On December 11, the National Assembly Standing Committee (NASC) considered and decided to add a number of draft laws and resolutions to the 2025 Law and Ordinance Development Program.
Reporting at the meeting, Mr. Tran Tien Dung - Deputy Minister of Justice said that the Government proposed to add to the 2025 Law and Ordinance Development Program to submit to the National Assembly for comments and approval at the 9th Session according to the 1-session process, including: Resolution on exemption of agricultural land use tax; Law on Promulgation of Legal Documents (amended); add to the 2025 Law and Ordinance Development Program to submit to the National Assembly for comments at the 9th Session and approval at the 10th Session, including: Law on Personal Data Protection; Law on the Press (amended); Law on Lawyers (amended).
Presenting the Supreme People's Court's Proposal on the proposal to develop the Bankruptcy Law (amended), Mr. Pham Quoc Hung - Deputy Chief Justice of the Supreme People's Court said that the current Bankruptcy Law has a number of problems and shortcomings such as: the provisions on the Court's authority are still scattered and unreasonable; there are no simplified procedures to resolve simple cases; the regulations on the Administrator still have shortcomings...
Examining the above issue, Mr. Hoang Thanh Tung - Chairman of the National Assembly's Law Committee said that regarding the draft Resolution on exemption of agricultural land use tax, the Standing Committee of the Finance and Budget Committee and the National Assembly's agencies basically agreed with the two proposed policies on continuing to extend the implementation period of the agricultural land use tax exemption policy according to the National Assembly's resolutions for a period of 5 years from January 1, 2026 to December 31, 2030.
Regarding the draft Law on Promulgation of Legal Documents (amended), the Law Committee found that the three policies in the proposal to develop the Basic Law are consistent with the expected orientation for innovation and improvement of the law-making process according to the draft Project on innovation and improvement of the law-making process that is being directed by the Party Delegation of the National Assembly to be developed and submitted to the Politburo, therefore, it basically agrees with the Government's Submission.
Regarding the draft Law on Personal Data Protection, the Law Committee and the Standing Committee of the National Defense and Security Committee basically agreed with the four policies stated in the Government's Submission.
Regarding the draft Law on Press (amended), the Law Committee, the Standing Committee of the Culture and Education Committee and the Standing Committee of the National Defense and Security Committee basically agreed with the content of the four policies stated in the Government's Submission, including: Strengthening management of press activities; Improving the quality of journalists and leaders of press agencies; Promoting the press economy; Regulating press activities in cyberspace.
In addition, regarding the draft Bankruptcy Law (amended), the Law Committee, the Standing Committee of the Economic Committee and the agencies of the National Assembly basically agreed with the five major policy groups of the draft Law stated in the Submission of the Supreme People's Court.
Regarding the draft Law on Lawyers (amended), according to Mr. Tung, the Law Committee, the Standing Committee of the Judiciary Committee and the agencies of the National Assembly basically agree with the 3 policies stated in the Government's Submission.
Concluding the discussion, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the Standing Committee of the National Assembly approved the addition of 4 draft laws and 1 draft resolution submitted by the Government and the Supreme People's Court. However, after discussion, the Standing Committee of the National Assembly acknowledged the necessity but proposed to postpone the draft Law on Lawyers (amended) until 2026.
The Standing Committee of the National Assembly agreed to submit to the National Assembly for comments and approval at the 9th Session according to the one-session procedure for the draft Resolution of the National Assembly on exemption of agricultural land use tax and the draft Law on Promulgation of Legal Documents (amended). For the draft Law on Personal Data Protection, the draft Law on the Press (amended) and the draft Law on Bankruptcy (amended), the Standing Committee of the National Assembly agreed to submit to the National Assembly for comments at the 9th Session and approve at the 10th Session.
The Standing Committee of the National Assembly assigned the draft Law on Promulgation of Legal Documents (amended) to be examined by the Law Committee; the draft Law on Personal Data Protection to be examined by the National Defense and Security Committee; the draft Law on Bankruptcy (amended) to be examined by the Economic Committee; and the draft Law on Press (amended) to be examined by the Culture and Education Committee.
With 100% of the members of the Standing Committee of the National Assembly voting in favor, the Standing Committee of the National Assembly voted to pass the Resolution on adding a number of draft laws and resolutions to the Law and Ordinance Building Program for 2025.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man emphasized that our country is entering a new era, an era of national development. Due to many new issues arising, we need to act quickly, neatly and ensure quality, remove current bottlenecks and difficulties, and meet the requirements of national construction and development. Not for any interest group, not for local interests in the process of amending current laws and building new laws.
The National Assembly Chairman noted that if any issues are found during implementation and need to be amended immediately, they will be submitted to the National Assembly for consideration and approval in a shortened process at one session. For comprehensively amended laws, they must be submitted to the National Assembly for consideration and approval in two sessions.
On the same day, the Standing Committee of the National Assembly gave its opinion on the summary of the 8th session and gave its initial opinion on the preparation for the 9th session of the 15th National Assembly. At the meeting, Secretary General of the National Assembly Le Quang Tung said that following the success and good results of the 10th Conference of the 13th Party Central Committee, after 29.5 days of serious, urgent, scientific, democratic and highly responsible work, with the spirit of continuing to innovate and improve to better meet practical requirements, the 8th session of the 15th National Assembly was a great success.
Regarding the preparation for the 9th session of the 15th National Assembly, Mr. Tung said that at the 9th session, the National Assembly plans to consider 31 contents related to legislative work, 7 groups of contents on socio-economics, state budget, supervision and other important issues; 7 groups of contents will be sent by agencies for National Assembly deputies to study on their own.
