On the afternoon of September 26, Prime Minister Pham Minh Chinh worked with the Standing Committee of Binh Duong Provincial Party Committee on the socio-economic situation, national defense and security, party building, and political system building of the province in the first 9 months of 2024, orientations for the last 3 months of 2024 and proposals and recommendations of the province.

Also attending the meeting were Binh Duong Provincial Party Secretary Nguyen Van Loi, leaders of ministries, branches, central agencies and Binh Duong province.

Earlier the same morning, the Prime Minister attended a conference to announce the Provincial Planning associated with Binh Duong's investment promotion, surveyed the site, checked the progress of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, and visited the Electricity and Energy Exhibition 2024 and the Vietnam Automation Exhibition 2024.

Regarding the potential advantages of Binh Duong, opinions at the meeting assessed that Binh Duong is located in the Southern key economic zone, a gateway for trade with Ho Chi Minh City; natural area of ​​2.7 thousand km2 (ranked 44/63); population of over 2.82 million people (ranked 6/63); labor force accounts for 64% of the population (while the national average is 53%).

The province has relatively flat, high terrain, fertile land, a rich river system and natural resources; a relatively stable climate, with almost no storms or floods.

Regarding traffic and urban infrastructure, there are national traffic arteries running through..., about 15 km from Tan Son Nhat International Airport and seaports.

Regarding industry, Binh Duong is a large industrial center with 30 industrial parks (over 12.6 thousand hectares), 12 industrial clusters (nearly 800 hectares). Many large industrial parks have high occupancy rates such as: Song Than, Dong An, Nam Tan Uyen, Tan Dong Hiep A, Viet Huong, My Phuoc...

In particular, Binh Duong was the first place to build VSIP industrial park, now one of the typical models of industrial development and investment attraction in Vietnam.

The education and training system is relatively developed; ensuring enough schools for children of the province's people and migrant workers.

The province has many historical and cultural relics (11 historical and cultural relics recognized at the national level); there are many festivals known to many tourists such as: Ba Pagoda Festival, Ong Ngua Pagoda Festival, Tan An communal house festival, Di An communal house festival...; there are many traditional craft villages.

The people of Binh Duong province have a tradition of revolutionary heroes; hard-working, inquisitive, eager to learn, dynamic, innovative, always aspiring to rise up and enrich their homeland and country. There are many famous people who have contributed to the country and Binh Duong.

Among the best FDI attraction groups in the country

According to the report of Binh Duong province and opinions at the meeting, in the first 9 months of the year, the province's socio-economic situation remained stable and achieved many important results.

The economy continues to grow well in all three regions. GRDP in the first 6 months of 2024 increased by 6.19%, the highest in the past 5 years. The estimated economic growth rate for the whole year of 2024 increased by 7.28% over the same period.

State budget revenue achieved positive results. Total state budget revenue in the first 8 months reached over 50.1 trillion VND (77% of the yearly estimate, equivalent to the national average of 78.5%).

The index of industrial production (IIP) in August increased by 11.25%, and in the first 8 months it increased by 6.04% over the same period. Imports and exports increased sharply, resulting in a large trade surplus. In the first 8 months, exports reached 25.6 billion USD, up 13.7%; imports reached 18.2 billion USD, up 13.4%; trade surplus was 7.4 billion USD (the whole country had a trade surplus of 19.07 billion USD).

FDI attraction in 8 months reached over 1.36 billion USD, up 4.7% over the same period, ranking 7th out of 63. Up to now, Binh Duong has always maintained its position in the group of 3 provinces with the best FDI attraction. By August 31, 2024, the total registered FDI capital in Binh Duong is over 41.8 billion USD.

Attention is paid to the fields of culture, society, education, health, and labor; social security work is effectively implemented; people's lives are improved.

In particular, since 2017, Binh Duong has been recognized as the first and still the only province in the country with no poor households according to Central standards.

