Socialization of relic care
In early 2023, the People's Committee of Dien Trung commune decided to hand over the relics and martyr cemeteries in the commune to clans, associations, unions, villages, and schools for care and management.
Accordingly, a total of 10 working groups were established, each group has the participation of 2-3 associations, unions or schools to take care of 10 relics and cemeteries of the commune. Periodically every month or on holidays and Tet, these groups will be responsible for cleaning the relics.
Ms. Nguyen Van Ha - Vice Chairman of Dien Trung Commune People's Committee said that this method helps to clearly assign specific responsibilities to each association, group, and school to join hands in protecting and preserving the relic. Accordingly, each group will be responsible for one relic, so the care will not overlap and the results are very good.
Dien Ban town has 71 ranked relics (7 national relics), most of which are located outdoors, so grass and weeds easily grow. If not promptly handled and cleaned, they will easily affect the relics, causing damage and degradation.
According to Decision 08 of the Provincial People's Committee (May 2, 2019), provincial-level relics are assigned to communes and wards for management; national-level relics are assigned to district-level management (authorized by the Department of Culture, Sports and Tourism for management).
From this policy, many communes and wards in Dien Ban have assigned relics to villages, associations, organizations, and schools for care and protection. This not only ensures that relics are monitored and cleaned regularly, but also contributes to raising awareness and fostering love for the homeland and country among young generations...
In Dien Phong commune, 5 years ago, the Commune Youth Union gathered school and village youth unions to take care of the relic landscape; at the same time, it carried out many meaningful activities such as visiting incense, participating in activities, learning about the history of the relic, and recruiting new members at the relic...
In addition, village associations and unions also organize practical activities such as planting trees, cleaning up, etc. to help keep the relics clean and solemn.
Some communes and wards of Dien Ban do this job quite well. In addition to Dien Trung and Dien Phong communes, there are also Dien Quang, Dien Phuoc, Dien Tien communes, Dien Ngoc ward, etc.
Annual budget arrangement
If the socialization of relic care mainly mobilizes people and community responsibility, the conservation and restoration of relics always faces difficulties due to funding issues.

Although in 2022, the Provincial People's Council also issued Resolution 13 on support levels for degraded relics, compared to actual requirements as well as the large number of relics in the province, the ability to benefit of localities with relics such as Dien Ban is still modest.
Faced with this situation, in 2022, the People's Council of Dien Ban town issued Resolution 11 on supporting the restoration of relics in the area. Accordingly, each year the state budget will allocate 2 billion VND to renovate the landscape and make minor repairs to 10 relics (an average of 200 million VND per relic). To date, about 21 relics in Dien Ban have been restored or are carrying out procedures and completing construction documents.
Some relics that have been cared for since Resolution 11 include Pham Phu Thu's tomb (Dien Trung), Cam Lau Communal House (Dien Phong), Ha Duc Church (Dien Thang Nam), Diem Son Communal House (Dien Tien), An Nhon Communal House (Dien Phuong)...
Mr. Pham Van Ba - Head of the town's Department of Culture and Information acknowledged that the support of 200 million VND is not too much compared to some architectural relics, and is not even enough for restoration, but it is very meaningful because it helps Dien Ban to be proactive in conservation issues and minor repairs of degraded relics.
Up to now, almost no relics in the town are abandoned, abandoned or degraded, all are well protected and preserved. This is a clear result of the synchronous implementation of effective and timely solutions and resources that Dien Ban has implemented in the past time in the work of relic conservation.
“In the near future, we will coordinate with localities with relics to further promote the value of relics, especially national relics, such as training on interpretation.
In particular, in addition to public investment from the State, in 2024, the Department of Culture, Sports and Tourism of Dien Ban town also allocated the unit's career budget to contract to hire monthly cleaning workers at national relics in the area to ensure that the relics are always solemn and clean," said Mr. Ba.
