(Chinhphu.vn) - Binh Duong leads the country in online public services with a rate of 80.29%, and at the same time sets a target of digitizing 100% of input records and output results in 2025, implementing backward digitization of all data from 2020-2021.

Binh Duong province aims to digitize 100% of input records and output results by 2025, and at the same time implement backward digitization of all data from 2020-2021.

On the afternoon of April 1, Binh Duong Provincial Party Secretary Nguyen Van Loi, Head of the Steering Committee for Science, Technology, Innovation and Digital Transformation of Binh Duong Province, chaired a meeting of the Standing Committee of the Steering Committee to listen to reports on the security and traffic safety surveillance camera project, investment portfolio, and administrative procedure reform (TTHC) and digital transformation within the framework of Project 06.

According to the report, Binh Duong province has deployed many local databases on education, land, enterprises and industry and trade, to carry out digitalization and data management. The construction and environment sector is piloting data sharing among the natural resources, environment, construction and industry and trade sectors through the GIS platform.

The Binh Duong province Intelligent Operation Center (IOC) system has connected the databases of 100% of departments, branches and sectors, creating a centralized data at the IOC Center. This system has also connected with 4/6 vertical agencies and 2 APIs with the Government's Information Center for Command and Operation.

The provincial administrative procedure settlement information system has been connected to the business registration database, the national population database, the land database and the database of cadres, civil servants and public employees. Up to now, the "Binh Duong Digital" application has reached more than 102,000 installations, with a total number of visits and uses exceeding 2 million, showing the high interest of people in online public services and digital utilities provided by the province. This is also an effective communication channel between the government and people and businesses. In addition, the "Digital Government" application has had 3,808 installations...

In particular, the implementation of online administrative procedures, the model of "One-level Public Administration Service Center" in Binh Duong province is currently leading the country with the rate of online public services reaching 80.29%. In order to continue to improve the efficiency of this work, the People's Committee of Binh Duong province has issued many documents to adjust and integrate procedures into the national database, expected to be completed on April 6, 2025.

Specifically, from December 1, 2024 to March 31, 2025, the system recorded 299,637 received applications, of which 98.53% were submitted online. Specifically, the online submission rate at the provincial level reached 97.47%, at the district level 97.89% and at the commune level up to 99.07%.

To increase the rate of online public services throughout the process to 70% by 2025 and increase by at least 10% each year, the province proposed to review and recommend abolishing specialized regulations requiring the storage of paper records; at the same time, building a digital database connecting sectors, ensuring legality for implementing online public services throughout the process.

On February 28, 2025, the People's Committee of Binh Duong province issued Plan 1109/KH-UBND, implementing a minimum reduction of 20% of administrative procedures in key areas such as business, land, environment, labor, and health. The province aims to digitize 100% of input records and output results in 2025, and at the same time implement backward digitization of all data from 2020-2021.

Binh Duong continues to review and publish 245 internal administrative procedures and plans to review 524 administrative procedures of 13 departments and branches to simplify at least 20% and cut 20% of compliance costs. The review will be completed before April 30, 2025 to improve work efficiency and satisfaction of people and businesses.

Since December 2, 2024, Binh Duong province has deployed 275 administrative procedures without administrative boundaries associated with the model of "One-level Public Administration Service Center", allowing people to go to any one-stop department in the province to perform administrative procedures. From February 28, 2025, the province continued to expand the list of 570 administrative procedures implemented without administrative boundaries. Currently, the province is building an electronic process to add 295 administrative procedures without administrative boundaries to be deployed from April 10, 2025.

The Provincial Public Administration Service Center has submitted to the Chairman of the Provincial People's Committee to deploy 100% of non-territorial administrative procedures and review the process, prepare conditions for piloting in May 2025, with the goal of officially deploying associated with eliminating the district level, bringing administrative procedures to the provincial and commune levels from July 1, 2025 (the Government's goal is to reach 100% by the end of 2025 for 5 pilot provinces).

Concluding the meeting, Binh Duong Provincial Party Secretary Nguyen Van Loi emphasized the importance of science, technology, innovation and digital transformation. He requested to focus on information technology projects and information technology training policies in the coming time, improving the capacity of cadres implementing digital transformation work, especially community digital technology teams.

The goal is to ensure that digital transformation takes place synchronously and effectively, while implementing training and coaching programs for digital technology teams, guiding people in using online public services, contributing to building a modern, transparent and accessible administration.

In addition, the province also needs to develop a Project and Regulations on coordination between the Provincial Public Administration Service Center and the public administration service centers at the commune and ward levels, striving to achieve 80% of the entire online public services, improving the satisfaction of people and businesses, creating a breakthrough in administrative reform of Binh Duong province.
