On the afternoon of October 15, the Provincial People's Committee held a conference to report on the results of drafting documents detailing the implementation of the Land Law, Housing Law, and Real Estate Business Law under the provincial authority.

At the conference, delegates listened to the leaders of the Department of Natural Resources and Environment report on the progress of drafting legal documents under the authority of the Provincial People's Council and People's Committee detailing the implementation of a number of articles of the Land Law; listened to the leaders of the Department of Construction report on the progress of drafting documents under the authority of the provincial level issued under the Housing Law and the Law on Real Estate Business.

Delegates exchanged and discussed difficulties and obstacles in drafting regulatory documents; reported on the progress of implementation up to the present time; and the expected time of promulgation of documents. At the same time, proposed solutions and recommendations to remove difficulties and obstacles in the process of drafting documents...

In his concluding remarks at the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized: When the Land Law, Housing Law, and Real Estate Business Law were promulgated, there were many decrees and circulars requiring decentralization and delegation of authority to the People's Council and People's Committee at the provincial level to decide on regulations according to their authority. However, in the process of promulgating legal documents under the provincial authority, there are still difficulties in legal basis, scientific basis and practical basis.

In recent times, implementing the Government's direction on focusing on developing detailed regulations and guiding the implementation of the Land Law, Housing Law, and Real Estate Business Law, Ninh Binh province has been focusing on researching, developing and promulgating legal documents under its authority.

During the implementation process, the assigned departments and branches have proactively and actively advised on the drafting of documents, ensuring the practical requirements, procedures, and regulations on drafting legal documents, basically meeting the progress and requirements. Up to now, a number of decisions under the authority of the Provincial People's Committee have been issued to promptly resolve practical issues. For draft resolutions under the decision-making authority of the Provincial People's Council, the procedures have basically been completed to submit to the Provincial People's Council for approval at the thematic session in October 2024.

The remaining resolutions based on legal provisions and instructions of central ministries and branches will be basically completed and submitted at the regular meeting at the end of 2024 of the Provincial People's Council.

Legal documents under the authority of the Provincial People's Committee that have completed the appraisal procedures will be consulted with members of the Provincial People's Committee for consensus and promulgation before October 21, 2024. Documents that have met the conditions for implementing the remaining procedures will be basically completed in October 2024.

Based on the actual situation, the provisions of the law and instructions of the superior professional agencies will be completed to ensure compliance with the provisions of the law.

The Provincial People's Committee requests departments and branches to focus on completing documents, promptly submitting them to the Provincial People's Committee and Provincial People's Council to issue documents and resolutions within their authority to meet the direction of the Government, the Prime Minister and legal regulations, promptly resolving practical issues.
