This is an important content in the draft Resolution on piloting specific policies for social housing development, which is currently in the process of collecting opinions.

According to statistics from the Ministry of Construction, from 2021 to present, the whole country has implemented 655 projects. Social housing. However, the implementation process is still slow because the bidding process to select investors takes a long time, lasting from 6 to 12 months.

To resolve this problem, the Ministry of Construction has proposed a pilot program allowing provincial People's Committees to directly assign projects to investors without going through bidding. The selection of investors will be based on the proposal of the Department of Construction, ensuring transparency and efficiency.

The draft regulation stipulates that within 30 days from the project announcement, if only one enterprise registers and meets the requirements, the Department of Construction will submit to the Provincial People's Committee to assign this unit to implement.

If there are two or more enterprises, the locality will prioritize the investor with the best experience, financial capacity, progress commitment, and compensation and resettlement support plan. In case the enterprises meet equivalent criteria, the unit that registered first will be given priority.

This information is receiving attention and support from investors implementing social housing projects.

At the online conference to remove difficulties and obstacles and promote social housing development chaired by the Prime Minister recently, Mr. Dau Minh Thanh, Chairman of the Board of Directors of the Housing and Urban Development Corporation (HUD), proposed that the Government consider and develop regulations and mechanisms to prioritize the development of social housing projects by shortening the procedures and time to implement the procedures at the following steps:

Accordingly, for the selection of investors, the method of designated bidding is applied to projects that have investors that fully meet the conditions.

HUD representatives also recommended shortening the bidding process by improving the capacity and responsibility of the bidding party to reduce unnecessary procedures and time such as: amending, clarifying, extending bidding documents; evaluating bidding documents...

In order to reduce the time, process and procedures for implementing social housing projects, the representative of Viglacera Corporation frankly proposed to assign a unit with enough capacity to carry out social housing projects quickly because this procedure takes a lot of time.

The representative of this enterprise proposed that the Prime Minister allow localities to designate contractors and investors.
