Four lessons learned from the “model” of site clearance for Ring Road 3

(HNMO) - The Ring Road 3 project in Ho Chi Minh City was started this morning, June 18. Remember, a year ago, the city leaders were determined to use the Ring Road 3 project as a model for land clearance. Now, the results have exceeded expectations.

According to the Management Board of Traffic Construction Investment Projects of Ho Chi Minh City (Traffic Board), as of the groundbreaking date of June 18, 335/410 hectares of land had been handed over by the people to serve the construction of the Ring Road 3 project in Ho Chi Minh City, reaching 86.97% of the area, far exceeding the initial target of 70%.

Localities facing many difficulties such as Thu Duc city also achieved a rate of 71.93%. Districts with land recovery and handover rates exceeding the set target include: Hoc Mon district (95.45%), Binh Chanh district (93.25%), and Cu Chi district (83.91%).

Mr. Luong Minh Phuc, Director of the Traffic Department, said that the above results were achieved thanks to the synchronous and drastic participation of all levels, sectors and the political system of the four localities where the project passes through. Along with that, the consensus of the people in cooperation in implementation has contributed greatly to this overall success.

Four main lessons can be drawn for the success of the "model" of land clearance for Ring Road 3: Synchronized participation; increased advocacy; resettlement; high compensation.

Regarding synchronization, a year ago, as soon as the project preparation work began, Ho Chi Minh City quickly established the Command Committee, Steering Committee, Working Group and Advisory Council for the Ring Road 3 project. Accordingly, the Steering Committee is the focal agency coordinating with the Government working group and with ministries and branches to solve common issues for the entire project, and issues of an inter-provincial nature. The Committee consists of 16 members headed by Chairman of the Ho Chi Minh City People's Committee Phan Van Mai.

The Steering Committee, headed by Vice Chairman of Ho Chi Minh City People's Committee Vo Van Hoan, is responsible for assisting the Steering Committee in managing and coordinating resources; monitoring and supervising detailed plans and progress... promptly handling or proposing arising issues to report to the Steering Committee.

The Advisory Board consists of experienced experts who always provide feedback, suggestions, and propose optimal solutions to implement the project to ensure quality, progress, and investment efficiency. The Board's opinions are the basis for the Steering Committee to decide on important issues of the project.

Deputy Director of the Department of Natural Resources and Environment of Ho Chi Minh City Vo Trung Truc said that the above units have organized many meetings to check the progress, promptly guide and resolve difficulties and problems arising in the process of land acquisition, compensation, support and resettlement, thereby promptly removing obstacles, helping localities and grassroots officials quickly resolve the problem.

Information on compensation and clearance policies is publicly posted early for people to receive.

Regarding strengthening grassroots mobilization, the districts established a Land Clearance Committee with grassroots organizations and unions to strengthen coordination in information, propaganda, and explanation so that people can understand and agree. Project markers were set up very early. Compensation and resettlement policies were publicly and clearly posted... helping people and organizations with land in the project area to clearly understand all issues and thereby reach consensus.

Regarding resettlement arrangements, for people in the project area in Hoc Mon and Cu Chi districts, the city will arrange resettlement in Xuan Thoi Dong commune, near markets, roads, schools, and hospitals. For those who do not meet resettlement conditions, the city will offer options for people to buy apartments in Vinh Loc B commune (Binh Chanh district) and a 10ha apartment complex (Tan Thoi Nhat ward, district 12). Poor households can buy in installments over 15 years.

In Thu Duc city, 239 cases affected by the project were resettled in the Long Binh - Long Thanh My resettlement area phase 2. This is a residential area with completed infrastructure and convenient transportation. In addition, the city also arranged 150 C8 Man Thien apartments to resettle households whose land was cleared but did not meet the conditions for compensation and support for residential land.

Regarding compensation for site clearance, for the first time, Ho Chi Minh City has applied high compensation prices, close to reality. Vice Chairman of Thu Duc City People's Committee Nguyen Huu An Tu informed that the compensation and support prices for site clearance of land areas in the affected area of ​​the Ring Road 3 project are quite high (the highest is over 73 million VND/m2). The price of resettlement land is also up to 55 million VND/m2.

Thu Duc city residents are excited to receive compensation money.

In the districts, people are excited about the reasonable compensation. Mr. Huynh Ngoc Thinh, 53 years old, residing in Tan Thanh Dong commune, Cu Chi district, said: “I was compensated 1,500 m2 (land for growing annual crops) with the compensation price of: 2,590,000 VND/m2; the total amount is more than 3.8 billion VND. I will buy land for gardening or rice cultivation, invest more to have more and better quality agricultural products...”.

Mr. Luong Minh Phuc, Director of the Traffic Department, said that, promoting the achieved results, the Ho Chi Minh City People's Committee has just established a Working Group on land exploitation along Ring Road 3, headed by Vice Chairman of the City People's Committee Bui Xuan Cuong. The group will make a plan to review urban planning, adjust planning, reclaim land, resettle, invest in connecting infrastructure and conduct bidding along both sides of the route.

According to calculations, the land fund in the vicinity of the Ring Road 3 project in Ho Chi Minh City is more than 2,400 hectares, of which about 500 hectares of agricultural land is managed by the state, which can be auctioned to earn nearly 27,000 billion VND. In addition, there are nearly 1,900 hectares used by people, if reviewed, recovered and adjusted the planning appropriately, organizing auctions will create a large source of revenue for the budget.