The province has 100% of communes meeting advanced new rural standards and 3/38 communes meeting model new rural standards. The province has built 52,000 social housing apartments and workers' housing, equivalent to 2.6 million square meters of floor space; has a policy to invest in 2 new social housing projects with a scale of nearly 6,000 apartments and 4 commercial housing projects.

Recently, the province has promptly mobilized and received support of over 40 billion VND and transferred over 23 billion VND to people in the northern provinces to overcome the consequences caused by storm No. 3.

National defense and security are maintained; social order and safety are ensured; international integration is promoted. Party building and the political system are focused on; the leadership capacity of Party committees at all levels and the direction and administration of governments at all levels are improved.

A series of large-scale transport infrastructure projects

Notably, the province has the highest urbanization density in the country with 05 cities directly under the province, the urbanization rate reaches 84%. The province continues to plan and deploy investment, develop new urban systems, following the urban model associated with public transport (TOD).

The province focuses on investing in new generation industrial parks, aiming at smart production and green production according to the planning. Forming concentrated information technology parks and science and technology parks in the center of Binh Duong new city with a scale of 220 hectares.

Regarding the progress of implementing some key regional connectivity projects, Binh Duong province said that out of 26 planned bridges connecting the region with Ho Chi Minh City, Dong Nai, and Tay Ninh, 12 bridges have been completed so far.

In addition to the completed projects put into use, the province is currently focusing on accelerating the progress of starting, constructing, and inaugurating key regional traffic projects with a total investment of about 70,000 billion VND (state budget capital allocated is about 42,000 billion VND; capital mobilized by investors in the form of public-private partnership (PPP) is about 28,000 billion VND).

Of which, Ho Chi Minh City Ring Road 3 through Binh Duong province is about 26 km long, striving to be technically open to traffic on April 30, 2025 (2 months earlier than the direction of the Prime Minister).

The two projects of Ho Chi Minh City Ring Road 4 through Binh Duong province, 47.5 km long, and Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway through the province, about 52 km long, are both expected to start construction in November 2024.

The BOT project to upgrade and expand National Highway 13, approximately 13.8 km long with a total investment of VND 12,463 billion, is urgently speeding up construction progress, striving to put it into use on the occasion of April 30, 2025.

Regarding railways, Binh Duong province presides over and coordinates with the Ministry of Transport and other ministries and branches to study the railway route from Bau Bang to Di An to Cai Mep - Thi Vai port (Vung Tau).

The Suoi Tien - Binh Duong New City urban railway is being surveyed by the province and a pre-feasibility study report is being prepared according to the planning with a length of about 35 km, with a total estimated investment of VND86,150 billion (USD3.5 billion).

Impressed and proud of Binh Duong

Concluding the meeting, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the meeting, and assigned the Government Office to synthesize and issue a notice concluding the meeting.

The Prime Minister emphasized that Binh Duong has many distinct potentials, comparative advantages, outstanding opportunities, and many factors converging for further development. In particular, Binh Duong has an important position, connecting key regions, connecting the country and the world, and needs to exploit this strength to the fullest for development.

"We have many impressions, joys, happiness and pride in Binh Duong's results in rapid and sustainable development; building Binh Duong according to the world's smart city trend and no longer having poor households," said the Prime Minister.

On behalf of the Government, the Prime Minister highly appreciated and commended the efforts of the Party Committee, government, army and people of Binh Duong province and the important achievements that have been made, making important contributions to the overall results of the whole country.

In addition to the very basic achievements, the Prime Minister pointed out a number of shortcomings, limitations, difficulties and challenges of the province such as not yet regaining growth momentum after the COVID-19 pandemic; growth in the first 6 months of 2024 is lower than the national average; disbursement of public investment capital, implementation of some important national works and projects is still slow; administrative reform, improvement of the investment and business environment need more efforts; sustainable and comprehensive development needs more attention.

The Prime Minister emphasized 6 important lessons from Binh Duong's practice, which need to be done better and more effectively in the coming time.

