Accelerating digital transformation in the natural resources and environment sector

(TN&MT) - With the attention and direction of the Provincial Party Committee and the People's Committee of Binh Duong province, the Department of Natural Resources and Environment of Binh Duong has been accelerating the digital transformation of the provincial Department of Natural Resources and Environment, thereby contributing to improving the efficiency of natural resources and environment management, serving the sustainable development goals of the locality. To better understand this important task. TN&MT Newspaper reporter had an interview with Mr. Ngo Quang Su - Director of the Department of Natural Resources and Environment of Binh Duong.

PV: Could you please tell us about the important results in digital transformation that the Department of Natural Resources and Environment of Binh Duong province has achieved in recent times?

Mr. Ngo Quang Su: Recently, the Department of Natural Resources and Environment of Binh Duong has issued many Programs and Plans to implement Digital Transformation, Administrative Reform and Project 06. Accordingly, the Department of Natural Resources and Environment has also requested the People's Committees of districts and cities to direct the People's Committees of communes, wards and towns to notify people with land in their management areas to bring their Citizen Identification Card or Identity Card and Certificate, contact the Public Administration Service Center of districts and cities or submit online applications on the National Public Service Portal or of Binh Duong province to make corrections or update information on the issued Certificate. Up to now, 95% of information on land users in Binh Duong province has been updated in the land database and has also been authenticated with the national population database.

In particular, the Department of Natural Resources and Environment of Binh Duong is the first unit in the country to coordinate with relevant units to exploit the land database to reduce paperwork in handling public service procedures in the field of residence. In addition, the Department of Natural Resources and Environment also invests in a system of automatic monitoring equipment, investment software with modern technology, automation, to improve the capacity of warning, investigating, assessing, responding to climate change, managing resources and protecting the environment, helping to control more than 80% of industrial wastewater in the province.

Thereby, the Department of Natural Resources and Environment of Binh Duong connects and shares with the IOC System of Binh Duong province to provide the community with some information of the Environmental sector such as: Monitoring data of environmental components, including data on environmental monitoring programs in the province; serving the monitoring of emissions, wastewater, surface water, groundwater and ambient air in real time at the highest level. The Department of Natural Resources and Environment will continue to invest in upgrading environmental monitoring equipment and software to operate environmental databases, monitoring data of natural resources and environment, hydrometeorology and climate change, biodiversity databases to improve management capacity; forming a unified database throughout Binh Duong province on the basis of integration with national databases and other information systems.

PV: Could you please share about the advantages and difficulties in the process of implementing digital transformation in the Natural Resources and Environment sector of Binh Duong province?

Mr. Ngo Quang Su: The land information system of Binh Duong province was built very early, completed and officially put into operation in the whole province in 2014. The operation of the centralized land database has created favorable conditions for the Department of Natural Resources and Environment of Binh Duong in digital transformation, promptly implementing the synchronization and sharing of industry data for the Ministry of Natural Resources and Environment and the national database on population, connecting land data with other information systems in the province. With the timely attention and direction of the leaders of the People's Committee of Binh Duong province, right from the early days of developing the province in the direction of service industry, the Department of Natural Resources and Environment of Binh Duong has also promptly invested in an automatic wastewater monitoring system, serving the environmental protection work in the province. Up to now, large sources of waste have been installed with automatic monitoring equipment to help remotely control more than 80% of industrial wastewater in the province; At the same time, share wastewater, air, and surface water monitoring data with the Intelligent Operation Center (IOC) of Binh Duong province in real time.

In addition to the above advantages, the databases of the provincial Department of Natural Resources and Environment were built very early when the regulations on data standards and database architecture framework of the sector had not been issued, so the data was not synchronized, still scattered, causing difficulties in connecting and sharing information with sectors, levels and other databases; the information technology infrastructure invested by the Department of Natural Resources and Environment meets basic needs but is not complete and synchronized; the implementation of management and operation of databases, the Department of Natural Resources and Environment still depends on forms of guidance; information security solutions are mainly implemented by full-time and part-time information technology staff. In addition, there is a lack of formally trained information technology human resources, arranged in full-time and part-time positions in units under the Department of Natural Resources and Environment to serve the digital transformation of the provincial Department of Natural Resources and Environment.

Currently, the Department of Natural Resources and Environment of Binh Duong has shared wastewater, air, and groundwater monitoring data with the Intelligent Operation Center (IOC) of Binh Duong province in real time.

PV: In the coming time, to improve the efficiency of digital transformation in the province's Natural Resources and Environment sector, what effective solutions will the Department of Natural Resources and Environment of Binh Duong implement, sir?

Mr. Ngo Quang Su: In the coming time, in addition to continuing to focus on completing the land database according to the provisions of Decision No. 2178/QD-TTg dated December 21, 2020 of the Prime Minister approving the Project "Completing the natural resources and environment database interconnected with information systems and databases of ministries, branches and localities", Binh Duong Department of Natural Resources and Environment will also focus on completing the database of the fields of the provincial Department of Natural Resources and Environment. Accordingly, the Department of Natural Resources and Environment will continue to promote the application of information technology and digital technology, improve the efficiency of State management of land, surveying and mapping and remote sensing; build solutions and digital technology platforms to serve management, support people and businesses to access and grasp policies; simplify administrative procedures and improve the efficiency of State management, innovate in the organization of these fields.

At the same time, continue to build solutions to connect, exploit, supplement, enrich, and clean up the cadastral database to integrate the exploitation of legal accommodation information to serve public residence services, integrate real estate documents to VNeID according to regulations; build, supplement, and complete the land database to ensure compliance with Circular No. 09/2024/TT-BTNMT dated July 31, 2024 of the Ministry of Natural Resources and Environment regulating the content, structure, and information types of the national land database and technical requirements for application software of the national land information system, ensuring deployment, operation, connection, and sharing with national databases of a fundamental nature, serving the needs of exploitation and multi-purpose use.

Binh Duong Department of Natural Resources and Environment will also build an information system, environmental database, hydrometeorology, climate change, biodiversity and natural resources and environmental monitoring database; form a unified database throughout Binh Duong province based on integration with national databases and other information systems; continue to promote the application of information technology and digital technology in management work in the fields of environment, hydrometeorology and climate change; innovate environmental management work through automatic monitoring systems, collecting information from the Internet of Things (IOT) and terminal devices.

Currently, Binh Duong Department of Natural Resources and Environment is focusing on completing the database on natural resources, environment, water resources, minerals, land, surveying and mapping; ensuring synchronization of planning database, land use plans and sharing and interconnection with national natural resources and environment database, specialized fields built and managed by the Ministry of Natural Resources and Environment; expanding the monitoring system to complete the environmental monitoring network; building software to manage and share environmental databases, ensuring reception, analysis and warnings about the environment; investing, upgrading and building an information technology infrastructure platform with technical requirements to ensure management, connection, interconnection, sharing and exploitation of natural resources and environment data according to the principles of efficiency, inheritance, synchronization, intelligence, ensuring safety and network security.
