After the pilot period in Ha Nam and Hanoi, two groups of public services to handle interconnected administrative procedures "Death registration - Permanent residence registration deletion - Funeral allowance" and "Birth registration - Permanent residence registration - Health insurance card issuance for children under 6 years old" will be widely deployed nationwide.

After a pilot period in Ha Nam and Hanoi, the public service "Birth registration - Permanent residence registration - Health insurance card issuance for children under 6 years old" will be deployed nationwide.

Vietnam Social Security has issued two decisions on the electronic interconnection process to resolve these two groups of interconnected administrative procedures on the National Public Service Portal.

Accordingly, the public service "Birth registration - Permanent residence registration - Health insurance card issuance for children under 6 years old" will be deployed nationwide starting from June 15. Parents/guardians/relatives of children under 6 years old only need to fully and accurately declare the electronic declaration for birth registration, permanent residence registration and health insurance card issuance for children under 6 years old according to the form on the National Public Service Portal. After receiving the electronic records from the public service software, the Social Security agency will accept and resolve them according to regulations.

For valid records, the time to issue a health insurance card for children under 6 years old is no more than 2 working days from the date of receiving the electronic copy of the birth certificate and information and electronic data from the public service software.

From June 15, individuals who register the death of a deceased person can simultaneously request the Social Security agency to resolve the funeral allowance, or issue a decision to stop receiving monthly death benefits through the public service "Death registration - Permanent residence cancellation - Funeral allowance" deployed nationwide.

According to regulations, the procedure for performing this interconnected administrative procedure on the National Public Service Portal is carried out at the Social Insurance agency for the deceased in the following 6 cases: People receiving monthly pensions and social insurance benefits; people who are reserving their social insurance payment period but have paid compulsory social insurance for 12 months or more; people participating in voluntary social insurance with a voluntary social insurance payment period of 60 months or more; people participating in voluntary social insurance with a compulsory social insurance payment period of 12 months or more, or a total period of compulsory and voluntary social insurance payment of 60 months or more; people waiting to meet the age requirement to receive pensions and monthly benefits; people aged 80 or older who are receiving monthly survivor benefits.

The electronic connection for the two groups of administrative procedures "Death registration - Permanent residence registration deletion - Funeral allowance" and "Birth registration - Permanent residence registration - Health insurance card issuance for children under 6 years old" is very important, bringing benefits to people in reducing time and travel costs when only needing to do it once but can handle 3 accompanying administrative procedures.

The settlement of interconnected procedures also helps State agencies, especially the social insurance sector, improve management efficiency, service quality, ensure the rights of participants and beneficiaries of social insurance and health insurance policies, such as: reducing costs of copying documents, settlement results, and document circulation time; overcoming the situation of incorrect information, falsified documents, and simplifying administrative procedures.

Previously, Vietnam Social Security actively coordinated with relevant ministries and branches to pilot two groups of interconnected public services "Death registration - Permanent residence registration deletion - Funeral allowance" and "Birth registration - Permanent residence registration - Health insurance card issuance for children under 6 years old" in Hanoi and Ha Nam.

As of May 30, the Social Insurance of the two localities had received and processed 34,004 applications for health insurance cards for children under 6 years old and 1,220 applications for funeral expenses through these two groups of interconnected public services.
