cadres, party members, civil servants, public employees, and workers in the Party Committee of the Bloc is carried out regularly and promptly; the working style, manner, administrative reform and exemplary role of cadres and party members, especially leaders, are given attention, innovated, are substantive, proactive, clearly define the person, clearly define the work, clearly define the responsibility, and are close to reality. The work of inspection, supervision and Party discipline continues to be strengthened, promptly detecting, preventing and handling violations. The work of mass mobilization and implementing the democratic regulations at the grassroots level is carried out strictly, effectively implementing the emulation movement "Skilled mass mobilization"...
The Secretary of the Party Committee of the Hanoi City Agencies Bloc also said that currently the workload is increasing, the development needs are placing increasing demands on the leadership capacity of the Party, the socio-economic situation in the country and internationally has many complex fluctuations, requiring the Party Committees of the Bloc to adapt flexibly, promptly give appropriate directions and measures. Meanwhile, Regulation 293-QD/TW is general in nature, not detailed, many contents are no longer suitable for new requirements in the context of integration and development; especially the functions and tasks of the Party Committee of the Bloc are narrow, incomplete, and not comprehensive... Therefore, there are still difficulties in leading, directing the implementation of tasks and managing, evaluating the Party organization and Party members under the management of the Bloc Party Committee.
With the spirit of building the Party Committee of the Bloc of Agencies, the Party Committee of the Bloc of Agencies and Enterprises of provinces and cities to be truly strong in all fields, contributing worthily to the cause of economic, cultural and social development and maintaining political security in each locality, meeting the requirements of the period of promoting industrialization and modernization of the country, this Conference aims to share and contribute many valuable experiences, good and practical ideas on solutions to improve quality, contributing to better completion of assigned political tasks.
Speaking at the opening ceremony of the Conference, Deputy Secretary of the Party Committee of the Hanoi City Agencies Bloc Pham Thi Nguyen Hanh said that after 14 years of implementing Regulation 293-QD/TW, the Party Committee of the Provincial and City Agencies Bloc has always been concerned and sought to determine and affirm the role and position of the Party Committee of the Bloc and of the Party Cells in leading the implementation of tasks as well as contributing to affirming that the model of the Party Committee of the Provincial and City Agencies Bloc is the only model suitable for the leadership of the implementation of political tasks of departments, branches, sectors, and organizations of provincial and city agencies.
However, the process of implementing the tasks under Regulation 293-QD/TW is not really complete and comprehensive, so the Party Committees of the Blocs encounter many difficulties that need to be resolved; moreover, the operating model of the Party Committees of the Blocs in each province and city of the Northern Delta Cluster is different (there are 6 Party Committees of the Blocs of provincial and city agencies; 4 Party Committees of the Blocs of provincial and city agencies and enterprises). The arrangement and consolidation of the party organization model of some Blocs Party Committees after the merger of the 2 Party Committees of the Blocs of agencies and the Blocs of enterprises need to ensure unity, synchronization, improve the leadership capacity and fighting strength of the Party's grassroots organizations, lead the implementation of political tasks of agencies and units, and improve the quality of activities of socio-political organizations.
The lack of synchronization and unity in party organizations, government, and unions has affected the quality and effectiveness of leadership and direction in the implementation of political tasks of agencies and units. Some grassroots Party committees have not fully recognized the significance of implementing innovation in the Party's leadership methods; there are still formalities and exemplary responsibilities of cadres and party members, including key leaders, at times and in some places; and the party organizations and some cadres and party members lack exemplary behavior, commit shortcomings and violate the law to the extent that they must be disciplined or criminally prosecuted.
In addition, it is necessary to determine the position of the Party Committees of the Provincial and Municipal Agencies and Enterprises in the Party's organizational system; the Party Committees of the Blocs were established a long time ago, with many changes in organizational models, functions, tasks, and names, and some Party Committees of the Blocs were established 70 years ago. Therefore, the regulations on functions and tasks for the Party Committees of the Blocs currently have contents that are no longer suitable to reality.
Therefore, according to the Deputy Secretary of the Party Committee of the City's Agencies, in order to ensure more authority, comprehensiveness, substance and effectiveness, with the selection of the topic of this Conference, the Organizing Committee hopes that delegates will exchange experiences in implementing the regulations of the Central, Provincial and City on functions, tasks and organizational structure; point out difficulties and obstacles, and supplement solutions to promote the leadership capacity of the Party Committee of the City's Agencies and Enterprises in directing the Party Committees of the Party Cells under the organization to carry out political tasks, Party building work, and lead socio-political organizations.
