Today, I am very pleased to attend the Award Ceremony of the 4th Political Contest on Protecting the Party's Ideological Foundation in 2024. On behalf of the Party and State leaders and with my personal feelings, I wish you, the delegates, authors, groups of authors, representatives of collectives/localities, and all compatriots, comrades, and listeners who are watching television, good health, happiness, and many successes in work and life.
Dear comrades and distinguished guests,
In every revolutionary period, our Party has always paid special attention to the work of protecting the Party and the Party's ideological foundation. Through the Congresses, there have been many policies on this issue. After the Politburo issued and led the implementation of Resolution No. 35-NQ/TW, dated October 22, 2018, the work of protecting the Party's ideological foundation and fighting against erroneous and hostile views has been carried out more and more systematically, consistently, synchronously, comprehensively, resolutely, and in depth with many new, creative, and effective ways of doing things. In which, organizing the Political Contest on protecting the Party's ideological foundation is one of the practical activities to bring the Party's Resolution into real life. After 4 times of organization, the Contest has shown its strong vitality with wide spread throughout the entire political system and among all classes of people; Many good quality works, demonstrating the intelligence, emotions, enthusiasm and responsibility of the authors, have been published, broadcast and touched people's hearts, contributing to consolidating trust, enhancing solidarity and unity within the Party, within the political system and social consensus in carrying out the task of building and defending the socialist Fatherland, constantly consolidating and enhancing the potential, position and prestige of our country and our Party.
On behalf of the Party and State leaders, I acknowledge, appreciate and commend the Ho Chi Minh National Academy of Politics, the Central Steering Committee 35, the central and local departments, ministries and branches for upholding their responsibilities, achieving many results in the task of protecting the Party's ideological foundation, fighting against erroneous and hostile views and making many contributions to the success of the Contest; warmly congratulate the authors and groups of authors who received the award today.
Dear compatriots and comrades!
After 40 years of renovation, with the accumulated position and strength, with new opportunities and fortunes, we have gathered all the necessary conditions and are facing a historic opportunity to bring the country into a new era, an era of national development, successfully implementing the 100-year strategic goals under the leadership of the Party, 100 years of founding the country, striving to become a developed country with high income, following the socialist orientation by the middle of the 21st century. In the context of the world changing with epochal characteristics, the impact of the fourth industrial revolution, originating from the law of development, the path to socialism, bringing the country into a new era, besides opportunities and advantages, there are also many difficulties and challenges. Hostile forces have never given up their plot to overthrow the leadership role of the Communist Party and the socialist regime in Vietnam. They focus on destroying ideology, directly attacking the Party's ideological foundation, counterattacking and denying to eliminate Marxism-Leninism and Ho Chi Minh thought, considering this a "breakthrough" and "decisive front".
To maximize the value of the Contest, continue to strengthen the protection of the Party's ideological foundation, and fight against erroneous and hostile views in the new revolutionary period, I propose four issues:
Firstly, it is necessary to unify the perception of protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints as a class struggle on the ideological and political theory front; it is the task of the entire Party, the entire army, and the entire people, an important task of the entire political system in building the Party and the political system. This is a long-term, fierce, continuous, unceasing and uncompromising struggle; any manifestation of negligence, loss of vigilance, compromise, political immaturity, or loosening of the ideological and theoretical battlefront can lead to unpredictable consequences. From there, Party committees, Party organizations, cadres, Party members, and people need to continue to thoroughly grasp and effectively organize the implementation of the basic contents of Resolution No. 35 with creative, scientific, effective methods, suitable to their functions, tasks, fields, and localities. Strengthening internal political protection, protecting state secrets, and enforcing speech discipline in conjunction with proactively providing information to guide public opinion. Ensuring ideological, cultural, information, media, and network security; managing press, publishing, culture, and arts; preventing, combating, and handling fake news and untrue news. Proactively deploying all aspects of work in cyberspace in conjunction with promoting the digital transformation revolution.
Second, protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints must be closely linked to economic, cultural and social development, improving people's material and spiritual lives, and bringing prosperity and happiness to the people, which is the most crucial factor. Party committees and authorities at all levels need to focus on effectively implementing economic, cultural and social development policies, ensuring social security, promptly resolving conflicts and grievances right at the grassroots level; actively fighting against corruption, waste, negativity, pushing back degradation, "self-evolution", "self-transformation" within the Party, minimizing the causes and conditions that all kinds of subjects can take advantage of to distort and sabotage. At the same time, detect and strictly handle individuals who spread fake news and untrue news.
Third, firmly protect, supplement and develop the Party's ideological foundation; apply, supplement and creatively develop Marxism-Leninism, Ho Chi Minh's thought and the theory of renovation; build and perfect the basic theoretical system on protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints in the new revolutionary stage. These contents need to be focused on immediately in the process of preparing documents for Party congresses at all levels towards the 14th National Congress of the Party, creating a basis for making the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints increasingly effective, meeting the requirements and tasks of the new situation.
Fourth, build and consolidate the core force to protect the Party's ideological foundation in conjunction with strengthening the people's hearts on the basis of the all-people national defense posture, the all-people national defense posture associated with the people's security posture, and a solid people's security. Promote the role of Party committees at all levels, with the core being Steering Committee 35 from the Central to the grassroots level, in leading, directing, guiding, and organizing the implementation of the work of protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints. Build a core, pioneering, sharp, and elite force; build "digital citizens" with knowledge, skills, mettle, and the spirit of "self-reliance, self-confidence, self-reliance, self-reliance, national pride", "defending what is right", "resolutely fighting what is wrong", proactively participating in the development of the digital economy, digital society, and protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints. Arousing the spirit of patriotism and turning towards the Fatherland of our compatriots abroad, each person is an "ambassador" spreading Vietnamese culture and people, spreading the guidelines, policies and guidelines of the Party and State of Vietnam to international friends.

The entire Party, the entire people and the entire army are making efforts to accelerate and make breakthroughs to successfully implement the Resolution of the 13th National Party Congress and to best prepare for the Party Congresses at all levels towards the 14th National Party Congress. 2025 is also the year of many important political events of the country such as the 80th anniversary of the founding of the country, the 50th anniversary of the liberation of the South and national reunification, and the 95th anniversary of the founding of the Communist Party of Vietnam. I hope and believe that, with the prestige and influence that has been established, the Political Contest to Protect the Party's Ideological Foundation will continue to innovate, closely follow practical requirements, increasingly effectively serve the political tasks of agencies, units, localities and the country, contributing to building and firmly protecting the Socialist Republic of Vietnam.
