Yesterday, June 15, Deputy Minister of Education and Training Hoang Minh Son signed and issued Circular No. 11/2023/TT-BGDDT on abolishing Circular No. 23/2014/TT-BGDDT dated July 18, 2014 of this ministry on high-quality university-level training.

According to Article 1 of Circular 11, the entire Circular 23 is abolished. Circular 11 takes effect from December 1, 2023.
For courses that have enrolled in high-quality training programs according to Circular 23 before Circular 11 takes effect, it will continue to be implemented until the end of the course.
According to the Ministry of Education and Training, the abolition of Circular 23 is to implement the revised Law on Higher Education (Law 34). Accordingly, higher education institutions are autonomous and responsible for developing, evaluating, and issuing training programs at college, university, master's, and doctoral levels. The names of training programs are also set by the universities themselves. The Ministry of Education and Training issues training program standards.
According to Circular 23 issued in 2014, the Ministry of Education and Training stipulates that domestic university training programs have 2 types of programs (corresponding to 2 names): mass training programs and high-quality training programs.
A mass training program is a university-level training program that is being legally implemented at a training institution, with a tuition fee ceiling according to current Government regulations (for public training institutions).
A high-quality program is a training program with conditions to ensure quality and higher output standards than the corresponding mass training program, while meeting the criteria and conditions prescribed by the Ministry of Education and Training.