Improve unity and efficiency in organizational structure and leadership
At the Conference, the Standing Representatives of some Party Committees of the Agencies, the Party Committees of the Agencies and Enterprises, the Party Committees of the Enterprises of the provinces and cities (Hai Phong, Thai Binh, Nghe An, Ho Chi Minh City...) focused on exchanging and discussing some practical contents related to the implementation of the Regulation, such as: leadership of subordinate Party Committees to promote the role of cadres and Party members in advising on policy mechanisms, effectively implementing the Party's guidelines and policies, policies and laws of the State in all fields; determining the working relationship between the Party Committee of the Bloc and the Party Executive Committee of the City People's Committee, the Party Committees of the City Party Committee, the Provincial Party Committee...
At the same time, delegates also proposed solutions to propagate and raise awareness of cadres and party members about the responsibility of setting an example; inspection and supervision work; implementation of the Working Regulations of grassroots Party Committees, key cadres, heads of Party Committees... Exchanged experiences in detecting and handling violations; proposed amendments and supplements to Regulation 293-QD/TW to suit the current situation of the Party Committee of the Bloc of Agencies, the Party Committee of the Bloc of Agencies and Enterprises of the province and city...
Speaking on behalf of the Hanoi leaders at the Conference, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong reviewed the outstanding results in socio-economic development, ensuring national defense and security as well as Party building of the capital. He affirmed that in recent years, despite many difficulties, the Party Committee of the Hanoi City Agencies has always made efforts, been proactive, creative, taken advantage of every opportunity, overcome challenges, affirmed its position, and is worthy of being the political nucleus, leading and directing the grassroots Party committees to closely coordinate with the collective leadership of agencies and units to proactively and actively advise the City on many policies and solutions for socio-economic development, Party building, and strengthening the political system in the city. Thereby, making important contributions to the results of implementing the goals of socio-economic development, national defense and security, Party building, and building a strong political system of the City.
Appreciating the fact that the Party Committee of the Bloc of Agencies and the Party Committee of the Bloc of Agencies and Enterprises of the provinces and cities of the Northern Delta Cluster have taken turns organizing conferences on Party building work, especially with the theme of today's conference, the Standing Deputy Secretary of the Hanoi Party Committee said that Regulation 293-QD/TW is an important document in the work of building and consolidating the Party organization system in agencies and units of the Party, mass organizations and state agencies. In the new context and situation, the amendment, supplementation and effective implementation of this Regulation are of great significance for consolidating the Party organization and improving the leadership and direction capacity of each Party Committee of the Bloc of Agencies of provinces and cities.
Appreciating the efforts of the Party Committees of the Cluster and the localities attending the Conference, the Standing Deputy Secretary of the City Party Committee also emphasized the importance and inevitable need for the story of reforming the apparatus and reorganizing the political system to adapt to the industrialization and modernization process that has been raised for many years. In particular, the Politburo recently issued Resolution No. 15-NQ/TW on the direction and tasks of developing the capital Hanoi until 2030, with a vision to 2045; recently, the Law on the Capital (amended) was officially passed by the National Assembly, including the requirement to connect economic regions with the capital Hanoi through the transport infrastructure system, heritage connection, human connection, etc.
According to the Standing Deputy Secretary of the Hanoi Party Committee, in that context, with the spirit of innovation and creativity, along with valuable lessons and experiences, and effective solutions that each Party Committee of the Bloc contributed at the Conference, it will help the Party Committees of the Bloc improve unity and efficiency in the organization of the apparatus and leadership of the Party's Central Committee, create consensus and high determination, continue to achieve great achievements, and contribute to the common development of the locality and the country.
"The Standing Committee of the Party Committee of the Hanoi City Agencies Bloc is requested to seriously absorb the results of the Conference and the working experience of other units to continue to specify tasks and organize the serious and effective implementation of the Resolution of the Party Congresses at all levels in the coming time" - the Standing Deputy Secretary of the Hanoi City Party Committee stated.
At the Conference, Hanoi leaders presented souvenirs from the City and the Party Committee of the City's Agencies to the delegations of the Party Committees of the provinces and cities in the Cluster and other provinces and cities.
The Standing Committee of the Party Committee of the Hanoi City Agencies Bloc presented the rotating Flag to the unit hosting the 17th Conference - 2025 to the Standing Committee of the Party Committee of the Agencies & Enterprises Bloc of Ninh Binh province.