Firstly, thoroughly grasp, creatively and effectively implement the Party and State's guidelines and policies to apply to local practical conditions, especially promoting the development of new-generation industrial parks and ethnic enterprises (replicating the Becamex Binh Duong model).

Second, we must grasp the global, regional and domestic situation, respond to policies promptly, flexibly and effectively. This is very important because Binh Duong integrates strongly and has an important role in regional, national and international connectivity.

Third, strongly promote the spirit of self-reliance, self-strengthening, tradition of solidarity, dynamism, creativity, effectively mobilize all resources; effectively utilize all potential differences, comparative advantages, outstanding opportunities, and rise strongly with endogenous strength.

Fourth, the direction and management must have a high spirit of determination, great effort, drastic action, focus on key tasks, not spread out investment, and complete each task thoroughly. The more pressure, the more effort must be made to strive for the best results.

Fifth, promote decentralization and delegation of authority associated with resource allocation, improve the implementation capacity of subordinates and strengthen inspection, supervision and control of power; assign tasks and work must clearly define the person, the work, the responsibility, the time and the results.

Sixth, strengthen discipline, proactively handle work with the spirit of "if you say you will do it, if you commit, you must do it"; if you do it, you must have specific, measurable products; remove difficulties and reduce costs for people and businesses.

In the coming time, the Prime Minister requested Binh Duong to develop rapidly and accelerate more strongly in all fields. The Prime Minister reiterated the request for Binh Duong to implement "3 pioneers" including:

Firstly, pioneering in connecting the economy with the Region, area, country, and internationally, especially connecting green and digital transportation with Cambodia, with the Central Highlands through Binh Phuoc, with the Southwest through Ho Chi Minh City, connecting nationally and internationally through Long Thanh International Airport and Cai Mep - Thi Vai port...

Second, pioneer in proactively developing digital economy, green economy, circular economy, sharing economy and night-time economy, with special focus on digitalization and greening the economy.

Third, be a pioneer in proactively and actively building new-generation industrial parks, focusing on innovation, entrepreneurship, start-ups, application of science and technology, achievements of the 4th industrial revolution, developing new-generation industrial parks in the direction of green, digital, high-tech, and smart; focusing on training high-quality human resources.

Soon to become a class I urban area, a city directly under the Central Government

Pointing out 10 specific tasks and solutions, the Prime Minister first requested to urgently develop and complete the Plan to implement the recently approved Provincial Planning; identify key contents, progress and resources to implement programs and projects in the Planning.

Second, prioritize promoting growth, controlling inflation; renewing traditional growth drivers and effectively exploiting new growth drivers; increasing access to credit for people and businesses, directing credit to priority sectors and areas and transport infrastructure.

Regarding investment, promote disbursement of public investment capital, especially for key projects and works; continue to promote the public-private partnership model; attract FDI with high technology content and added value.

Regarding exports, research and develop duty-free zones and free trade zones (coordinate with relevant ministries and branches in developing projects, including proposals on location, scale, organizational model, institutions, mechanisms, policies and comprehensive impact assessment), aiming at exports and attracting investment.

Regarding consumption, develop programs and plans to stimulate consumption in the area, especially during the holidays and Tet at the end of the year; promote the campaign "Vietnamese people prioritize using Vietnamese goods"; promote the development of e-commerce and cashless payments.

Regarding new growth drivers, promoting science and technology, innovation, digital transformation, green transformation, circular economy, sharing economy, knowledge economy, night-time economy; promoting regional connectivity.

Third, strive to increase revenue, expand revenue base, save budget expenditure; resolutely implement digital transformation, apply electronic invoices in revenue management; thoroughly save regular expenditure, increase development investment expenditure. Effectively implement policies to extend and reduce taxes, fees, and charges.

Fourth, develop a new type of industrial ecosystem; promote the conversion of industrial parks into ecological, high-tech industrial park models; prioritize the development of processing and supporting industries.

Continue to strongly develop key service sectors, supporting industry such as: E-commerce, finance, banking, logistics, training of high-quality human resources...

