Approaching to build cultural institutions
On the afternoon of October 30, continuing the working program of the 6th Session, the National Assembly discussed in the hall the implementation of the National Assembly's Resolutions on National Target Programs.
Participating in explaining and clarifying issues of concern to National Assembly deputies, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the Ministry of Culture, Sports and Tourism is not the agency in charge of the 3 National Target Programs. However, many deputies mentioned the issue of culture when implementing the 3 National Target Programs.
The Minister said that the Party and State always hope that the 3 National Target Programs can be implemented in accordance with general direction and through monitoring to detect bottlenecks.
From there, it will achieve great results, which is to improve the material and spiritual life of the people. Shorten the gap between urban and rural areas and most importantly, build a harmonious development in which people will enjoy superior policies.
If we look at it from this perspective, not only in Vietnam but also in other countries there are similar programs and tasks, they call it "happiness program".

"Without programs on new rural development and sustainable poverty reduction, how can we approach and complete the millennium goals as committed to the United Nations? How can we have livable countrysides that people want to return to? How can we see people's lives improving?", the Minister expressed.
However, besides the achievements, Mr. Hung said that there are still many difficulties. If we approach from a cultural perspective, we see that the rapid urbanization in the countryside makes many people feel that the Vietnamese soul is starting to be lost, the image of banyan trees, ferry docks, communal houses, the image of green bamboo hedges, of my village no longer exists, replaced by concrete.
According to the management assignment, local authorities are the agencies that decide on planning and construction issues and are responsible for those issues.
Recently, I am very happy that during this process, we promptly realized and replaced and regulated, and now "flower roads" have appeared next to the hardened concrete roads, with rows of bamboo and areca trees beginning to beautify the rural landscape and gradually regain the image of the Vietnamese countryside soul.
"From another perspective, we are approaching to build cultural institutions, some delegates are wondering why we need to build institutions?", Mr. Hung said and informed that, according to current regulations, we must ensure institutions at the provincial, district, commune and village levels.
At the provincial level, we must ensure three cultural institutions: art centers, museums and sports, but it is clear that up to now, through reports from provinces and cities, only 80% of provinces have these basic institutions, the district level only has 70%, the commune level only has 60-70%, and the village level only has 30-40%.
Supporting the need to continue investing in rural areas, however, Mr. Hung said that the problem is where we choose the location and how to operate it. Regarding this, the Ministry has given specific instructions, but how to operate it depends on the locality and unit.
Further promote the awareness and culture of today's people
According to Mr. Hung, the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas has Project 06 on Preserving and Promoting the Fine Traditional Cultural Values of Ethnic Minorities in Association with Tourism Development. In implementing this project, we have done a lot of work in the past time.
Regarding the preservation of ethnic minority culture, the Minister said that it is necessary to first base on the criteria of language and writing. Regarding this, the Government has issued Decree 82 regulating the teaching and learning of ethnic minority languages and writings. The Ministry of Education and Training and the Ministry of Culture, Sports and Tourism have recently made great efforts to carry out the tasks assigned by the Government.
Regarding costumes, in the context of integration, in addition to the implemented solutions, the Ministry of Culture, Sports and Tourism has also aimed to form clubs to preserve the cultural values of ethnic minorities through this form.
The next issue is architecture, Mr. Hung said: "We have focused on preserving the housing of ethnic minorities with the goal of preserving stilt houses, communal houses... instead of concreting everything when building target programs".
Delegates participate in the discussion session in the hall on the afternoon of October 30.
Regarding the issue of social morality degradation that the delegate mentioned, Minister Nguyen Van Hung said that the delegate was right in raising that issue. The Party's Resolution has mentioned this issue.
According to Mr. Hung, social ethics is a form of social consciousness, it gathers a set of rules to help people orient themselves towards the best values such as honesty, compassion, fairness and mutual respect.
We have a political basis for this issue such as: Resolution 33 of the 11th Central Executive Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development; Conclusion No. 76 of the Politburo on continuing to implement Resolution No. 33 of the 11th Central Executive Committee of the Party; Directive No. 06 of the Secretariat on strengthening the Party's leadership in family building in the new situation.
The State management function in this issue is also complete when the National Assembly has issued many laws, the Government has issued Decrees and strategies on Culture.
Therefore, to better promote the current awareness and culture of people, the Minister of Culture, Sports and Tourism hopes that delegates will spread the message so that people live and work according to the constitution and law, resolutely handle violations, promote propaganda and education work, and connect families, schools and society.
"When the task of cultural development becomes a permanent task of every citizen, and the cultural foundation is voluntarily formed in every community, at every level and every sector, the situation of moral degradation will certainly be overcome," the Minister emphasized .
