Circular 01 stipulates the inspection and certification of technical safety and environmental protection quality for equipment used on railway vehicles, railway vehicles in production, assembly, import, conversion, and periodic inspection for operation on national railways, urban railways, specialized railways connected to national railways and specialized railways not connected to national railways passing through residential areas and intersecting with roads.
According to Circular 01, types of technical safety and environmental protection quality inspection include: Production and assembly inspection; Import inspection; Conversion inspection; Periodic inspection.
Specifically, production and assembly inspections are carried out on newly produced and assembled equipment and vehicles; import inspections are carried out on newly imported equipment and vehicles and used imported vehicles; conversion inspections are carried out on vehicles running on national railways and vehicles running on specialized railways.

Periodic inspections are carried out on vehicles running on national railways, vehicles running on dedicated railways, vehicles running on urban railways, and train tail signal equipment.
Periodic inspection cycles are clearly defined according to vehicle type and operating time. For example, for imported and newly manufactured and assembled vehicles on national and urban railways, the inspection cycle for locomotives and self-propelled specialized vehicles is 18 months, for passenger cars is 28 months, and for freight cars and non-self-propelled specialized vehicles is 36 months.
For vehicles that have been in operation on national railways for less than or equal to 30 years from the year of manufacture, the periodic inspection cycle of locomotives and self-propelled specialized vehicles is 18 months, of passenger cars is 14 months, and of freight cars and non-self-propelled specialized vehicles is 20 months.
For vehicles that are over 30 years old from the year of manufacture and still have a service life, the periodic inspection cycle for locomotives and self-propelled specialized vehicles is 15 months, for passenger cars is 12 months, and for freight cars and non-self-propelled specialized vehicles is 15 months.
For vehicles that have been in operation on urban railways for less than or equal to 30 years from the year of manufacture, the periodic inspection period for self-propelled specialized vehicles is 18 months, for urban railway carriages is 14 months, and for non-self-propelled specialized vehicles is 20 months. For vehicles that have been in operation for more than 30 years from the year of manufacture and still have a service life, the periodic inspection period for self-propelled specialized vehicles is 15 months, for urban railway carriages is 12 months, and for non-self-propelled specialized vehicles is 15 months.