Developing agriculture to ensure food, stabilize people's lives, contribute to controlling inflation, develop high-tech agriculture and ecological agriculture.

Fifth, continue to invest in developing synchronous and modern socio-economic infrastructure; focusing on transport infrastructure, healthcare, education, industrial park and cluster infrastructure, information and telecommunications infrastructure, green infrastructure, climate change response; especially developing regional, national, regional and international transport infrastructure.

Sixth, continue to promote administrative reform, digital transformation, improve the business environment, eliminate the mechanism of asking and giving; strengthen dialogue, accompany and immediately resolve difficulties and obstacles in production and business of people and enterprises.

Seventh, focus on developing high-quality human resources, especially in potential and priority sectors and fields; improve people's knowledge, train human resources, and foster talents. Synchronously and effectively implement solutions to improve the quality of education and training, and at the same time have mechanisms and policies to attract and promote talents; shift from mainly imparting knowledge to comprehensive education. Promote the development of social housing in the form of renting and leasing - this is also an important factor to attract human resources and attract investment.

Eighth, effectively implement social security work, ensure social welfare, comprehensive and inclusive development. Focus on effective management and use of land, resources, environmental protection, response to natural disasters and climate change. Preserve and promote cultural values, beliefs, religions, fine traditions, typical historical and cultural relics of the province.

Ninth, maintain political stability, security, safety and public safety; focus on fighting and suppressing crimes and social evils.

Tenth, attach importance to the work of building a clean and strong Party and political system; continue to enhance the leadership capacity and fighting strength of Party organizations and Party members; complete projects to celebrate the 50th anniversary of the liberation of the South, national reunification, the 80th anniversary of National Day, and prepare well for the organization of Party Congresses at all levels, towards the 14th National Party Congress.

"Binh Duong needs to further promote its heroic historical and cultural traditions, the "hard-working but heroic East", the outstanding results in all fields in recent years, focusing on breakthrough, breakthrough, stronger, more comprehensive development in the coming period, especially the development of digital economy, green economy, circular economy, sharing economy, knowledge economy, rapid but sustainable development, inclusive, comprehensive, humane, harmonious between people and nature, between economy, society and environment", the Prime Minister said.

The Prime Minister hopes and believes that, with the strategic position and role of Binh Duong as an important growth pole of the Southern dynamic region, in the group of 3 localities with the largest economic scale in the country, with the development momentum in recent years and the aspirations and determination of the entire Party Committee, government and people of the province, in the coming time, the province will continue to make strong breakthroughs, constantly promoting its position as a modern industrial capital, striving to achieve the position of the leading industrial capital in Vietnam, with new, smarter and more modern products, striving to soon become a type I urban area, a centrally-run city by 2030, in the direction of a smart city, meeting the expectations of the people.

*Also at the meeting, leaders of ministries and branches responded and the Prime Minister gave instructions on how to handle Binh Duong's proposals and recommendations related to: Separating land clearance from public investment projects; mechanisms and support for investment resources so that by 2030 Binh Duong province will become a centrally-run city; mechanisms and support for resources to invest in key projects and works.

Binh Duong province also made recommendations related to investing in the complete construction of the Ring Road 3 - Ho Chi Minh City project (specifically, Tan Van intersection, the most massive intersection of the Ring Road 3 project and one of the most complex intersections in Vietnam) from the project's reserve fund; implementing the Ring Road 4 - Ho Chi Minh City project through Binh Duong province; studying the development plan of the light rail line (LRT) to connect with intra-provincial TODs; the Suoi Tien - Binh Duong New City urban railway line and the Bau Bang - Di An railway line.

Along with that are recommendations related to the establishment of free trade zones according to approved planning; adjusting and supplementing policies to mobilize socialized resources in the fields of education and health to meet current development requirements; policies to train and attract high-quality human resources; using regular expenditures to renovate, upgrade and expand construction items in invested and constructed projects.
