Speaking at the opening of the meeting, on behalf of the leaders of the Ministry of Home Affairs, Deputy Minister Trieu Van Cuong was pleased to welcome the second youth delegation from Korea to visit and work in Vietnam within the framework of the Memorandum of Understanding on cooperation on learning experiences and youth exchanges between the Ministry of Home Affairs and the Korea Foundation for International Exchange. The Deputy Minister wished the delegation a successful working trip, experience exchange and youth exchange in Vietnam.
Reviewing the youth cooperation process between the two countries, Deputy Minister Trieu Van Cuong said that 2024 is the second year that the Ministry of Home Affairs and the Korea Foundation have implemented the Memorandum of Understanding on learning experiences and youth exchanges and the 11th year that the two sides have implemented commitments in this field. The Korean youth delegation's visit to Vietnam this time coincides with the most beautiful time of the year in Hanoi, promising to bring Korean youth many experiences and deep, meaningful impressions about the heroic and civilized land of Vietnam and the friendly and hospitable Vietnamese people.

With the positive and responsible spirit of both sides, over the past 10 years, through the cooperation program, the Korea International Exchange Fund has supported the Ministry of Home Affairs to organize 7 delegations with over 260 cadres, civil servants, and young intellectuals of Vietnam to study and exchange experiences in Korea. Through the visits and learning experiences in socio-economic development, poverty reduction, etc. of Korea, the delegations all highly appreciated the cooperation and support program of the Fund and the respectful, friendly and professional reception of the friends.

In 2023, the Ministry of Home Affairs welcomed the first delegation of 14 Korean leaders and youths within the framework of the cooperation program for the period 2023 - 2027 between the two sides. The positive feedback after the visits and working sessions is an important driving force for the Ministry of Home Affairs and relevant agencies of Vietnam to participate more deeply, establishing more cooperation programs with Korean partners, especially with the Korea Foundation for International Exchange in the coming time.

Deputy Minister Trieu Van Cuong suggested that relevant agencies of Vietnam and the Korea Foundation actively coordinate with the Vietnamese Ministry of Home Affairs to successfully organize this visit and work in Vietnam, thereby jointly evaluating the implementation results and proactively proposing early exchange and working contents for the 2025 Delegation Exchange Program between the two sides to ensure effectiveness, practicality, and the wishes and aspirations of the youth of the two countries, so that the visits truly serve as a cultural and spiritual bridge between the two Ministries of Home Affairs and the Korea Foundation in particular, and between Vietnam and Korea in general.

Within the framework of the working session, representatives of the Vietnamese Ministry of Foreign Affairs introduced the comprehensive strategic partnership between Vietnam and Korea; representatives of the Ministry of Education and Training exchanged and shared experiences in building and implementing policies for comprehensive education and training development for young people; representatives of the National Academy of Public Administration, Ministry of Home Affairs shared experiences in fostering leadership and management skills for young Vietnamese civil servants and related policies. During the discussion, young civil servants from Korean government and local agencies actively asked questions and received timely and complete answers from representatives of Vietnamese agencies attending the working session.

Ms. Nguyen Thi Nhung - Deputy Director of the Department of Political Education and Student Affairs, Ministry of Education and Training of Vietnam shared her experience in building and implementing comprehensive education and training development policies for Vietnamese youth.
Mr. Bui Huy Tung - Head of Training Management Department, National Academy of Public Administration, Ministry of Home Affairs of Vietnam shared his experience in training leadership and management skills for young civil servants in Vietnam.
Ms. Kang Joo Yeon - Deputy Head of Department, Office for Policy Coordination of the Korean Government, member of the Korean Youth Union, discussed at the discussion section.
Ms. Jung Mingee - Assistant Manager, National Institute of International Education, Ministry of Education of Korea asked about Vietnam's education policy for Vietnamese international students.
Mr. Yang Haejong - Assistant Deputy Director, International Cooperation Office, Jeollanam-do Provincial Government discussed the possibility of expanding and establishing cooperation between localities in Vietnam and Jeollanam-do Province.
