On the afternoon of December 18, within the framework of a working trip with Prime Minister Pham Minh Chinh in Japan, Minister Dao Ngoc Dung visited and worked with Japanese Minister of Health, Labor and Social Welfare Takemi Keizo.
At the meeting, Minister Dao Ngoc Dung thanked his Japanese counterpart for taking the time to welcome him as well as attending and delivering an important speech at the recent Vietnam - Japan Labor Cooperation Forum.

The head of the Vietnamese Ministry of Labor, Invalids and Social Affairs assessed that this visit and working session with the Japanese Ministry of Health, Labor and Welfare is of great significance to both ministries, especially in the context that the relationship between the two countries has been upgraded to a comprehensive strategic partnership. This year, the two countries celebrate the 50th anniversary of establishing diplomatic relations and the 30th anniversary of receiving Vietnamese workers.
In order to achieve better results in cooperation between the two sides, Minister Dao Ngoc Dung frankly asked Minister Takemi Keizo to report to the Japanese Government to jointly propose some breakthrough contents in this field. Specifically, expanding the industries that receive Vietnamese human resources, especially in areas that Japan lacks such as restaurant services, hotels, bus drivers, etc.
In particular, Minister Dao Ngoc Dung requested the Japanese Government to pay attention to and ensure the rights, benefits and income for foreign workers in general and Vietnamese workers in particular in the context that Japan is considering amending its foreign worker acceptance policy.
In addition, he also wants Japan to consider exempting income tax and residence tax for Vietnamese workers, ensuring fairness for Vietnamese workers in terms of income and career advancement opportunities.
Another content the Minister discussed was accelerating the progress of research, negotiation and signing of the Social Insurance Agreement between the two countries in 2024.
Minister Dao Ngoc Dung also asked Minister Takemi Keizo to pay attention to and promote cooperation in the field of orthopedics and rehabilitation for Vietnamese people with disabilities.

There are currently more than 350,000 Vietnamese interns and workers working in Japan. The number of Vietnamese interns and workers in Japan will continue to increase in the coming time.
Minister Dao Ngoc Dung proposed that Minister Takemi Keizo make December 16 every year Vietnam Labor Day in Japan.
Agreeing with the proposals from Minister Dao Ngoc Dung, Minister Takemi Keizo happily said that in March 2024, Japan will organize a specific skill test for the nursing profession in Vietnam. The representative of the neighboring country requested that relevant Vietnamese authorities closely coordinate to organize this test smoothly.
Regarding the issue of expanding industries and increasing the number of Vietnamese workers, Minister Takemi Keizo affirmed that he will discuss with relevant Japanese ministries and sectors.
He also informed about the consideration of strengthening cooperation between 30 Japanese orthopedic and rehabilitation facilities and 4 rehabilitation facilities in Vietnam.
Minister Takemi Keizo affirmed that he will do his best to promote and further accelerate cooperation between the two ministries in the field of labor and social affairs.
